Upon review of the above mentioned site plan modification, the following comments
must be addressed in order for the project to conform with Boynton Beach codes
and ordinances:
1. Details of handicapped accessibility for all buildings and site amenities
must be provided.
2. Locations for all site signage must be provided. This signage must comply
wjth Section 2l-l4.K and Section 2l-1S.c.3 of the Boynton Beach Code of
Or1~nances .
3. South Florida Water Management District approval is required.
4. Palm Beach County Health Department approval is required for all food
handling areas.
The applicant's prompt compliance with the preceding comments will' insure a
timely permitting process.

Subject: TRB Review - Congress Ave Community Park - Site Plan
We can approve this project. subject to the following conditions:

"t. Item No. 1 on our April 19, 1989 memo must still be
addressed.
2. We recommend the sanitary sewer service be constructed of
Schedule 40 PVC pipe, as opposed to one of lesser strength.
In any event, the pipe material must be clearly specified.
3. Indicate the receiving manhole to be "by others" rather than
"existing," which is incorrect. Connection to the sanitary
sewer may be to a wye or directly through the manhole,
depending upon the finished location of the manhole, which is
still under design. Please allow for this option in your
specifications.

,1. The City's Comprehensive Plan Evaluation and Appraisal
Report 1986 (p 85) requires that any exotics be removed.
Add note ,to plans that all exotics within the construction
limits of Phase I will be removed.

2. . A future site plan modification will be needed if any new
freestanding signs are desired including information on sign
- size, location, height, wording, color, materials and letter
size and style.
3, At the May 2, 1989 Technical Review Board, The Technical
Review Board waived the requirement for construction of a
sidewalk or bicycle path on the south side of Charter Drive
along the park property until such time that Phase II of the
park or the six-laning of Congress Avenue along the park
property commences, whichever comes first.

Site Plan Modification
The lake edge plantings around the lake shown on the landscape
plan:
A. Must include a total area of 10 square feet/lineal foot of
lake perimeter, and 50% of the shoreline (total) must be
planted to upland hardwood species.
B.. A vegetated and functional littoral zone should be
established as part of the surface water management system
of lakes occurring on the property. Prior to construction of
the surface water management system for any phase of the
project, the City must prepare a design and management plan
for the wetland/littoral zone that will be developed as part
of these systems. The plan should:
1. Include typical cross sections of the surface water
management system, showing the average water elevation
and the -3 foot contour (i.e., below average
elevation).
2. Specify how vegetation is to be established within this
zone, including the extent, method, type and timing of
any planting to be provided.
3. Provide a description of any management procedures to
be followed in order to assure the continued viability
and health of the littoral zone. The littoral zone as
established should consist entirely of native
vegetation and should be maintained permanently as part
of the water management system. As a minimum, 10
square feet of vegetated littoral zone per linear foot
of lake shoreline should be established as part of the
surface water management system.

C. A plant list of materials for these two areas should be
included, with sizes of materials and spacing for plantings.
