Upon review of the above-mentioned project, the following comments must be addressed in order to conform with the Boynton Beach City Codes: 1. A recent survey (not older than six months) with original signature and seal is required. 2. Handicapped parking space striping must be four (4) feet wide and painted in conformance with the City of Boynton Beach standards. 3. Regular parking space striping must be one and a half (1.5) feet to two (2) feet wide and painted to conform with the City of Boynton Beach standards. 4. At each handicapped ramp, identify slope of ramp and also provide elevation at the base and the top of the ramp. Include, as required by the Handicapped Accessibility Code, location and height of handicapped handrail. Provide a detailed drawing of the handicapped ramp. 5. Provide a section drawing of the north and south wall overhangs showing the width of overhang in relation to property lines. Show no appreciable increase in width of south wall overhang beyond existing overhang. 6. Landscape sprinkler note to include the following: All planted areas and trees shall be automatically irrigated. 7. Perimeter strip landscaping of on-site vehicular use areas require thirty (30) feet spacing of trees and may be either grouped or uniformly spaced at no more than twelve (12) from property line. The proposed site plan does not provide for thru access at the rear of the shopping center. The Technical Review Board strongly recommends that the existing thru access be maintained, as this access is necessary to provide for proper service ingress and egress, city sanitation service, police patrols, and emergency access in case of fire or other catastrophe. In order to provide for this access, a landscape appeal will be required to reduce the width of the perimeter landscape strip at the rear of the Winn Dixie supermarket from three feet wide to approximately two feet wide for a distance of approximately fifty feet. This will provide a corridor of approximately 10 feet wide between the easternmost protrusion of the building and the existing utility poles. The existing clearance is sufficient to allow access for city sanitation trucks, fire trucks and service vehicles. 2. The landscape plan and the paving plan should correspond to the site plan with respect to the location of dumpster enclosures. 3. Dumpster enclosures should face in one direction and be situated and angled appropriately to allow for efficient pick-up by city front end loaders. 4. The perimeter landscape strip at the rear of the shopping center should be designed with an invert to capture as much storm water runoff as possible. Box 310 Boynton Beach, Florida 33435-0310 Re: Boynton Beach Shopping CenterjCynwyd Dear Ann: My clients, the owners of the above-referenced shopping center, applied for two variances before the Planning and Zoning Board in early 1989, and site plan approval. The filing fee for the site plan approval was $300, and for the two variances, $450; $400 for the first variance, and $50 for an additional variance. In this particular situation, tne first variance was denied, and the second variance was never considered. In addition, because the first var iance \olas denied, the site plan was never considered. In conversations with your Planning Department, t~ey have suggested that I request to the City Manager I s office a refund. Therefore, please consider this my request for a refund for the second variance request, which was never heard ($50), and the site plan review ,which was never heard, ($300), for a total of $350. I might add that the applicant has resolved prior problems and has reapplied with the Planning Department, and has tendered the full fees required. The request is to prevent a double-billing on matters that were not even heard. Jim Golden can confirm the contents of this letter.
