Dear Mr. Livingston:
Please be advised that on Thursday, February 14, 1991, the
Technical Review Board approved the referenced site plan
modification, sUbject to staff comments, copies of which are
attached.
These plans were approved subj ect to your compliance with the
attached stipulations and must now be modified to incorporate
same. To initiate your sign-off procedure, please submit two (2)
sets of modified plans 'to the Office of the Site Development
Division of the Building Department, which will record the
required identification markings on each set of the modified
plans.
After both sets of modified plans have the appropriate markings,
you should proceed with your sign-off on both sets of plans from
each Technical Review Board member. The sign-off procedure
requires that the Engineering Department sign-off first, followed
by all other departments with the exception that the Planning
Department sign off next-to-last and the Building Department
sign-off last, The Zoning & Site Development Administrator will
provide the Building Department sign-off. One (1) set of final
signed-off plans will remain with the Building Department and the
other set of plans will :be returned to you to be retained at the
job site.

To help facilitate the sign-off process, ,appointments should be
made to meet with each Technical Review Board member to allow
them sufficient time to review :and sign-off the modified plans.
After securing all the required Technical Review Board member
signatures and completing processing by the Site Development
Division, you may apply for building permits by submitting the
appropriate documents and fee to the Plan Review and Permitting
Division ,of the Building Department. The Building Department
will advise you as to any additional permits which may' be
required, such as Palm Beach Health Department (water and sewer),
clearing/grubbing, excavation/fill, drainage, paving, si te
lighting, landscaping and irrigation. '
The approval of the City entitles you to construct only the
improvements shown on the site! plan. The site plan will be
viewed procedurally as an as-built or record drawing. If you
have any questions concerning this matter, please do not hesitate
to contact me.

Upon review of the above mentioned project, the following list of comments
:- must be addressed in order to conform with Boynton Beach city Codes:

1. The elevation drawing(s) submitted with the plans for final sign-off
are reqUired to have the color of each exterior finish material
identified by name, color number ,and manufacturer's name. A
manufacturer's color chart showing and identifying the proposed
color(s) is required to be submitted with the plans for final
sign-off.
2. Specify the setback distance from the west property line to the
bUilding (roof overhang is considered part of the building).
3. Show on the site plan with a distinguishable symbol the location and
size of the roof overhang.
4. Specify on the elevation view drawing(s) the slope of all roofs.
5. Show within the set of plans a typical detail drawing of the
handicapped parking space. Drawing must include the following
information:

handicapped pavement markings
ii. specify the color blue for the pavement markings
iii. show the location and identify the height of the handicapped

7. It is required that five percent of the total available rooms be set
aside to fulfill the handicapped needs. Show on the floor plan and
site plan the location of two (2) required handicapped units.

room from each handicapped accessible unit. Show the location, width,
length and elevation of the level platform that is required at the
entrance to the laundry room. '

10. Show within the set of drawings a typical detail drawing of the
regular, 90 degree, angled and parallel parking space. Drawing must
include the following information:
i. specify the length and width
ii. show the size and configuration of the pavement markings
iii. specify the color of the pavement markings (white for asphalt,
black for concrete) :
iv. location of wheel stop or concrete curb

11. Specify on the plan the size, type of material and color of all
signage proposed for the building.

12. The sign code specifies that only one freestanding sign may advertise
the use of the property. Remove one of the freestanding signs from the
plans.
13. Place a note on the plans that 'all signage shall comply with the sign
code.
14. Include within the set of drawings a detailed elevation view drawing
of each proposed site lighting pole and fixture. Show and specify the
following pole and fixture data.
i. specify that the fixture is photocell activated
ii. state that the pole, pole base and fixture is designed to
withstand a 120 MPH windload
iii. specify the type of luminary (metal halide or high or low
pressure sodium)
iv. show the light contours and specify their foot candle light level
v. specify, where applicable, shields to deter off-site glare
vi. show the height of the pole and fixture matching the height
specified on the photometric drawing
vii. speCify the depth of the pole and/or pole base is placed below
grade

16. Architectural theme for the site has been desi~ated to be coastal
village. Comply with the design c~iteria for exterior building design
and streetscape landscaping.
17. The landscape plan should show a plant directory, indicating the total
number, species, spacing and height of all landscape material. All
specifications must comply with the Landscape code. Include the
percent of native species, 50% is the minimum native species percent.
18. state on the plans that the landscape material will be irrigated with
an automatic water supply system. Specify the water supply source.
19. Specify on the plans that the quality of the landscape material will
be Florida #1 or better.
20. Dimension the width and length of all landscape strips and islands.
21. Show an unobstructed cross visibility area and space through the
required site perimeter landscape strip at both sides of all ingress
and egress driveways. The cross visibility area and space is
identified by placing and dimensioning, on the site landscape plan, a
ten foot (10') isosceles right angle triangle. The right angle (heel)
of the triangle is placed on the ,property line at the edge of the
ingress/egress with the remainder of the triangle drawn away from the
heel and onto the property with one leg of the 10 foot isosceles
triangle on the property line. The unobstructed cross visibility space
within this area will be specified on the plan to be between 30 inches
and 6 feet above the ingress/egress pavement surface.

Show trees planted at a maximum of forty feet (40') on center in a
landscape strip abutting U.S. Highway #1 where a landscape barrier is
required to screen a vehicle use area.

Provide a detailed plan view and full section view drawing of the
dumpster enclosure and pad. Identify the type, size and color of the
material proposed for the sides of the enclosure. Specify the size and
type of all required vertical and horizontal structural material and
components for the enclosure walls and associated pad. Identify the
overall height, width and length of the enclosure. Show ten feet (10')
clear minimum width of the enclosure opening. Clear opening width must
be measured inside of gate and post material or meet the public Works
Department specifications for size of compactor enclosure. Where gates
are proposed, specify the methods of holding the enclosure gates in
the open and closed position.

28. Revise the location of the northeast drive so that it does not
encroach into the north property line landscape area.
In order to facilitate the permitting process, the following information
should be included within your documents submitted to the Building
Department for required permits:
The structure must comply with Table 600 of the Standard Building
Code, 1988 Edition, for fire rating of exterior walls and the
percentage of allowable openings in the associated walls.

The layout of the interior parking area presents two possible
areas of internal conflict between the pedestrian and automobile

This letter is to inform you that your project has received final sign-off
on August 30, 1991 of the plans submitted for review by the Technical
Review Board. Completing the site .Plan Review process enables you to submit
working drawings and construction plans for the site work and building
construction to the Building Department for plan review and permitting. To
initiate this process present to the plans analyst in the Building
Department the following:
a) appropriate and completed permit application form
b) copy of this letter
c) appropriate plans and associated documents
d) a plan filing *permit fee
The plan filing fee is 30% of the estimated permit fee and is made payable
to the City of Boynton Beach and due at time of filing an application for
each permit. The total permit fee is determined by the Building Department,
and is due when the permit is issued.
