Upon review of the above mentioned site plan, the following comments must be
addressed in order for the project to conform with Boynton Beach codes and
ordinances:
~ 1. A five (5) foot landscape buffer is required between the parking area
and the N.E. 26th Avenue right-of-way. The Community Appearance Board
has the authority to grant an exception to this code requirement based
~ on specific site conditions.
2. South Florida Water Management District approval is required.
The applicant's prompt compliance with the preceding comments will insure a
timely permitting process.

1. Indicate on plans the placement of raised continuous curb
along the edge of pavement along the entire length of the five
(5) foot wide landscaped area in order to protect this area from
errant vehicles. Section 5-142 (e) curbs and section 5-140 (a)
safety objectives.

2. In order to reduce construction costs revise asphaltic
concrete pedestrian path details to specify four (4) inches of
approved shellrock (in lieu of six inches of limerock).
3. Provide a parking lot lighting plan consistent with all the
requirements of Section 5-142 (a) required lighting and Section
5-141 (n) lighting standards inclusive.
4. Stormwater run-off cannot be discharged into a public rights-
of-way. All stormwater shall be contained on-site in accordance
with Section 5-142 (f) required drainage and Section 5-141 (n)
drainage standards.

We can approve this project, subject to the following conditions:
1. The proposed water service does not conform to this
Department's adopted construction standard. Specify size of
piping required for the 1" meter, and delete the tapping sleeve
and double valves shown.
2. Indicate a 2-piece manhole cover on the detail to conform to
our adopted standard.
3. To allow the option of constructing the sewer at a later date
without damage to the parking lot, irrigation and landscaping,
we recommend installing manhole #1 at a point north of the
parking lot, and constructing the sewer up to it in Phase I of
the project.

1. The City's Comprehensive Plan Evaluation and Appraisal
Report 1986, Conservation and Coastal Zone Element (p 85)
requires that any exotics be removed. Add note to sheet
D-l, the removal demolition plan, that any exotics will be
removed.
2. Dimension shelter structure from eastern property line to
meet the side setback requirement in the Public Usage zoning
district. Appendix A, Section 5.J(2).
3. A parking lot variance will need to be submitted to the
Planning Department to allow the parking lot to drain into
the public right-of-way (N.E. 26th Avenue) as shown on the
paving and drainage plan. The parking lot regulations
require that storm water be contained on site. Article X,
section 5-142(f). Should the parking lot variance be
denied, the plans will need revising consistent with the
parking lot regulations.
4.
According to Appendix A, section 11.H.16(e)4, the parking
requirement for outdoor athletic courts would require 18
parking spaces for the courts proposed. The code does not
address the ballfields proposed; however, Appendix A,
Section 11.H.12 states that "Where a use is not listed,
parking space requirements shall be determined by the City
Council after review and recommendation by the Planning and
zoning Board". Forty spaces have been provided leaving 22
spaces allocated to serve the baseball, football and soccer
fields.

Please be advised of the Planning Department's comments regarding
the above-referenced preliminary site plan.
1. Any existing exotic plant species must be removed.

2. Survey must be signed, sealed, and dated to within 6 months.
3. A C.A.B. landscape appeal must be filed with the Building
Department (Don Jaeger) if the required 5 foot. landscape strip
between the N.E. 26th Avenue R-O-W line and the pavement edge is
not provided.
4. A landscape plan is required showing the required landscaping
of the parking lot and along rights-of-way and adjacent
properties.
5. There appears to be an error on the survey. The 50 foot
~ dimension on the east end of the property that was annexed from
Palm Beach County differs from the area dimensioned as 50 feet
next to the deed book reference. This leaves a question as to
whether the fence between the city property and the city-leased
school property is accurately located.
6. Raised curbing is required along landscaped areas. .

~ 7. Remove overflow parking note. Parking is to be provided
on-site, not within a right-of-way or backing out into a
right-of-way.
8. According to Appendix A, Section 1l.H.16.e.(4), the parking

tennis and racquetball courts, is one parking space for every
1,500 square feet of court area and adjoining paved area. For

We offer the following comments on this project:

1. Reduce the meter size to 111, as this will be adequate for
domestic usage and irrigation of the parking area. A
vacuum breaker will be needed on the irrigation line.
. 2. It is our understanding that the water service up to and
including the meter will be installed by this department.
Please note this on the plans, stipulating the size of
service line desired.
3. Detail the water service, gravity sewer and force main
crossing.
4. POlyethylene-lined pipe would be required on the D.l.P.
gravity sewer. It appears that the school itself is
connected by some means, possibly a private lift station,
to the sewer system. It may be much less expensive and
more feasible to connect to the school's on-site system.
