RECREATION CENTER #1 (ADDITION TO OFFICE BUILDING)
Upon review of the above mentioned project, the following comments must be
addressed in order to conform with Boynton Beach City Codes:
1, Show the computations and figures on the plans used to determine the
number of required parking spaces for the entire site including the
proposed addition. Show the total number of parking spaces required
and provided on the plans. Provide a statement on the plans
identifying the date, case number and description of the variance
request that was granted for reducing the number of required parking
spaces.
2. Specify the width of the regular and handicapped parking space
pavement markings.
3, Specify the vertical transition distance from the parking area surface
to the sidewalk, State the slope of the sidewalk that leads to the
building entrance from the parking area,
4, Dimension the width of the west parking area traffic aisle, The
minimum width required is twenty (20) feet.
5. Show a minimum width of twenty-seven (27) feet for the east traffic
aisle of the parking area,
6, Show the location, size and type easement that may be located at or
near the proposed addition and new landscape material.
7. The maximum opening allowed in the perimeter landscaping of the
vehicle use area at an ingress/egress is thirty-five (35) feet,
Identify the width of opening in the perimeter landscaping,
8. Show the size of the line-of-sight triangle that is required through
the perimeter landscaping at the ingress/egress. Provide a note
stating that there shall be unobstructed cross visibility between
thirty inches (30") and six feet (6') within the line-of-sight
triangle area.
9. Provide a plant directory for the landscaping material on the plans.
Directory must include material specifications, type of species,
spacing, height, grade and installation procedures for all landscape
material,
10. Specify the location and type of grass landscape material.
11. Show the location and identify the required percentage of native
species landscape material.
12. Identify the spacing between the new live oak trees (maximum spacing
is forty (40) feet on center).
13, Show the type and location of existing landscape material where the
proposed addition is to be placed. Show where the eXisting landscaping
is to be relocated,

14. Provide revised irrigation plans for the new and existing landscape
material. Specify that the source of the water supply for the
autqmatic irrigation system is non-potable water.

RE: COURTESY COMMENTS FOR LEISUREVILLE OFFICE BUILDING ADDITION
Upon review of the above mentioned project, the following list of
comments have been provided as a courtesy with the applicant's
full knowledge that there will be a full review made when the
project's site plan is placed on a Technical Review Board agenda:
1. On the plans, identify the dimensions and square footage for
all existing recreation area amenities.
2. On the plans, give the figures and computations for required
parking spaces for the entire site, including existing
buildings, amenities and proposed building addition. All
figures must comply with parking area requirements stated in
Appendix A - Zoning.
3. On the plans, show the appropriate number of handicapped
parking spaces at locations that provide handicapped
accessibility to the buildings. Also, on the plans, include
a typical detailed drawing showing the width and length of
handicapped parking stall, color and size of pavement
markings, slope of accessibility path leading to the
buildings and handicapped signage.
4. The vehicular use area, as seen from adjacent properties,
must be screened with a solid, continuous visual barrier of
landscape hedge material spaced at two feet (2') on center.

5. The vehicular use area, as seen from abutting rights-of-way,
must be screened with a solid, continuous visual barrier of
hedge material, space two feet (2') on center, and trees
spaced at forty feet (40') on center. The continuous visual
barrier may be interrupted with a thirty-five foot (35')
maximum wide ingress/egress accessway opening.
6. Identify that all landscape areas shall be provided with an
automatic irrigation water supply system.
7. Provide a site plan drawing identifying property line and
locate proposed addition by giving a dimension to the
exterior wall of addition from two adjacent property lines.

At the last City Commission meeting I brought forth Ordinance No. 90-19 for
review and clarification of intent, especially as it relates to the two
applications pending reference Hunters Run and Leisureville. It was the
concensus of the City Commission that the definition as stated in the
Ordinance be interpreted in the broad sense of the meaning, thus indicating
that any modification or renovation to a facility jn a residential district
or designation that does not increase dwelling units may be accommodated
without increasing the respective parking facilities. Therefore, the
application for Hunters Run and Leisureville should be processed without
requiring additional parking facilities .and spaces. flhould you have any
questions relative to this interpretation of the Commission, please feel
free to contact me.

resolved as was agreed to last Thursday, November 29, 1990) I
have informed the Building Department .that a permit cannot be
issued until the following has occurred:
1. The attached pages of the site plan application have
been completed. Those1htems ~rked with an "X" have

2. The following note is added to the plans:
"This approval is for building addition only and
excludes restriping, which as shown on this plan does
not meet code, mailbox relocation and any other site
changes illustrated on this site plan."

Application of Ordinance 90~19 - Exemptions

Please provide this office with a written detennination/verification as to
whether or not the Leisureville Office Building Expansion is exempt from
upgrading their existing parking facility to current codes.
Ordinance 90-19 is causing great confusion as to which projects are exempt
based upon their location within residential areas. I strongly recommend
that this ordinance be revisited by your Departrrcnt in order to clarify the
intent of Ordinance 90-19, originally intended to exempt bUilding/property
owners from having to upgrade parking lots to code in the event of damage; ,to
selid stntctures that exceeded building code thresholds relative to repair. and
f?ercentage value of repairs.
It is my opinion that the ordinance is vague and in need of immediate clarifi-
cation regarding definitions and applications of said code so that the T.R.B.
can provide accurate staff ccmrents without being challenged by developers
sinVly because the invrovanent (various uscs) is situated within a residential
project.
By copy of this mem:>randum to Ms. Tambri Heyden, I am advising the Planning
Department that this project should be placed on hold until such time as the
Engineering Depart:rrent receives your response. I will review the project in
conformance with your legal detennination. Reference the previous rremorandum
transmitted to your office, wherein it was stated that Hunter's Run added a
newly constructed portion of a structure to an existing sales office located
within the PUD. Additionally, Hunter's Run Major Clubhouse facility is also
seeking exemption based upon Section 1., (f) of Ordinance 90-19. (M3ro 90-252)
