Upon review of the above mentioned project, the following comments must
be addressed in order to conform with Boynton Beach City Codes:
1. The site must show handicapped accessibility. Provide detail
drawings identifying width of handicapped accessible path leading
to the entrance door from each handicapped parking space. Also,
show size and location of required level platform at the front and
rear building entrance doors.
2. Identify the width and length of all landscaped areas. Include
horizontal control dimensions for all parking spaces.
3. All plans must show consistency specifically with respect to the
dumpster location and handicapped parking spaces.
4. Show unobstructed cross visibility area and space through the
required site perimeter landscape strip at both sides of all ingress
and egress driveways. The cross visibility area and space is shown
by placing and dimensioning, on the site landscape plan drawing, a
ten foot (10') isosceles right angle triangle with the right angle on
the property line at the edge of the driveway and landscape strip and
completing the remainder of the triangle into unobstructed landscaping
and stating that the vertical space within this area is clear of
landscape material between thirty inches (30") and six feet (6').
5. Show unobstructed cross visibility area and space through the
required site perimeter landscaping at the corner of the property
(where two adjacent public rights-of-way intersect). The cross
visibility area and space is shown by placing and dimensioning, on
the site landscape plan drawing, a thirty-five foot (35') isosceles
triangle at the corner of the property line where the intersection is
located and completing the remainder of the triangle into
unobstructed landscaping and stating that the vertical space within
this area is clear of landscape material between thirty inches (30")
and six feet (6').
Show a handicapped accessibility route to the main entrance of the
building from the public rights-of-way. Identify location and
height of handicapped handrail required for the ramp.
Indicate two foot (2') on center spacing which is mandatory for all
required shrub and hedge landscaping.
8. Identify the size and type of landscape material required for parking
area interior landscaping.
9. Eliminate general note *3.
10. At both ingress/egress driveways provide a continuous visual landscape
barrier to screen the vehicle use area (driveways) from adjacent
properties.

Upon review of the above mentioned project, the following list of
comments have been provided as a courtesy with the'applicant's
full knowledge that there will be a full review made when the
project's site plan is placed on a Technical Review Board Agenda:
1. The site must show handicapped accessibility. Provide
detail drawings identifying width, length and slope of
handicapped accessible path leading to each tenant's
entrance door from each handicapped parking space. Include
spot elevation along the path. Also, show size and location
of required level platform at each tenant's entrance door.
2. Show the appropriate number of handicapped parking spaces,
which is based on number of regular parking spaces (no less
than minimum required by code) shown.
3. Show appropriate number of parking spaces to accommodate use
of building. Seventy-four (74) spaces are required based on
your building use which is factory/industrial. Parking ratio
is based on one (1) parking space per five hundred (500)
square feet of floor area of principle use.
4. Identify the overall size of the parallel parking space and
show detail of pavement striping.
5. Identify the width and length of all landscaped areas.
Include horizontal control dimensions for all parking
spaces.
6. Along High Ridge Road, at the vehicular use area, a five
foot (5') wide landscape strip is required.

7. All plans must show consistency specifically with respect to
the north driveway pavement markings, shape of north
ingress/egress and the dumpster location.
8. Provide a detailed plan view and section drawing of dumpster
pad and dumpster enclosure. Identify types of building
material, structural components, finish material and color
of dumpster enclosure. Include the overall size dimensions
of the dumpster enclosure and show the clear opening width
of ten feet (10') minimum.

11. Ingress/egress approach located west side of the property, center area,
does not confonn to the requirerrents of Section 5-142 (h), (3) which states
that no parking lot driveway may be constructed closer than one hundred
and eighty (180) feet from the intersecting rights-of-way lines along
streets that are classified higher than local streets . Driveways which
intersect streets which are Owned and maintained by a governing body other
than Boynton Beach, must be permitted by the proper governing agency, prior
to sul:rnission of plans for a building' pennit, Section 5-142 (h) "Driveways".
12. Parallel parking stalls shall be a minimum of 'nine (9) feet wide and twenty-
five (25) feet in length. Section 5-142 (g), Appendix "C", sheet 2 of 3,
"Parallel Parking Stall Standards".
13. Suggestion: The owners, if approved by the Design Engineer, may delete the
stabilized subgrade as a rreans of lowering the total cost of this project.
The minimum City standards for parking lot construction does not require
stabilization of subsurface or subgrade soils.
14. This site does not have a sufficient mrrrber of handicap stalls and rarrps.

The above referenced applicant \'Ias brought beforethe E. R. C. without
prior notice to E. R. C. members. The E. R. C. has determined the
above referenced applicant was not required to appear before the
E.R.C., but I have some doubt as to whether this determination is
valid based upon a letter I have received from -S.F.W.M.D.
specifying that this site should be monitored for the generation
of pollutants. The applicant was evasive in response to questions
raised relative to the use of a fungicide pollutant stating
"haven't used any since I've been with the firm ". After additional
questioning the applicant admitted the current storage of this
fungicide within the building structure. I respectfully request
you consider having our city's "HAZ-MAT" team investigate this
facility.
Additionally, this facility does not have off-street parking in
conformance with applicable M1 zoning regulations which specifies
sect~on 11H and our parking lot regulations as a standard.
The previous occupant of this building closed shop in January of
1989 and during todays meeting the current occupant has disclosed
that they have been in operation without benefit of city
occupational licenses since August 1989.
This would appear to be an
outstanding code violations
occupational license for this
ready to provide assistance as
advantageous time to remedy all
prior to the issuance of an
business. Please advise as I am
required.
