Annunziato, Planning Director RE: First Church of Christian Scientists - File No 201 Parking Lot Variance Section 5-144(c)4 of the Code of Ordinances requires that when a \.variance to Section 5, Article X, Parking Lots, is requested, the 'Technical Review Board must forward to the Planning and Zoning Board a recommendation, and that the recommendation forwarded is to be made part of the public hearing proceedings. ._To..that end, this memo is forwarded, consistent with 5-144(c)4. ~ Capstone, Inc., agent for the First Church of Christian Scientists, has requested a variance to Section 5-142(g), Parking Lot Construction, which states the construction standard required for parking lots. For an explanation of the Code requirements, the nature of the variance and variance justification, please refer to the attached application and Notice of Public Hearing. On Tuesday, June 6, 1989, the Technical Review Board met to review the ,plans and documents submitted, and to formulate a recomendation~with regard to the variance requested. After review and discussion, the Technical Review Board recommended that the variance request be approved for the following reasons: (1) The surface type requested .for the expanded paved area is the same surface that was". granted a variance by the Planning and Zoning Board on February: 16, 1984 for the existing parking area at the front of the church. (2) Because the existing parking area in the location of of the proposed expansion was not built according to the site plan that was approved with the original variance, traffic congestion has resulted during peak 3- AP .. . See Appendix A The standard construction consists of six (6). inches of compacted, Palm Beach County approved shell 01" lime rock on a compacted sub-grade. The rock shall be compacted to 98Y. of -maximum dry density as determined by AASHO T-180. The shell l"ock shall .. have a retaining of SOY. when using a number four sieve and shall have a minimum calcium carbonate content of 40Y.. The shell rock shall also have a minimum modified proctor of 120 lbs. If lime rock. is used, it shall meet the requirements of the current I D.O.T. specifications for Road and Bridge Construction. The compacted base shall be giv~n a prime coat and one inch of compac~ed type II asphalt. The construction procedure shall comply with the Florida D.O.T. The public hearing was closed as there was no one to speak in favor or in opposition to this request. LEGAL DESCRIPTION: In addressing this issue, Mr. Annunziato commenced by saying that this church has recently added a facility, and the parklng that has been added conforms to the current codes, however, the driveways and parking that existed did not conform with current code require- ments. In speaking of the code, Mr. Annunziato said that when an addition is constructed and the intensity of the facility is increased, all driveways and parking lots are to be brought up to current standards. I \ The applicant, he continued was asking to be relieved of this re- quirement of improving that portion of the driveway and parking lot that exists which is gravel. The Technical Review Board Mr. Annunziato said, did not recommend approval of this request. This denial was based upon the fact that no adequate substitute was.proposed.
