Please be advised that on Tuesday, January 15, 1991, the City
corronission approved the referenced new site plan, subject to
staff comments, copies of which are attached. Additionally, all
australian pines are to be removed and sodding is to be completed
with St. Augustine grass as recorronended by the Community
~_ Appearance Board.
j These plans were approved subject to your compliance with the
.;,,; attached stipulations and must 'now be modified to incorporate
same. To initiate your sign-off procedure, please submit ,two (2)
sets of modified plans to the .Office of the Site Development
Division of the Building Department, which will record the
required identification markings on each set of the modified
plans.
After both sets of modified plans have the appropriate markings,
you should proceed with your sign-off on both sets of plans from
each Technical Review Board member. The sign-off procedure
requires that the Engineering Department sign-off first, followed
by all other departments with the exception that the Planning
Department sign off next-to-last and the Building Department
sign-off last. The Zoning & Site Development Administrator will
provide the Building Department sign-off. One (1) set of final
signed-off plans will remain with the Building Department and the
other set of plans will be returned to you to be retained at the
job site.

To help facilitate the sign-off process, appointments should be
made to meet with each Technical Review Board member to allow
them sufficient time to review and sign-off the modified plans.
After securing all the required Technical Review Board member
signatures and completing processing by the Site Development
Division, you may apply for building permits by SUbmitting the
appropriate documents and fee to the Plan Review and Permitting
Division of the Building Department. The Building Department
will advise you as to any additional permits which may be
required, such as Palm Beach Health Department (water and sewer),
clearing/grubbing, excavation/fill, drainage, paving, site
lighting, landscaping and irrigation.
The approval of the City entitles you to construct only the
improvements shown on the site ,plan. The site plan will be
viewed procedurally as an as-built or record drawing. If you
have any questions concerning this matter, please do not hesitate
to contact me.

Upon review of the above mentioned project, the following list of comments
must be addressed in order to conform with Boynton Beach City Codes:
1.
Provide a copy of the South Florida Water Management District permit
with the final sign-off plans.

Specify on sheet C 1 of 6 that the handicapped parking sign is mounted
seven feet from grade to the bottom of the sign.
3.
Specify on sheet E-1 the depth that the site lighting pole is required
to be installed below grade to withstand a windload of 120 MPH.
4.
Revise dumpster enclosure detail drawing to show a minimum clear
opening width of ten feet measured inside of gate and post material.
Specify the color of the dumpster enclosure walls.

I recommend, for verifying the required number of parking spaces, that
each parking space be chronologically numbered.
Provide the following information for the required handicapped

exterior stairs, Specify the size of the riser and tread in compliance
with the requirements of the building code. Identify the color and
type of material proposed for the stair(s) including the visible sides

the building and the south property line. Specify the width of the

In accordance with the City of Boynton Beach Code of Ordinances, Chapter 19,
Sections 19-17, Plan Required, including Chapter 5, Article X, Boynton Beach
Parking Lot Regulations, Section 5-142 inclusive, the applicant for the above
referenced project shall submit the following information, technical data and
plan revisions.
1. In accordance with Section 5-142(a) Required Lighting and Section 5-142(g)
Lighting Standards, submit a comprehensive parking facility lighting plan
which shall include photometrics depicting illumination levels, locations
of lighting standards, fixture types, mounting heights and a statement that
the lighting system is photo-cell activated. I recommend the applicant
obtain a courtesy copy of Chapter 5, Article X, Parking Lot Regulations,
including standards and specifications and appendixes.

2. Provide a handicap striping detail that is consistent with the requirements
of the DCA Accessibility Manual. Section 5-142(k), Handicap Requirements.
3. Provide thermoplastic pedestrian crossings from the west parking facility to
the east site crossing High Ridge Road. Section 5-142(c), Traffic Control.
4. Number of driveways indicated on plans exceed number of allowable driveways
as specified within Section 5-142(h) (7) , Driveways. The applicant has the
right to enter into a formal variance procedure relative to seeking relief
from the aforementioned Section. Should the applicant not obtain relief
through the variance procedure, the applicant must delete one of the three
driveways.
5. The depicted ingress/egress approaches (driveways) shall be revised to
indicate a radius of 25 feet. Section 5-l42(h) (2), Driveways.
6. Provide a stormwater drainage system for both parking facilities that
complies with requirements of Section 5-142(f), Drainage including Section
5-142(g), Drainage Standards. Percolations and test data and drainage
calculations are required in all instances.
7. Provide a comprehensive plan depicting all elevations, drainage gradients,
cross-sections of grassed swales and retention areas in accordance with
Section 19-17(k), Engineering & Technical Data, including Section 5-142(g),
Parking Lot Construction Standards.
8. There currently exists a number of dumpsters placed on pavement areas'which
are not addressed in the submitted plans. All dumpsters shall be placed
within preconstructed dumpster enclosures. The Engineering Department for
the City of Boynton Beach recommends the applicant consider a trash compactor
in lieu of numerous dumpsters.
9. Place note on plans that the existing sidewalks, which are broken and avulsed,
shall be replaced with newly constructed sidewalks as determined by the
Engineering inspector. The sidewalks shall continue through ingress/egress
approaches and be 6 inches in these areas. The s~~~~~~~tra~sitioned

