MEMORANDUM
July 3, 1989
TO: Chairman and Members
Planning and Zoning Board
FROM: Carmen S. Annunziato
Planning Director
RE: Chalet IV (Sandalwood at Melear P.U.D.) - File No 263
Site Plan Modification - Staff Comments
1. The following issues are noted with this request:
,
b)
.
a)
Entrance wall signs are expressly permitted within
planned unit developments at project entrances.
Sandalwood currently has wall signs at two entrances
from Sandalwood Drive. If reviewed by the Planning and
Zoning Board, and Community Appearance Board and
approved by the City Commission, a freestanding sign
may be allowed although not expressly permitted in
Section 21-14(M)3 and 3(a) of the sign code. By
definition freestanding signs are not limited
to an entrance location; however typically, a sign
advertising a project or main use is located near the
entrance to the site.
The addition of the requested sign, exclusively
identifying Sandalwood and located at the entrance to
the Melear P.U.D., limits the possibilities for P.U.D.
project signage as exists at the entrance to other
planned unit developments in the City (The Meadows,
Boynton Lakes, Hunter's Run, etc.). It is uncertain at
this time what type of entrance treatment will be
desired when the remaining phases of the Melear P.U.D.
(a multi-family tract, a single family tract and a
small commercial tract) are developed.
At the June 29, 1989, Technical Review Board meeting, three
alternatives were discussed for consideration by the
Planning and Zoning Board, Community Appearance Board and
City Commission. They are as follows:
a) Recommend approval of the sign request as submitted
until development of the remaining parcels occurs at
which time the sign must be removed should it conflict
with an approved entrance treatment that establishes
the planned unit development's identity.
b) Recommend approval of the sign request located further
north within the Congress Avenue buffer.
1
~
c) Suggest that the applicant apply for a sign variance
to allow the sign requested to be located within
the existing landscaped median within Sandalwood
Drive, a public right-of-way.
