On Tuesday, May 15, 1990, the City Commission approved the referenced 'site plan including the revised access plan, as amended by the Technical Review Board, subject to staff comments, copies of which are attached. These plans were approved stibj ect to your compliance with the attached stipulations and must now be' modified to incorporate same. To initiate your sign-off procedure, please submit two (2) sets of modified plans to the Office of the Site Development Division of the, Building Department. This office.will record the required identification markings on each set of the modified plans. After each set of modified plans has the appropriate markings, you should proceed with your sign-off on each set of plans from each Technical Review Board member who made comments. The Zoning & Site Development Administrator will provide the Building Department sign-off and is the last Technical Review Board member to review and sign-off the plans. If the Building Department did not have comments that require sign-off, they are still the last department to handle and process the plans. One (1) set of final signed-off plans will remain with the Building Department and the other set of plans will be returned to you to be retained at the job site. The maximum width of unlandscaped space allowed along the perimeter of a vehicle use area is thirty-five feet (35') with open space used only for the ingress/egress accessway. Additional landscaping is required.to form the continuous vehicle use (area) landscape barrier. 6. The minimum distance allowed between the centers of two (2) ingress/egress accessways is one hundred and fifty feet (150') with only' two (2) 'ingress/egress accessways allowed per site or lot. 7. All signage must comply with the .requirmenets of the sign code and match the de'signof the existing Quantum sign' program. The Technical Review Board at Site Plan Review' approved only the location of the proposed signage, not the size and content. 8. Show and identify on the landscape plans where the na ti ve " plantings have been saved and/or created as required'by the ,Project Development Order, Ordinance #84-51. Include a note on the landscape plan that states that ,the irrigation for the native system will be isolated from the irrigation, supplying the other site landscaping. To eliminate this requirement provide.a letter from the Treasure Coast Regional Planning Council stating that your individual parcel native landscaping as required and described by the Project Development Order has been satisfied. 9. Chapter 2l, Section 21-l4(M)l,2 and 5. .. 3. e 5. .~ 'P'l' Due to the limited visibility on High Ridge Road in the, vicinity of the site (attributable to road curvature, elevation, median location and landscaping) and the large number of vehicles that will be entering and'exiting the site for state mandated vehicle emission testing, there are potentially hazardous traffic conditions with the southern entrance. The Technical Review Board is recommending that the southern entrance be closed off and that a minimum l2 foot wide, paved connection to the inspection lanes along the south property line by constructed from the paved area ,where the dumpster is proposed. The dumpster would need to be relocated because it is not accessible and would conflict with the pavement connection recommended by the TRE. Chapter 19, Article II, Section 19-2l. 6. The applicant is seeking to amend the list of permitted uses at'the Quantum Park of Commerce P.I.D.as referenced on their letter of request. ,The use proposed on lot 89A and part of 89B, designated for "Research and Development" use on the master plan for the Quantum Park of Commerce P.I.D., is a State of Florida licensed vehicle inspection facility which will test motor vehicle emission pollution and all other types of vehicular tests of a mechanical nature. ". ...... .. -- ~.._.. _..._~- LETTER OF INTENT APRIL 20, 1990 - In an effort to comply with the Federal Clean-Air Act for the United States of America, the State of Florida has initiated a new Motor Vehicle Inspection Station Program in the following counties: Dade, Broward, Palm Beach, Pinellas, Hillsborough, and Duval. The program will focus primarily on the testing of motor vehicle emission pollution for vehicles of 10,000 lbs. and under. This type of test is mandatory, although the station will also provide a special safety lane for all other types of vehicular tests of a mechanical nature, which will be strictly optional. . The property at Lot 89A and portion of 89B, in Quantum Corporate Park, Boynton Beach, Florida, has been selected as one of the sites to be a future station for the Florida Motor Vehicle Inspection Program. Located on High Ridge Road, this site has proper future traffic capacity for a public facility of this nature. The firm of Systems Control from Sunnyvale, California, has been awarded the successful contract to provide these facilities in both Dade and Palm Beach Counties. In an effort to provide a proper facility in cooperation with the community, Systems Control will provide a job program where employees will be hired from the surrounding neighborhood. Photo-cell will turn off all building and site lighting when the dark cloudy condition returns to normal day lighting. 3. This letter is to inform you that the landscape plan submi tted for the' above parcel is not consistent with the intent of Development Order Condition J.9. The survey submitted, however, reveals an opportunity to utilize some of the existing vegetation on site to comply with that condition. Condi tion J.9 specifies that 30 percent of the landscaped areas which are required by the City's Planned Industrial Development Regulations must be either preserved native vegetation or repla~ted to enhance or recreate native vegetation. This condition addresses the need for water conservation as well as maintenance of native species. Properly implemented, this condition should result in at least a 30 percent reduction in the irrigation demand of Quantum Park compared to a similar project with traditional landscaping. While the landscape plan submitted utilizes a number of drought tolerant native species, the use of these plants cannot be expected to reduce the irrigation requirement since they are all accompanied by st. Augustine sod. The water requirements for maintenance of this type of sod on porous soils such as those of Quantum Park are great, particularly compared to the native vegetation which requires no supplement to rainfall. June 25, 1990 Page Two The survey sketch reveals areas which could be left in un irrigated native vegetation particularly along the south property line and adjacent to the proposed building. While this alone may not constitute the full 30 percent of the landscaped areas, more could be left "as is" if the orientation of the plan could be flipped so the stacking lane were on the north side of the building instead of the south. Construction adj acent to sand pine trees without damaging them is difficult; however, the rest of this vegetation is quite hardy and will spring back even from complete bulidozing as long as the underground stems and roots are not pulled,up. If certain areas cannot be left in a natural state, then replanting to achieve the 30 percent is an available option. I hope this information will be of use to you in revising the plan to comply with the intent of Condition 19 and satisfy the City's request for information. As a point of information, there may not be a need for the unity of title to include language pertaining to condominium ownership, due to the nature of the proposed facility. Those city ordinances relevant to this issue are, Appendix C - subdivision and Platting Regulations, Article V, definition of "subdivision" ('page 2089), Article VI (page 2092) and the comprehensive Plan, Future Land Use Element, Objective 1.20 (page 36).
