Dear Mr. Gavilan:
Please be advised that on Tuesday, April 11, 1991, the Technical
Review Board approved the above";'referenced administrative site
plan modification, subject to staff comments, copies of which are
attached.
These plans were approved subj ect to your compliance with the
attached stipulations and must now be modified to incorporate
same. To initiate your sign-off procedure, please submit two (2)
sets of modified plans to the Office of the Site Development
Division of the Building Department, which will record the
required identification markings. on each set of the modified
plans. .
After both sets of modified plans: have the appropriate markings,
you should proceed with your signioff on both sets of plans from
each Technical Review Board member. The sign-off procedure
requires that the Engineering Department sign-off first, followed
by all other departments with the exception that the Planning
Department sign off next-to-last and the Building Department
sign-off last. The Zoning & Site Development Administrator will
provide the Building Department sign-off. One (1) set of final
signed-off plans will remain with the Building Department and the
other set of plans will be returned to you to be retained at the
job site. .

To help facilitate the sign-off process, appointments should be
made to meet with each Technical Review Board member to allow
them sufficient time to review and sign-off the modified plans.
After securing all the required. Technical Review Board member
signatures and completing processing by the Site Development
Division, you may apply for building permits by submitting the
appropriate documents and fee to the Plan Review and Permitting
Di vision of the Building Department. The Building Department
will advise you as to any additional permits which may be
required, such as Palm Beach Health Department (water and sewer),
clearing/grubbing, excavation/fill, drainage, paving~ site
lighting, landscaping and irrigation.
The approval of the City entitles you to construct only the
improvements shown on the site plan. The site plan will be
viewed procedurally as an as-built or record drawing. If you
have any questions concerning this matter, please do not hesitate
to contact me.

Upon review of the above mentioned project, the following list of
comments must be addressed in order to conform with Boynton Beach
City Codes:
1. Show within the plans a typical detail drawing of the
handicapped parking space, include the color and location of
the pavement striping. Drawing must show the location and
identify the height of the handicapped parking signage (7
foot from grade to the bottom of the sign).
2. Show on the site plan drawing the handicapped accessible
route leading to the entrance of the building from the
handicapped parking space(s). Drawing shall include the
following information:
i. specify the elevation of the parking space surface at
each handicapped parking space.
ii. show and dimension the width of the 5 feet wide access
aisle that is required to be parallel with the length
of each handicapped parking space (one aisle may be
placed between and serve (2) handicapped parking
spaces)
iii. specify and show the follOWing 5 feet wide aisle
information:
a) slope
b) slope of flared sides
c) type of material
d) texture of finish
e) length
iv. show the required handicapped accessible walkway that
leads to the entrance of the building from the 5 foot

4. Provide a site plan for the entire site showing the
appropriate number of parking spaces based on the
requirements stated within Appendix A-Zoning, Section 11 H.
5. Show on the plans the computations and figure used to
determine the total number of required parking spaces for
the entire site.
6. All drawings and/or documents submitted for public record
and prepared by a design professional, shall show original
legible raised seal and signature of a Florida registered
design professional responsible for the drawings/documents.
7. Specify on the elevation view drawing(s) the width of the
overhang.
8. Specify the height of the menu board sign (maximum height is
five [5] feet).
9. specify the color, height and square foot area of the site
directional signs (maximum height is five [5] feet with four
[4] square feet in area per sign).
10. Specify on the plans the elevation of the finish floor.
11. The outline, configuration and material shown and identified
on the project drawing(s) submitted with the plan(s) for
final sign-off shall match in every respect the colored
drawing(s) approved by the city Commission during the
approval process of the project. The color of each exterior
finish material shown on the final sign-off plans shall be
identified by name, color number and manufacturers name
which shall match in every respect with the color(s) shown
on the drawing(s) approved by the City Commission. A
manufacturer's color chart showing and identifying all
approved color(s) shall be submitted with the plans for final
sign-off.

