Humedco, Inc. has submitted a site plan to construct a 3;125
square ,foot medical facility which is proposed to be located
on the south side of West Boynton Beach Boulevard, approximately
100 feet east of N~W. 7th Street.

,Among the issues raised in the discussion of this ulan at the
Technical Review Board (TRB) meeting of October 1,~1985 was the
~atter of traffic in general and the interface of the ~roposed
northerly driveway with West Boynton Beach Boulevard specifically.
The TRB was advised by the Planning Director that the plan was
to be considered with only a one-way driveway onto Boynton Beach
Boulevard as the olanned configuration resulted in a conflict with
the parking lot regulations - 180 feet required between the inter-
section of rights-of-way lines and driveways on arterials. other
issues ~aised which were related to traffic were as follows:
1.
The direction of flow of the modified one-way driveway.
2.
The confiauration of the median cut on ''1est Bovnton
Beach Boulevard as it relates to ingress to and egress,
rrorn this site and to N.W. 7th Street to the north.

3. The proposal to construct a fast-food restaurant just
west of this site.
4. The need for a right-turn deceleration lane.
5. The plans by DOT to reconstruct the medians in
this area.
6. The impact of office traffic on the residential area
to the south, and

With these factors in mind, the TRB concluded that the site plan
materials which ~ere submitted needed to be supplemented by the
addition of a traffic impact statement centering on the issues
raised above at a minimum. Therefore, the TRB recommended that
the Planning and, Zoning Board table this request pending the
submission of a traffic impact statement.

Dear Ms, Benson:
On Tuesday, February 11, 1986 the Planning and Zoning Board
conducted a public hearing and approved the requested variance
to the Parking Lot Regulations subject to Humdeco meeting three
conditions as noted in the attached Memorandum from the Planning
Director to the Board.
As a result of discussions with the applicant's traffic engineer,
condition number one was modified by the Board to require the
following program of median closure,
All median openings between Industrial Avenue and N.W. 7th Court
will be closed and new median construction will, where possible,
reflect the design proposed by the Florida Department of Trans-
portation (FDOT) in this area; however, instead of constructing
a V-turn for eastbound traffic at N,W, 7th Court as proposed by
FDOT, the applicant will construct a westbound V-turn median
opening, west of N.W, 7th Court with proper stacking,
