Please be advised that on Tuesday, June 5, 1990, the Technical
Review Board approved .the referenced administrative site plan
modification, sUbject to staff comments, copies of which are
attached.
These plans were approved subj ect to your compliance with the
attached stipulations and must now be modified to incorporate
same. To initiate your sign-off procedure, please submit two (2)
sets of modified plans to the Office of the Site Development
Division of the Building Department, which will record the
required identification markings on each set of the modified
plans.
After each set of modified plans has the appropriate markings,
you should proceed with your sign-off on each set of plans from
each Technical Review Board member who made comments. The Zoning
& Site Development Administrator will provide the Building
Department sign-off and is the last Technical Review Board member
to review and sign-off the plans. If the Building Department did
not have comments that require sign-off, they are still the last
department to handle and process the plans. One (1) set of final
signed-off plans will remain with the Building Department and the
other set of plans will be returned to you to be retained at the
job site.
To help facilitate the sign-off process, you should make an
appointment to meet with each Technical Review Board member (only

Upon review of the above mentioned project, the following
comments must be addressed in order to conform with BOYnton Beach
City Codes:
1.
Show the location of the building on the site by identifying
the distance from two (2) adjacent property lines to the
building.

Identify on the plans the total number of parking spaces
provided at the site. State on the plans the total number
of employees who are employed at the site and identify the
total square footage of all structures located at the site.
State on the plans the appropriate number of parking spaces
as required by Appendix A-Zoning, Section 11.H.
3. Provide landscape plans for the entire site. Plans must be
consistent with the requirements of the Landscape Code.
4. Specify on the plans the type of sod proposed for the site.
5. Show the location and limits of the proposed seeded area
ground cover and specify the type of seed.
6. Specify the source and type of water irrigation system
required for the landscaping.

SUBJECT: East Water Treatment Plant Uprating
Please include this project on the agenda for the June 21 Technical
Review Board meeting.
Also attached is a memo to the City Manager requesting guidance in
expediting this review.
You may remember this project went before TRB last year for land-
scaping and parking lot variance, and was approved, The completed
plans were not available, however, at that time. With this in
mind, please consider the request suggested to the City Manager
that we proceed upon TRB approval with comments addressed in the
form of change orders to the original contract.
Note this is a partial set of plans as shown on Index of Drawings
Sheet G-1. Sheets included are G-1, C-1, C-2, A-1, A-2, M-1, M-ll,
M-12 and M-13. These cover the improvements visible from outside
the building. A complete set of plans are available in the
Utilities Department Office for your review if additional infor-
mation is required,

SUBJECT: East Water Treatment Plant Uprating
Attached are the partial plans and application for the East
Water Treatment Plant uprating which were submitted to TRB for
their required review. The $2.4 million project includes'
improvements to the existing filters, dust control apparatus,
installed on top of the existing lime silos, and chlorine
containment and scrubbing building and apparatus, installed as
a safety feature, reducing the possibility of a life-threatening
accident and off-site evacuation. The last two items are the
only work visible from the outside of the existing building.
The uprating becomes necessary as our available plant capacity
has been allotted, increasing the likelihood of mandatory
restriction to development. The Commission has already approved
the awarding of the contract to Elkins Construction, Inc.
Notice of intent to award has been sent to the contractor and a
contract obligation requires us to follow with a Notice to
Proceed within 30 days. The contractor has already mentioned
possible damages if the Notice to Proceed is delayed beyond July
9, 1990,
Should the TRB review follow its normal course, the August 7
Commission meeting would be' the earliest the Notice to Proceed
could be issued. Since TRB has already approved the parking and
landscaping variances for this improvement and since the
Commission has already given their approval to construct at a
previous meeting. we propose that an alternate solution would be
for us to issue the Notice to Proceed upon TRB approval, Any
comments from TRB would be handled through the normal C,O.
procedure requiring them to be approved by your office before
being included in the contract.
Please advise us what course to take.