In accordance with the City of Boynton Beach, Code of Ordinances, specifically
Chapter 19, Section 19-17, "Plan Required",. including Chapter' 5, Article X,
"Boynton Beach Parking Lot Regulations", Section 5-142, "Required Improvements",
the applicant for the above referenced project shall submit the following
information, technical data and plan revisions.
1. A note shall be placed on the subject plans indicating that all pavement
markings, comprised of stop bars, internal directional arrows, standard and
handicap stalls shall be reapplied to pavement surfaces in accordance with
Section 5-142(c) "Traffic Control" for all parking facility areas situated
within the outparce1's boundary lines. Fifty-four standard stalls shall be
restriped, plus the restriping of two handicap stalls in accordance with
the State of Florida's most recent edition of the Department on Community
Affairs Accessibility Requirements Manual.
2. Handicap stalls situated at the front entrance of the building currently
utilizes raised continuous concrete landscaped islands which direct handicap
persons to utilize parking facility traffic aisles in order to gain access
to the associated handicap ramp. Modify the handicap stalls and associated
islands and ramps in order to provide a convenient, direct and safe access
to the building entrance. Section 5-142(k) "Handicap Requirements".
3. The Shopping Center management team should coordinate with the applicant in
order to correct the parking facilities deficiencies relative to avulsed signs,
missing traffic control devices, replacement of burned out parking lot lighting
fixtures, including general site maintenance in order to bring this facility
in compliance with Section 5-142(0) "Parking Lot Maintenance". IIThe..maintenance
of all parking lots in the City, including portions of driveways which lie in
the right-of-way, is a requirement regardless of the applicability of this
Section. Parking lots shall be maintained so as to not be a nuisance or
hazard to the public".
4. Construction details for all site improvements shall be submitted in conjunction
with the final sign off process. The Engineering Department, .for the City of
Boynton Beach, Florida, reserves the right to provide additional comments, based
upon the submittal of said details when received by this office.
5.
Applicant is to provide a copy of the valid South Florida Water Management
District permit for this site.

Dear Mr. Storms:
Please be advised of the following Planning Department commments
with respect to the above-referenced request for an
administrative site plan modification. The comments below, as
well as the attached comments from other departments, will need
to be addressed on revised copies of the drawings submitted for
review, prior to applying for a permit. This "sign-off"
procedure is detailed on the enclosed letter of approval from the
Planning Department:
1. Submit with the sign-off plans, a full size site plan of the
overall shopping center showing all parking spaces and the
parking changes associated with this request. It is
recommended that the same drawing that was submitted by
T.G.I. Friday's with their February site plan approval be
used, including the parking calculation data provided on
this drawing. If this drawing cannot be obtained, their
parking data should be used, updated and included on an
overall site plan data table to reflect the effect this
request has on parking at the shopping center.
2. It is unclear on the survey provided whether the Kentucky
Fried Chicken building has been subdivided from the shopping
center or is part of the shopping center parcel. This is
because the legal description on the survey states "lease
parcel no. 2" and the site plan depicts the building as a
separate lot of record with property lines. since the
latest tax rolls still reflect all of the outbuildings as
part of the shopping center parcel, clarify this
discrepancy.

3. All increases in square footage are subject to the new Palm
Beach County Traffic Performance Standards Ordinance which
became effective January 14, 1991. Since the increase
proposed is so small, the traffic statement prepared by Ken
Rogers for the T.G.I. Friday's approval, which also added
square footage to the shopping center, could be amended
without review by the county.

This letter is to inform you that your project has received final sign-off
on June 14, 1991 of the plans submitted for review by the Technical Review
Board. Completing the Site Plan Review process enables you to submit.
working drawings and construction plans for the site work and building
const~uction to the Building Department for plan review and permitting~' T9
initiate this process present to the plans analyst in the Building
Department the following:
a) appropriate and completed permit application form
b) copy of this letter
c) appropriate plans and associated documents
d) a plan filing *permit fee
The,plan filing fee is 30% of the estimated permit fee and is made payable
to the City of Boynton Beach and due at time of filing an application for
each permit. The total permit fee is determined by the Building Department,
and is due when the permit is issued.

For information regarding permits related to the site work contact the Site
Development Division (407 738-7484) and (407 738-7480) for permits related
to the construction of the building.

Building Department issuing the certificate of Occupancy, I would
li}~e to ensure that you do net have any outstanding 01- pending
issues concerning this si ":e that must be rectified (excluding
issues that are covered entirely with a city approved surety).
If the issues are related to permits issued by the Building
Department, please provide this department with the permit number and
nature of unresolved issues. If the unresolved issues are not
permit related, notify the owner or the owners agent to ensure
that the issues are rectified.
Please respond to this office within ten (10) days so that we may
proceed to issue the Certificate of occ~pancy. Thank you for your
cooperation and timely response.
