Dear Mr. Annunziato:
Attached are the forms and related documents and drawings requesting appro-
val of Bethesda Memorial Hospital's next project. This project is entitled
Project 15, Ambulatory Care Unit/Auditorium and Office Space. None of the ser-
vices provided in this project are new services, but provide expansion of the
current services and more convenient access.
It is our understanding that this project complies with all building and
zoning codes of the City of Boynton Beach. There is, however, one minor area
that we request the City work with us on, and that is the requirement to remodel
the existing front parking lot as a part of our present radiation therapy pro-
ject. We would like to request that you enable us to transfer that requirement
from our radiation therapy project to the upcoming project. The reason we make
this request is based on the following factors:
A) As part of the City's approval of our project to construct the radiation
therapy project and related parking area north of the Hospital, a detailed
construction schedule was agreed to by both parties. This schedule was
published in a letter to myself from Mr. Cheney. A copy of that letter is
attached, and as you can see from items 6 and 7, it was necessary to complete
all the new parking area to the north of the Hospital before the beginning
of the revision of the existing east parking lot to the front of the
Hospital.
This phasing schedule, which was required to ensure adequate parking at the
Hospital, would require the Hospital to begin construction of this parking
lot remodel just as our busy season is upon us here in February 1986.
B) If the City concurs with our request it will only delay the agreed upon
start date 2 to 3 months since we are just now to the point where we could
begin construction according to the phasing schedule.
C) If the present contractor responsible for the radiation project was to start
the construction of the front parking lot at this time, the contractor who

is to build the ambulatory care building would have to build in conjunction
with the radiation therapy contractors. It has been the Hospital's
experience in past projects that attempting to coordinate two separate
general contractors in one area usually leaves some area where neither
accepts responsibility, and the conflict either delays the project or, more
importantly, ends up costing the Hospital additional money to get the
problem resolved. Therefore, we feel it would be more cost efficient to
have one contractor responsible for the whole project.
D) Last, but certainly not least, is that even if the present contractor would
have been able to start construction on the front lot before now and had it
completed, the ambulatory care project would have required the Hospital to
remove almost 1/3 of a perfectly new parking lot. This, too, would have
been costly for the Hospital if this had happened.
We hope the City understands that it is certainly not the Hospital's intent
to. purposely delay or in any way attempt to diverge its obligation in this
matter. We feel that this request is the financially prudent manner in which to
approach this dilemma. Therefore, we respectfully request that the City act
favorably upon this request and allow us to proceed with the above mentioned
proJ-ect.
