Heyden Interim Planning Director DATE: October 1, 1990 SUBJECT: Hayes-Mack Insurance Office Building Parking Lot Variance - File No. 541 section 5-145(c)(4) of the Code of Ordinances requires that when a variance to Section 5, Article X, Parking Lots is requested, the Technical Review Board must forward to the Planning and Zoning Board a recommendation, and that the recommendation forwarded is to be made part of the public hearing proceedings. To that end, this memorandum is forwarded, consistent with section 5-145(c)(4). . George C. Davis, agent, has requested a variance to Section 5-142(h)(3) "Driveway" of Article X-Parking Lots which states, among other things, that "no parking lot driveway may be constructed closer than 180 feet from the intersection of the right-of-way lines along" collector or arterial roads "as shown on the city or county thoroughfare plans." In this particular instance, the applicant is requesting approval of a two-way driveway onto Seacrest Boulevard, a collector road, to be located 93 feet from the intersecting rightS-Of-way lines of Seacrest Boulevard and Gulfstream Boulevard. The proposed driveway will serve a future insurance office building at the northeast corner of Seacrest Boulevard and Gulfstream Boulevard. A submittal for site plan approval will be received at a later date, however the accompanying site plan sketch illustrates the location of the proposed driveway. Additional details concerning the nature of the variance requested and the variance justification are outlined in the attached Notice of Public Hearing and application. . .' On Monday, October 1, 1990, the Technical Review Board (TRB) met to review the plans and documents submitted and to formulate a recommendation with regard to the variance requested. After review and discussion, the TRB unanimously recommended that the variance requested be approved, conditioned upon the subject driveway being limited to right turn only onto Seacrest Boulevard, as recommended by the Police Department in the attached memorandum. This recommendation is due to the shortness of the eastbound, left turn stacking lane on Seacrest Boulevard, which is already a problem at peak hours. Left turns out of the subject driveway would be very difficult and hazardous, since southbound vehicles making a left turn out of the driveway will block the eastbound left turn stacking lane, thereby impeding the flow of traffic. \ \ \ \. \ \ \ ~ ~ d~ # ~.