located on the west side of Interstate 95 and south of N.W. 22nd
Avenue in the Quantum Corporate Park.
Summary
This Traffic Impact statement concludes that the expansion of the
Curt G. Joa Parcel does not represent an adverse or significant
impact to the adjacent roadway network, as evidenced by the
following conclusions:
o The proposed project will generate fewer than
two hundred daily trips.
o The existing roadway network will be adequate
to provide acceptable levels of service on
those links adjacent to the proposed site,

foot facility. The amount of office area is minimal and will be
ancillary to the manufacturing area. This is consistent with a
typical "Manufacturing" land use category as outlined in the
Institute of Transportation Engineers (ITE) Trip Generation
Manual, 4th Edition
The only access point for the site will be located along the High
Ridge Road frontage.
Schedule Buildout
The anticipate buildout for the project is expected to be within
one year. This impact statement assumes that the total traffic
impacts will occur at the time of bui1dout.
Trip Generation

The ITE manual was examined to establish trip generation rates for
a manufacturing facility and provides for the following formula to
calculate daily trips for this particular land use category:
T = 3.88(X) - 13.0
T = Daily Trips
X = Square feet in Thousands
The above formula indicates that one hundred thirty-four daily
trips will be generated when examining the incremental difference
of the existing facility with that of the proposed facility with
the expansion.

Traffic may access the east/west arterial of N. W. 22nd Avenue
north of the Curt G. Joa Parcel or continue north to Hypoluxo
Road. There is no direct access from the si te to either
Interstate 95 or Boynton Beach Boulevard.

As such, it was estimated that one hundred percent of the trips
associated with the expansion, or 134 daily trips, will be
assigned to the directly accessed link, High Ridge Road.

High Ridge Road adjacent to the Curt G. Joa Parcel is presently a
two lane facility which serves the needs of the Quantum Corporate
Park.
The Palm Beach County Traffic Performance Standard indicates that
a typical two lane roadway such as High Ridge Road will have a
carrying capacity of 13,700 vehicles per day.
An examination of the most recent Palm Beach County Traffic Volume
Map indicates that the section of N.W. 22nd Avenue which bisects
Quantum Corporate Park carries approximately 7,400 vehicles per
day. It was estimated that the section of High Ridge Road to the
south of N.W. 22nd Avenue would carry no more than 5,000 vehicles
per day. This indicates that this section of High Ridge Road is
well within acceptable operating conditions.

Future traffic conditions along this section of High Ridge Road
are not expected to reach levels within the buildout of the Curt
G. Joa Parcel that will cause any degradation to the operating
levels of service.
Applying a ten percent growth rate to the existing volume yields
a future volume of 5,500 vehicles per day. The acceptable
operating conditions in the future scenario will be maintained.

Traffic Performance Standard
The Palm Beach County Traffic Performance Standard sets forth the
criteria which evaluate the potential traffic impacts associated
with proposed development in Palm Beach County.
The Traffic Performance Standard consists of two tests, both of
which must be satisfied in order for a site specific development
order to be issued:
o Test 1 - Evaluation of the roadway network
under average daily traffic conditions at the
buildout of the Curt G. Joa Parcel, and
o Test 2 - The Year 2010 network evaluation
according to the County Long Range
Transportation Plan.
If both of the tests can be satisfied, the project can be given
development approval.
The Traffic Performance Standard also establishes the Radius of
Development Influence (RDI) which must be examined. The RDI is
determined by the number of daily trips generated by a proposed
development. In this case, the generation of one hundred thirty-
four daily trips warrants that only the directly accessed links to
the site be examined.

As noted previously, future conditions indicate that the roadway
network will operate at acceptable levels. The addition of 134
project trips to the north on High Ridge Road maintains acceptable
levels of service and satisfies the standards of Test 1,
An examination of the Test 2 Model Standard indicates that this
section of roadway will operate wi thin an acceptable level of
service according to the County Long Range Transportation Plan.

Curt G. Joa Parcel
Introduction
.
This is a Traffic Impact statement for the expansion of the Curt
G. Joa Parcel in the City of Boynton Beach, Florida. The site is
located on the west side of Interstate 95 and south of N,W. 22nd
Avenue in the Quantum Corporate Park.
Summary
This Traffic Impact statement concludes that the expansion of the
Curt G. Joa Parcel does not represent an adverse or significant
impact to the adjacent roadway network, as evidenced by the
following conclusions:
o The proposed project will generate fewer than
two hundred daily trips.
o The existing roadway network will be adequate
to provide acceptable levels of service on
those links adjacent to the proposed site.
o
The future roadway network will be adequate to
provide acceptable levels of service on those
links adjacent to the proposed site.

o The proposed development is in compliance with
Test 1 and Test 2 of the Traffic Performance
Standard.
The analysis follows the guidelines of the Palm Beach County
Traffic Performance Standard. In particular, existing conditions
were examined on the adjacent roadway network as well as the
analysis of traffic generation and assignment associated with the
proposed site.

