A letter from the Telephone Company has been mailed and will be

The change in traffic flow will not have a significant impact,
but service and emergency vehicles would be held up and incon-
venienced if the street were blocked off at Lake Drive.
If the subject street were to be abandoned, I recommend that
easements for utilities be retained for width of R.O.W.

Per your request, we have indicated the existing City utilities within New Palm Way
right-of-way. As ind;i.cated, there is water and sewer facilities which serve the
area north of this site; therefore, it would be impossible for us to'abandon the
right-of-way unless an easement was'estaolished.in order to operate and maintain
the utilities in question. This easement should also have a construction set-back r
requirement that would limit or prohibit any structure or extensive landscaping
in theirnrnediate area.

It's my recommendation that we deny the application for street abandonment
of New Palm Way. Abandoning this roadway would cause th~' Police Department
problems with responding to emergency calls and hinder our patrolling techniques.
In addition, I spoke with Bob Eichorst of Public Works' and he indicated they
could not go along with the street abandonment as it would cause problems with
trach pick up. Mr. Eichorst advised that by abandoning the street, his large
trash vehicles would have to backup into private parking area or back down
New Palm Way to Lake St. .
Attached also is a letter from W. Cavanaugh, Inspector, Fire Dept. indicating
the Fire Department's concerns about closing New Palm Way.

Boynton Beach Fire Department is totally against this request.
Closing New Palm Way will limit access for large vehi~les (ie Oak
Street is wider than Lake Street)
Also, due to the way parking is set up at this condominium, there
is no private turnabout and maneuvering room is severely limited.
To further limit turnaround capability would put the City into
further jeopardy from a loss prevention point of view, since
there is greater probability of drunage to private property (ie fences,
parked cars, lawns etc).
Finally, closing the street may have a deleterious effect on
neighboring high value properties such as Via Lago, Bernard's,
Inlet Plaza and City's Park complex.

New Palm Way currently serves as the only link between Oak Street
and Lake Streets which are both dead-end streets. It would not be
appropriate to abandon New Palm Way as a public right-of-way, as it,
is the only link between Lake Street and Oak Street which allows
for the continuous flow of neighborhood throuah, traffic and areater
accessibility in the provision of emergency s~rvices. -
