Dear Mr. Brusco:
Please be advised that on Tuesday, March 21, 1989 the City Commission
approved the referenced site plan modification, subject to staff
comments, copies of which are attached.
These plans were approved subject to your compliance with the attached
stipulations. After you have amended your plans to reflect these
stipulations, please submit two copies to the Building Department for
further processing in connection with our pre-permitting process.
The approval of the City entitles you to construct only the
improvements shown on the site plan. The site plan will be viewed
procedurally as an as-built or record drawing.
If you have any questions conc~rning this matter, please do not

SITE PLAN APPROVAL - JOE'S DRIVE-IN
~
As a condition of site plan' approval, the following comments
should be incorporated into the rela~ed documents by the
applicant:
1. Curbing must be provided around all landscape areas
adjacent to parking stalls.
2. Parking lot dimensions and striping details must comply
with City codes.
3. All buildings must be accessible to the handicapped. Pro-
vide details indicating accessibility. Indicate finished
floor elevation for the existing building.
4. A Department of Transportation permit is required for
work in the Federal Highway right-of-way.
5. A sign program for the site must be approved by the City
Commission.
6. Indicate the number of steel bars in the footing for the
dumpster enclosure.
The applicant's prompt compliance with the preceding comments
will insure a timely permitting process.

COMMENTS:
1. The lighting system shall not be building mounted. Details
will be required for poles and fixtures.
2. Calculated illumination levels are required, or a statement
from a lighting engineer stating that 90% of the parking area
is illuminated to one candle power or more and that there is
no area less than ~ candle power.
3. Details are required for the stop sign showing the height and
embedment.
4. A detail is reqUired for the parking bumpers.
5. Elevations are required.
6. A detail for the swale is required.
7. The dumpster detail should show a minimum 10 foot opening.
8. The sidewalks should go through the driveways and be 6 inches
thick.
9. Radiuses should be shown.
10. A drainage system and drainage calculations are required. The
calculations shall include percolation data.

STAFF COMMENTS

Please be advised of the Planning Department's comments with .respect to the
above-referenced request for site plan approval.
1. Recommend eliminating parking space #16 and placing the wheelstop for
space #17 at the west end of the space.
2. A 6 foot high CBS buffer wall is required along the eastern property line
adjacent to residential zoning. Provide wall detail. Wall footer must
not be on adjacent property.
3. Curbing is needed, in addition to what is shown, adjacent to required
landscaped areas.
4. It is recommended that the proposed hedge align with the pavement edge
at the northwest corner of the lot so as not to create a visibility
problem.
5. With the existing square footage of 3,100 square feet, 16 parking spaces
are required for retail use of the building.
6. No spot elevations have been provided to evaluate drainage.
7. Any proposed freestanding sign will require a future site plan modification.
8. Building-mounted lights are not allowed. Indicate a light source that is
energy efficient. Shield lights on the east side of the property from
the adjacent residentially zoned area.

1. Fifty (50%) percent of the newly planted trees should be
native species, and thirty (30%) of the newly planted
shrubs.
2. The road R.O.W.'s should receive water from the automatic
irrigation system.
3. A landscape legend should be included designating
quantities, and heights of landscape materials.