Development plan
The proposed site is located on the west side of Interstate 95
just south of N. W. 22nd Avenue in the City of Boynton Beach,
Florida
.
The expansion of the Curt G. Joa Parcel will add 34,678 square
feet of manufacturing/office area to the existing 31,583 square
foot facility. The amount of office area is minimal and will be
ancillary to the manufacturing area. This is consistent with a
typical "Manufacturing" land use category as outlined in the
Institute of Transportation Engineers (ITE) Trip Generation
Manual, 4th Edition
The only access point for the site will be located along the High
Ridge Road frontage.
Schedule Buildout
The anticipate buildout for the project is expected to be within
one year. This impact statement assumes that the total traffic
impacts will occur at the time of buildout.
Trip Generation
The ITE manual was examined to establish trip generation rates for
a manufacturing facility and provides for the following formula to
calculate daily trips for this particular land use category:
T = 3.88(X) - 13.0
T = Daily Trips
X = Square feet in Thousands
The above formula indicates that one hundred thirty-four daily
trips will be generated when examining the incremental difference
of the existing facility with that of the proposed facility with
the expansion,

Traffic Assiqnment
The site as it exists provides access only to High Ridge Road.
Traffic may access the east/west arterial of N. W. 22nd Avenue
north of the Curt G. Joa Parcel or continue north to Hypoluxo
Road. There is no direct access from the site to either
Interstate 95 or Boynton Beach Boulevard.
As such, it was estimated that one hundred percent of the trips
associated with the expansion, or 134 daily trips, will be
assigned to the directly accessed link, High Ridge Road.
Existinq Traffic Conditions
High Ridge Road adjacent to the Curt G. Joa Parcel is presently a
two lane facility which serves the needs of the Quantum Corporate
Park.
The Palm Beach County Traffic Performance Standard indicates that
a typical two lane roadway such as High Ridge Road will have a
carrying capacity of 13,700 vehicles per day.
An examination of the most recent Palm Beach County Traffic Volume
Map indicates that the section of N.W. 22nd Avenue which bisects
Quantum Corporate Park carries approximately 7,400 vehicles per
day. It was estimated that the section of High Ridge Road to the
south of N.W. 22nd Avenue would carry no more than 5,000 vehicles
per day. This indicates that this section of High Ridge Road is
well within acceptable operating conditions.
Future Traffic Conditions
Future traffic conditions along this section of High Ridge Road
are not expected to reach levels within the buildout of the Curt
G. Joa Parcel that will cause any degradation to the operating
levels of service.
Applying a ten percent growth rate to the existing volume yields
a future volume of 5,500 vehicles per day. The acceptable
operating conditions in the future scenario will be maintained.

Please be advised of the following planning Department comments
with respect to the above-requested site plan:
1, site plan rider application was not completed and submitted
with site plan application. A blank site plan rider is
attached to be completed and filed with the Planning
Department prior to applying for a permit,

submitted which have different site data calculations,

8. The storm water design, particularly in the parking lot east
of the existing building, does not meet the pretreatment
requirements of the eomprehensive Plan, Drainage Sube1ement,
Policies 3B,2.3 and 3B.2.7 and Article X - Parking Lots,
section 5-142(f) with regard to infiltration by percolation
into grassy swales,

9, submit a letter, signed and sealed by a registered traffic
engineer, which verifies that the number of trips per day
which are generated by the additional square footage, does
not exceed 500 tpd. If the traffic generated by the
addition does exceed 500 tpd, then this project must comply
with not only the Municipal Implementation Ordinance of the
Palm Beach County Traffic Performance Standards ordinance,
but also the city's concurrency Management Ordinance, Since
this letter was not submitted with the site plan as
required, it must be submitted no later than December 5,
1990, by 5:00 P,M" as the County requires 30 days to review
traffic statements,
10, To schedule the parking lot variance discussed at the
November 26, 1990, Technical Review Board meeting, for the
January 8, 1990, Planning and Zoning Board meeting, the
variance application was required to be submitted to the
planning Department by November 27, 1990, If a completed
application is submitted by 8:00 A.M" December 3, 1990, I
can still meet the advertising deadlines.
These site plan comments will be transmitted to the Planning and
Zoning Board for the January 8, 1990, meeting, as conditions of
approval, with the exception of comments 9 and 10 above which
will have to be addressed no later than the dates specified. I
have determined that Environmental Review is not required unless
this operation uses, handles, displays, stores or generates any
hazardous waste as defined by 40 Code of Federal Regulations,
