The Golfview Harbour Estates Homeowners' Association
is requesting approval of an amended site plan to allow
for the option of screened porches for the two-story
townhouses. The property is located on the east side
of South Congress Avenue, south of Golf Road. The
Technical Review Board recommends approval of this
request subject to staff comments, copies of which
are attached. '

ADDITION OF SCREENED PORCHES
Upon review of the above-mentioned project, the following
comments must be addressed in order to conform with Boynton Beach
City Codes:
1. All drawings and/or documents submitted for public record and
prepared by a design professional, shall show original raised
seal and signature of the Florida registered design
professional responsible.
2. Provide a site plan drawing of a typical building, including
the location and size of screened porches. Also include
elevation view drawings of the building providing dimensioned
profile view of the proposed screen porches. Identify the .
finish color of the proposed porch material. Title drawing:
Typical Screened Porch for Two (2) Story Quad-PlexBuilding.
3. Provide a typical survey of a building used to match typical
location and size of proposed screened porches shown on site
plan.
In order to facilitate the permitting process, the following
information should be included within your documents submitted
to the Building Department for required permits:
All screen enclosures must meet the setback requirements of

. WHEREAS, the Declaration of Restrictions for GOLF VIEW
HARBOUR ESTATES has been duly recorded in the Public Records of
Palm Beach County, 'Florida, in Official Record Book 3453 at Page
1217; and .
WHEREAS, at a duly called and noticed meeting of the
membership of GOLF VIEW HARBOUR ESTATES, INC., a Florida not-for-
profit corporation, held on February 23, 1989 and reconvened on
March 23, 1989, the aforementioned Declaration was amended
pursuant to the provisions of said Declaration.

Golfview Harbor - Screened Enclosures
In reference to the attached memorandum from Al Newbold dated
october l8, 1989, please be advised of the following:
1) The multi-family townhouses at Golfvlew Harbor are
zoned R-3, not R1AA.
2) Section 19-23 of the Code of Ordinances states that
lIall commercial building projects" under $lOO,OOO value
shall be processed administratively by the Technical
committee. The Planning Department has interpreted
"commercial" to mean everything in a non-residential
zoning category. Therefore, residential projects under
$100,000 have not been included in this procedure and
are forwarded for review by the Planning and Zoning
Board and City Commission. In addition to the above,
the application to allow for the addition of the
screened enclosures would apply equally to every
townhouse in this development, and to determine the
total cost of construction, you would have to take the
cost of construction for one screened enclosure and
multiply it by the nuinber of dwedling units of the same
model type.

FOR GOLFVIEW HARBOR HOMEOWNER'S ASSOCIATION AND REPLY
TO CAROL MICHELONI'S REQUEST
After much research of our files, the records of the Clerk's
'. office and the Planning Department, I offer the following reply
to your September 11th memo to Mr. Jaeger:
On September 18, 1984 the City Council approved the modification
of Golfview Harbour Estates site plan to construct lO'x 14'
screen porches on the "rear of each of the one-story townhouse
models only. There is no record of the two-story units receiving
an approval for screen porches.
Mrs. Micheloni owns a two-story unit at l455 SW '25th Ave. and would
need to apply for a site plan modification to construct screen
porches of any size.
As per my discussion with Carmen Annunziato, under the new
policy change, the Community Appearance Board and the commission
would not have to approve site plan modifications for projects
under $lOO,OOO that are not a PUD and the plans would not require
an engineer's seal. This site is zoned as R1AA and would only
require the Technical Review Board's approval. However the fee
as set by ordinance would apply and should be paid at the time the
application is submitted to the Planning Department.
