RE: WASTE MANAGEMENT - SITE PLAN
Upon review of the above mentioned project, the following
comments must be addressed in order to conform with Boynton Beach
City Codes:
1. Provide an elevator for the use of the second floor or
comply with all the exemption requirements of the
Accessibility Requirements Manual, January 1990, first
edition, first printing. r
2. Relocate dumpster or provide written approval from all
parties with right to use the easement area at the dumpster
location shown on the plans.
3. Identify and show the appropriate percentage of required
native landscape material.
4. Show the slope of the ramp(s) shown. Include the height of
.~ the handrail. Provide spot elevations along top entrance
area leading to building entrance. Show and identify size (..'.
and elevation of level platform required at the entrance to r
, the building. All handicapped code requirements must comply
with the Accessibility Requirements Manual, January 1990,
first edition, first printing.
5. South Florida Water Management District permit or letter of
exemption is required to establish the.building's minimum
"0 finish floor elevation.
6. Lake Worth Drainage District permit or letter of exemption ~
is required.
7. Identify the color of all exterior finish material.
8. The vehicular use area, as seen from abutting rights-of-way,
must be screened with a solid, continuous visual barrier of
hedge with a maximum accessway opening of 35' that is not
required to be landscaped.
9. Indicate two foot (2') on center spacing, which is mandatory
for all required shrub and hedge landscaping.
10. Specify that the landscape material will be Florida #1 or
better.
To facilitate the permitting process, the following information
should be included within your documents submitted to the
Building Department for required permits.
All signs and signage must comply with Boynton Beach Sign
Ordinance.

Systems, Inc. The proximity of these two driveways to each
other would result in potentially hazardous turning
movements. Several alternatives are offered to mitigate this
potantially hazardous situation:
a. Dedicate a joint access easement to serve both

possible, but not closer than 180 feet to the
intersecting right-of-way lines.
Utilize the recommendation from the County Traffic
Engineer to access Miner Road.

We offer the following comments on this project:
1. The dumpster enclosure and other structures shall not be
located within utility easements. similarly, the roll-off
container storage area shall be re-configured to exclude any
utility easements, for access purposes.
2. Only select tree species approved by this office may be
placed within easements.
3. The site plan as submitted does not provide adequate access
to existing water and sewer utilities.
4.
Access to the lift station from the Miner Road right-of-way
must be provided.

5. The proposed building is located too close to the existing
sanitary sewer to allow for safe excavation and repair.
6. Reduced pressure backf10w preventors will be required on the
water service and a double check valve assembly will be
required on the fire sprinkler line.
7. Utilities Department personnel must be able to access the
site on a 24-hour basis to effect emergency repairs. Please
submit a procedure that will allow us to accomplish this
goal.

Upon review of the above mentioned project, the following list of
comments have been provided as a courtesy with the applicant's
full knowledge that there will be a full review made when the
project's site plan is placed on a Technical Review Board and
Environmental Review Board agenda:
1. Provide an elevator for the use of the second floor or
comply with all of the exemption requirements of the
Accessibility Requirements Manual, January 1990, first
edition, first printing.

17. Show the location and identify the type of lawn grass

18. The vehicular use area as seen from adjacent properties must
be screened with a solid, continuous visual barrier,
preferably hedge material.

hedge material and trees spaced at forty feet (40') on
center.
20. Identify that all landscaped areas shall be provided with an
automatic irrigation water supply system.
21. Show unobstructed cross visibility area and space through
the required site perimeter landscape strip at both sides of
all ingress and egress driveways. The cross visibility area
and space is shown by placing and dimensioning, on the site
landscape plan drawing, a ten foot (10') isosceles right
angle triangle with the right angles on the property line at
the edge of the driveway and landscape strip and completing
the remainder of the triangle into unobstructed landscaping
and stating that the vertical space within this area is
clear of landscape material between thirty inches (30") and
six feet (6').

Identify the width and length of all landscaped areas.
Include horizontal control dimensions for all parking
spaces.

23. Show location, type, size and spacing accent shrubs around
three (3) sides of the dumpster.
24. Provide detail structural drawing of site lighting pole
base. Provide a statement that pole structure is designed
to meet the requirements of the Standard Building Code, 1988
edition, Chapter 12.
25. Provide detail drawings of above ground fuel tanks and
fuel islands, including size of tanks and distance from
adjacent structures, property lines and dispensing islands.
26. Provide detail drawings of tank storage area.
27. Provide detail drawings of storage bay and wash bay
termination of drainage.
28. Identify the circular items shown on the north side of the
building shown on sheet A-5.
To facilitate the permitting process, the following information
should be included within your documents submitted to the
Building Department for required permits:
1. All signs and signage must comply with Boynton Beach Sign
Ordinance.

I am writing pursuant to your fax transmittal of February 16, to Andrew Hertel
.of this office, concerning the subject proposed facility.
I would like to take this opportunity to reiterate the County's position with
regard to access to serve this site. i
Because of the type and number of vehicles anticipated to be visiting the site,
and the proximity of the site to what will likely be a signalized intersection,
we cannot support the proposed direct access to High Ridge Road.
Instead of this direct access, we have suggested that the site access onto Miner
Road, This would give the large, slow moving garbage trucks access to, a future
signalized intersection. :
Also, any problems which might be caused by vehicles queuing from the signal,
south across the presently proposed driveway would be eliminated.
I hope this is sufficient to clarify the County's position on this matter.
