Please be advised of the following Planning Department comments
with respect to the above-referenced preliminary plat request:
1. Congress Avenue median landscaping to be installed prior
to a certificate of occupancy for the tennis resort or first
apartment building, whichever comes first.
2. Paving and drainage plans do not show bike path as per the
construction detail. To be consistent, the distance from
centerline should be exactly fourteen (14) feet. The
adjacfnt landscape iriP should be dimensioned exactly
alsC};1 a minimum o~ ivJe' (5) feet is required. It is
unclear whether the 3i.24 foot dimension includes the 2.5
foot strip.
3. If building size is reduced, a site plan modification and
revised shared parking study will be needed.
4. Show sidewalk connection from office/resort building to
shopping center.
5. The cover sheet does not reference the L.W.D.D. forty (40)
foot drainage easement.
6. Dedication item #2 is unnecessary language and can be
deleted. Items #4 and #5 regarding access easements
can be combined.
7. Two more dimensions need to be added to the plat document;
one pinpointing that portion of the forty (40) foot
drainage easement that is within this plat, and one
specifying the overlap distance between the forty (40)
foot drainage easement and the 26.5 foot access easement.
8. Landscape plan does not show widened access drive to
accommodate the bike path.

between Manholes S-8 and S-9 must be corrected.
~3. A 10' minimum horizontal separation is required between water
and sewer mains at all times.
4. Please refer to the City's standard regarding valving required
at hydrants which are greater than 20' from the water mains,
and modify your plans accordingly.
5. A sanitary service is not shown to the clubhouse.
6. Add isolation valves as required to split the syst~m into ~
zones. ~
7. Our records indicate an existing sewer line approximately 10'
deep crossing N.W. 22 Avenue near this project. This may
provide a better connection point for present or future
development. However, the cost of upgrading Lift Station

Please be advised of the Planning Departments comments concerning
the above referenced request for preliminary plat approval:
1. The parking lot configuration at the match line between
sheets C-1 and C-2 does not appear to' match properly.
This does not allow for accurate verification of
required parking. The required parking is 957 spaces
whereas the number of spaces counted was 954. ~n~icate
on the paving and drainage plans or the site plan
submitted for ,sign-off the number of parking spaces
provided in each row of parking spaces.
2. In the correspondence from Jess Soward dated
September 26, 1988, concerning the revised parking
space calculations for the site plan, there are
144 one bedroom units shown on the calculations.
The approved site plan provided for only 120 one
bedroom units. Out of the 120 units provided,
only 70 are allowed to provide parking at the rate
1.5 spaces per unit, as outlined in the Planning
Department memorandum dated July 6, 1988. If there
is a desire to change the mix of one, two and three
bedroom units, a site plan modification will be
required. Otherwise, the revised calculations
should reflect the 'same mix of unit types shown on
the approved site plan.
3. At the time of sign~off on the site plan, a revised
version of page 4 of the site plan application
should be submitted which lists the correct parking
space calculations.
'4. Clarify location of bike lane where road divides at
the northwest corner of the site.

