Friday's Restaurant) Upon review of the above mentioned project, the following list of comments must be addressed in order to conform with Boynton Beach City Codes: 1. All drawings and/or documents submitted for pUblic record and prepared by a design professional, shall show original legible raised seal and signature of a Florida registered design professional responsible for the drawings/documents. 2. Specify on the site plan the finish floor elevation of the building. 3. Specify on the plan the number of total seats proposed for the restaurant. 4. Show and specify on the plan the setback distance from the west property line to the proposed building. State on the plan the distance from the proposed building to the adjacent buildings located to the north and south. -' 5. Provide a note on the elevation drawing that all signage shall comply with the requirements of the sign code. 6. Provide a detailed plan view and full section view drawing of the dumpster enclosure and pad. Identify the type, size and color of the material proposed for the sides of the enclosure. Specify the size and type of all required vertical and horizontal structural material and components for the enclosure walls and associated pad~-Idehtify the overall height, width and length of the enclosure. Show ten feet (10') clear minimum width of the enclosure opening. Clear opening width must be measured inside of gate and post material or meet the Public Works Department specifications for size of compactor enclosure. Oakwood Square is an existing 184,043 square foot shopping center located at the southeast corner of Congress Avenue and Old Boynton Road in the City of Boynton Beach, Flori- da. It is proposed to replace the now vacant 3,399 square foot free standing Centrust Bank building with a 4,906 square foot Friday's Restaurant. All projects which have a change in land use or size are required to have a traffic impact statement prepared addressing the amount of additional traffic expected to be generated. Both the Palm Beach County Traffic Performance Municipal Implementation Ordi- nance #90-6, as amended, and the 1990 Traffic Performance Stand- ards Code of Palm Beach County, Florida, Ordinance #90-7, as amended, require that only the additional traffic as a result of the change be applied to either Ordinance. This office was unable to locate a copy of the traffic report submitted as part of the original request for approval for this project. As a result, we have no definitive basis for determin- ing the volume of traffic or iginall y approved for this site. After discussion with the City's Traffic Consultant, Mr. Walter H. Keller, it was decided to assume that the traffic generation was based upon the aggregate total floor area of the site without defining a separate generation for any of the free standing or "out parcel" uses. The generation rate used to determine the project generation was taken from "Trip Generation - Fourth Edition", Institute of Transportation Engineers, 1987. For retail shopping centers, not all of the traffic measured at the project's driveways is additional traffic. Some of the project's traffic is traffic captured from the stream of traffic passing the site. This pass-by traffic is calculated according to the formula: P = 45.1 - 0.0225(A) Where P = Pass-by percentage A = Total Floor Area in 1000 sq. ft. The Municipal Implementation Ordinance #90-6, as amended, states that any development within a municipality that generates less than 501 additional trips per day is exempt from the provisions of the 1990 Code, Ordinance #90-7. Although the City has not adopted the Traffic Performance Code, Ordinance #90-7, the City requires that all traffic statements be prepared to the technical requirements of the Code. To that end, a distribution was performed for the additional 38 trips. The first test requires that there be adequate road capaci ty at the buildout of the project. The project buildout year has been determined to be 1991 by the property owner. Thus, there must be adequate roadway capacity within the project's radius of development influence during the year 1991. The radius of development influence is defined in the Code as being the directly accessed links. The directly accessed links are Con- gress Avenue and Old Boynton Road. The 1991 total traffic, as projected for both of these roads, is also shown in Figure 1. It is seen that there is adequate road capacity in 1991 and, thus, this project meets Test #1. The second test that all projects must meet requires that there be adequate future capacity. The County has identified those roadway links which have been determined to have future volumes in excess of future capacity. Congress Avenue, adjacent to this site, is one of the roadway links so identified. The 1990 Code does allow for the approval of a limited number of development projects which will impact roads which have been identified as having future volumes in excess of capacity. The Code allows for a total increase in traffic of up to 5% of the roads capacity with the provision that no one project generate more than 1/5 of the total 5% increase. From Figure 1, it is seen that this project is expected to generate an average of 