Conunents:
I. A Tee turnaround is required at the west end of Miner
Road.
2. County approval is required for turnouts into Seacrest
Blvd.
3. A cross-section of Miner Road is required.
4. A R.O.W. deed to the County is required for the 80 ft.
R.O.W. for Miner Road.
5. Sidewalks should extend thru turnouts.
6. Private exfi1tration trenches must be moved out of the
Miner Road R.O.W. and revisions made to plans.
7. Field tests for the percolation rate used in calculations
must be made and submitted with drainage calculations.
8. Section B-B should show correct dimensions and raised
curbs.
9. "Low" elevations or high elevations should appear on plan
when necessary for construction.
10. A cross-section thru the entrance road should be shown.
11. Cross-sections should show the "Type F" curb and gutter.

We request the following changes be Made in the design of the subject
proj ect :
1). Maintain a MiniMUM 20-foot separation between the proposed
6-inch water Main and the rear of building on the west side.
Z). Add a 6-inch gate valve at a Midpoint of the on-site systeM.
3). Add necessary tees and valves at the south end of the
proposed 12-inch line. to allow connection of a future B-inch line
frOM the south.
4). Meter boxes are to be placed in landscape areas along the
front of the buildings. not in sidewalk areas.
5). Add a fire hydrant in the southeast corner of the project
along Seacrest Blvd.
6). Include a notation that the City of Boynton Beach will

Site Plan
This memorandum is in reference to the project site in relation
to the proposed tree surv~y and landscape pla~. My comments will
address both items as th~y fulfill the intent of the Tree Preser-
vation Ordinance #81-21 and Landscape Ordinance #81-22.
L.O. #81-21 Tree Preservation
). The particular site in question is a unique ecosystem designa-
ted as a Sand Pine ridge encompassing an entire tract of vary-
ing sizes and ages of Sand pine trees and scrub oak understory.
In accordance with section' 7.5-22, the submitted tree survey
should be more detailed in indentifying all trees on the site.
This is also necessary to give a proper quantity of replacement
trees to be accounted for on the landscape plan' (7.5-13).
2. In accordance with section 7.5-15 and 7.5-24 the Sand Pine trees
and unders~ory should be preserved in "clumps" rather than as
individual trees as shown on the tree surv~y. These clumps should
be left in one of two ways:
a. as areas of landscaping in the parking lot, adjacent to
the proposed buildings or landscaped islands.
b. as a wide linear buffer towards the western property bound-
ary which abutts a residential zone.
3. There exists a large Seaside Mahoe tree on the north-central portion
of the property which should be preserved or efforts made to re-
locate on the property (sect. 7.5-12).
4. I will meet with the applicant to discuss these measures and have
been available prior in accordance with section'7.5-9.
L.O. #81-22 Landscape Ordinance
1. In relation to the uniqueness of the site in question (comprises
less than 2% of the land types in Palm Beach County), I would
encourage the applicant to make use of native trees and hedges
which are endemic to the Sand Pine ridge area. The landscape .
plan submitted does not reflect the use of trees and hedges which
are appropriate for the site (L.O.#81-21, sect.7.5-22).
2. Trees as shown along the Miner roadway cannot be placed in the
right-of-way.
3. When a more detailed tree survey is submitted, there may be an in-
creased number of trees required to be shown on the landscape plan
for replacement quantities(sect. 7.5-13).

4. Any efforts put forth to preserve existing trees and understory
can be applied toward meeting the requirements of the land-
scape ordinance in accordance with section 7.5-35 i.
5. A five foot landscape strip must be provided along the Miner
Road right-of-waYr(sect. 7.5-35 dl).

. This memorandum is in reference to the letter from Mr. Craig
Bloom of Jesgo Development Corporation, dated May 12th relative
to the above project. The developer has attempted to revise
. his landscape plan to incorporate my tree preservation and
landscape comments (memo dated May 7th).
Item number three explains the preservation efforts along the West
and North sides of the property. I feel the developer should be
more explicit to agree to transplant scrub oaks located in build-
able areas into these property areas where none exist. Also,
areas along the West property line that are cleared now should
be filled in with transplanted scrub oak.
Item six should stipulate that the landscape plan mentioned is
the revised landscape plan dated May 14th, not the plan presented
to the board on May l3th. This revised landscape plan should
provide for using tree species endemic to the scrub oak/Pine
ecosystem (Oaks, Slash Pine, etc.).
The revised landscape plan should stipulate the method of
planting the scrub oak on the property and the provisions
have adequate water for any transplanted vegetation.

1986 and based upon our meeting of May 12, 1986, the following
w~s discussed and agreed upon:
1. The large Seaside Mahoe Tree located at the North' Central
portion of the property shall be relocated along the
Eastern boundary.
2. The 24ft diameter Pine located adjacent to the West pro-
._ perty line will be retained as required.
3. A five foot landscape ,strip shall be provided along the
Miner Road rightwof-way consisting of existing scrub

proposed 40,600 square foot Shopping Center, Shoppes of Seacrest, to
be located in the northwest corner of Miner Road and Seacrest Blvd.
The site consists of 5..9 acres, whic:-h is vacant at this time, located
in Section 9, Township 45 South, Range 43 East, Boynton Beach,
Florida. See Exhibit itA" for location..

The main access for this project is provided by one turnout onto Sea-
crest Blvd. Secondary access to Miner Road is provided., In addition
a main access, left turn out only, is provided onto Miner Road..

This report will determine the volume of traffic to be generated by
this project, when completely developed and occupied, and analyze the
impact of generated traffic on the adjacent roadway system, Miner
Road and Seacrest Blvd.

grading Seacrest Boulevard to year 1987 by 6% per year 'gives a
projected A..D. T., of 16,585., Upon completion of the proposed Seacrest
Boulevard there will be 2 lanes Northbound & 2 lanes Southbound
with a continuous left turn lane. We do not feel any additional lanes
or stop lights are required for the proper ffi<?vement of traffic..

Please be advised of the Planning Department's comments in
connection with the above-referenced request for site plan
approval.
I. A Traffic Impact Analysis is required as per Section
5-140(m) of the Parking Lot Regulations.
2. The required right-of-way for Miner Road (80') is to
be dedicated from Seacrest Boulevard to the western
property boundary as per P~lm.Beach County and City of
Boynton Beach thoroughfare .plans. The required right-of-
way is to be dedicated within 45 days of the site plan
approval by. the City Council.
3. Section 5-14l(m) of the Parking Lot Regulations requires
that fire lanes be provided in front of all buildings.
Required width of fire lanes is 22 feet.
4. Section 5-14l(g) (6) of the Parking Lot Regulations re-
quires that a 100' ~throat" be provided at a main shopping
center entrance. In.addition, the main entrance is to
align with Palm Road to form a safe and eff~cient inter-
section.

At the request of Mr. Michael J. Locigno of Florida Realty Ventures, Inc., I
am writing to confirm that the subject section of Miner Road has been
~deleted from the Palm Beach County Thoroughfare Right of Way Protection Map.
~ It is my understanding that Mr. Locigno represents the parcel of land lying
west of Seacrest Boulevard and south of the projection of Miner Road.
I would recommend that access to this parcel be via a roadway which would be
constructed to align with eXisting Miner Road to the east of Seacrest
Boulevard.