Re: Gerulaitis Multi-Family Project
Dear Mr. Golden:
This letter addresses the concerns of the Technical Review Board with respect to
the bicycle/pedestrian facility (Item No.9) for the Gerulaitis Multi-Family Project. It
. is impossible for the Gerulaitis Center to provide an 8-foot bicycle/pedestrian facility
requested around the periphery of the site in the Lake Work Drainage District Canal due
to current policy of the District.
We have developed an alternative approach to accommodate pedestrians and
bicyclists separately. The internal road for the Gerulaitis Center will be constructed 28
feet in width, consistent with State standards for providing a wide curb lane for bicycles
on street. This is deemed to be the most effective and appropriate way to handle
bicycles on site, since the speed and traffic volume on the road will be low.
Pedestrians will be accommodated through an interconnected sidewalk system. We
have expanded the originally proposed sidewalk system to more completely integrate the
pedestrian facilities. The sidewalk system will be connected to a future sidewalk on 22nd
A venue and a connection will be made south of the lake to the hotel site. This
connection will probably be through a stabilized pathway.
We have investigated the possibility of a pedestrian connection to Congress A venue.
Now that the site is constructed, the opportunities for a pedestrian connection no
longer exists. If a pedestrian connection was to be made between the hotel site and
Congress A venue, this should have been requested at the time that the hotel site was
being reviewed and approved. From a practical standpoint, we have integrated the
pedestrian and bicycle facilities such that it is convenient for residents in the rental
apartment area to walk or ride to the tennis center, the hotel, and the Catalina shopping
center. It seems likely that residents of the rental apartments would travel to areas
south of the Lake Worth Drainage Canal primarily by vehicle due to the long distance
between the apartments and any destinations on Congress A venue. Therefore, pedestrian
activity would be minimal or none and thus the inability to create this pedestrian
connection should not have any significant negative impacts.

COMMENTS:
1. A cost estimate is required.
2. A construction permit is required from the W.M.D.
3. A boundary survey has been utilized instead of the
preparation of a plat plan. The legal description should
be included with the dedication.
4. Plat documents must be 'according to State Statute 177 and
be acceptable for recording by the County Clerk.
5. Plans are not dimensioned and do not show the required
bicycle path or roadway elevations and construction details.
6. The cost for street lights by Florida Power & Light Company
in N.W. 22nd Avenue and on the west side of Congress,
between the Boynton Beach canal and N.W. 22nd Avenue,
should be included in the cost estimate. Cost could be
divided with a portion ,for Catalina South.
7. Street lights in the private streets and 'parking lots
should be shown.
8. A memo, dated July 27, 1988, from Bill Flushing is also

The error of closure is 0.071 feet - Not acceptable.
The land description should 'be in the Dedication.
The Dedication should include all utility and drainage
easements and special common areas and their purpose.
A 3" x 5" area is required in the upper right corner of
each. page for county recording. A 3" left margin is
required on each page.
5. The date should appear with the title information.
6. A statement absolving the city from any responsibility
for the control of aquatic weeds (City code Appendix C
Art. VIII Sec. 6 D. 11).

The paving and drainage detail sheet is missing. This
missing sheet should provide details on: drainage
structures, drainage/swale cross sections, paving cross
sections, paving details, curb details, parking stall
details, parking bumper details, stop sign details, and
dumpster details.
A stop sign, stop bar, and ingress/egress
markings should be shown on the plans.

RE: CATALINA CENTER PLAT NO. I-STAFF COMMENTS
Please be advised of the planning Department's comments in
connection with the above-referenced request for approval of an
amended site plan:
1. The letter dated July 1, 1988 from Jess Sowards
detailing the changes requested for this modification
does not include the parking layout changes at the'
southeast corner of the lot which involve the loss
of another parking space, a total of six. All parking
number changes should correspond on the plans, data
table, application and the revised shared parking study.
Our records show that 417 spaces are required for the
hotel uses and 432 spaces have been provided, 15
parking spaces more than the code requires. (This
calculation ignores the increase in meeting room seats
as discussed in item #2).
2. An increase in the number of seats in the meeting room
was noted when previously approved plans were compared
to the plans and documents submitted in connection with
this request. This increase was not mentioned in the
letter from Jess Sowards, therefore, approval of this
increase will need a future site plan approval.
3. To provide continuity and adequate pedestrian circulation
between the hotel, office/health club and residential
projects an eight (8) foot wide concrete bike path is
recommended by the Technical Review Board to be provided
along the entire length of the perimeter access road
from N.W. 22nd Avenue to Congress Avenue.
4. It is recommended that the landscaping proposed along
the perimeter access road within the residential project
be continued along the perimeter access road within the
office/health club and hotel projects.