30 trips per day on that link of Congress Avenue. With an ultimate capacity of 46,300 trips per day, it is calculated that this project would have an increase of 0.06%. I A check with the County Engineer's Office reveals that there have been no other projects approved which would add traffic to this link. Thus, as the total traffic from approved development is less than 5% and this project is generating less than 1/5 of the 5%, it is concluded that this project also meets Test #2. . ......' In conclusion, it has been found that this project is both exempt from meeting the provisions of, and also was found to meet, the pr~visions of the Countywide Traffic Performance Standards Code. Oakwood Square is an existing 184,043 square foot shopping center located at the southeast corner of Congress Avenue and Old Boyn- ton Road in the City of Boynton Beach, Florida. It is proposed to replace the now vacant 3,399 square foot free standing Cen- trust Bank building with a 5,556 square foot Friday's Restaurant. All projects which have a change in land use or size are required to have a traffic impact statement prepared addressing the amount of additional traffic expected to be generated. Both the Palm Beach County Traffic Performance Municipal Implementation Ordi- nance #90-6, as amended, and the 1990 Traffic Performance Stand- ards Code of Palm Beach County, Florida, Ordinance #90-7, as amended, require that only the additional traffic as a result of the change be applied to either Ordinance. This office was unable to locate a copy of the traffic report submitted as part of the original request for approval for this project. As a result, we have no definitive basis for determin- ing the volume of traffic or iginall y approved for this site. After discussion with the City's Traffic Consultant, Mr. Walter H. Keller, it was decided to assume that the traffic generation was based upon the aggregate total floor area of the site without defining a separate generation for any of the free standing or "out parcel" uses. The generation rate used to determine the project generation was taken from "Trip Generation - Fourth Edition", Institute of Transportation Engineers, 1987. For retail shopping centers, not all of the traffic measured at the project's driveways is additional traffic. Some of the project's traffic is traffic captured from the stream of traffic passing the site. This pass-by traffic is calculated according to the formula: P = 45.1 - 0.0225(A) Where P = Pass-by percentage A = Total Floor Area in 1000 sq. ft. The Municipal Implementation Ordinance #90-6, as amended, states that any development within a municipality that generates less than 501 additional trips per day is exempt from the provisions of the 1990 Code, Ordinance #90-7. Although the City has not adopted the Traffic Performance Code, Ordinance #90-7, the City requires that all traffic statements be prepared to the technical requirements of the Code. To that end, a distribution was performed for the additional 55 trips. The generalized distribution as calculated is: NORTH 25% EAST 30% SOUTH 25% WEST 20% 3' The distributed traffic is shown in Figure 1. The first test requires that there be adequate road capacity at the buildout of the project. The project buildout year has been determined to be 1991 by the property owner. Thus, there must be adequate roadway capacity within the project's radius of development influence during the year 1991. The radius of development influence is defined in the Code as being the directly accessed links. The directly accessed links are Con- gress Avenue and Old Boynton Road. The 1991 total traffic, as projected for both of these roads, is also shown in Figure 1. It is seen that there is adequate road capacity in 1991 and, thus, this project meets Test #1. The second test that all projects must meet requires that there, be adequate future capacity. The County has identified those roadway links which have been determined to have future volumes in excess of future capacity. Congress Avenue, adjacent to this site, is one of the roadway links so identified. The 1990 Code does allow for the approval of a limited number of development projects which will impact roads which have been identified as having future volumes in excess of capacity. The Code allows for a total increase in traffic of up to 5% of the roads capacity with the provision that no one project generate more than 1/5 of the total 5% increase. From Figure 1, it is seen that this project is expected to generate an average of 30 trips per day on that link of Congress Avenue. With an ultimate capacity of 46,300 trips per day, it is calculated that this project' would have an increase of 0.06%. A check with the County Engineer's Office reveals that there have been no other projects approved which would add traffic to this link. Thus, as the total traffic from approved development is less than 5% and this project is generating less than 1/5 of the 5%, it is concluded that this project also meets Test #2. In conclusion, it has been found that this project is both exempt from meeting the provisions of, and also was found to meet, the provisions of the Countywide Traffic Performance Standards Code.
