Dear Mr. Girard:
Please be advised that on Tuesday, June 5, 1990, the Technical
Review Board approved the referenced administrative site plan
modification, subject to staff comments,. copies 'of which are
attached.
These plans were approved subj ect to. your I.'compliance with the
attached stipulations and must now be modified to incorporate
same. To initiate your sign-off procedure, please submit two (2)
sets of modified plans to the Office, of the Site Development
Division of the Building Department, which will record the
required identification markings on each set of the modified
plans.
After each set of modified plans has the appropriate markings,
you should proceed with your sign-off on each set of plans from
each Technical Review Board member who made comments. The Zoning
& Site Development Administrator will provide the Building
Department sign-off and is the last Technical Review Board member
to review and sign-off the plans. If the Building Department did
not have comments that require sign-off, they are still the last
department to handle and process the plans. One (1) set of final
signed-off plans will remain with the Building Department and the
other set of plans will be returned to you to be retained at the
job site.
To help facili tate the sign-off process, you should make an
appointment to meet with each Technical Review Board member (only

the required Technical Review Board member signatures and
completing processing by the Site Development Division, you may
apply for building permits by sUbmitting the appropriate
documents and fee to the Plan Review and Permitting Division of
the Building Department.
The approval of the City entitles you to construct only the
improvements shown on the site plan. The site plan will be
viewed procedurally as an as-built or record drawing. If you
have any questions concerning this matter, please do not hesitate

Upon review of the above mentioned project, the following
comments must be addressed in order to conform with Boynton Beach
City Codes:
1. Provide a distinguishable symbol on the plans that clearly
identifies the difference between all existing construction
and the proposed new construction.
2. Provide a plant list and specifications for all new plant
material. All new landscaping must comply with the
requirements of the Landscape Code.
3. Show on the plans the appropriate clear unobstructed
line-of-sight cross visibility at all ingress/egress
accessways.
4. Resolve all issues with regards to the adjacent property
owners' concerns about the construction debris and the
uneven condition of the canal bank located along the east
side of the buffer wall.
5. A recommendation to enhance the site landscaping would be to
replace the existing Sabal Palms located in the parking area
with shade trees.
In order to facilitate the permitting process, the following
information should be included with your documents submitted to
the Building Department for review and permitting:
Prior to the installation of the sign, provide written
verification from all authorities that have-the right to use the
general utility easement (located along the north property line)
that the installation of the sign will not compromise their use
of the easement.

In accordance with the City of Boynton Beach, Florida, Code of Ordinances
Chapter 19, Section 19-17; "Plan Required - Site Plan Review and Approval"
and Chapter 5, Article X, "Boynton Beach Parking Lot Regulations", Section
5-142, "Required Irrpr,ovements", the applicant for the above referenced site
shall sul:mit the following infonnation, technical data and plan revisions.
1. Provide a continuous solid yellow single line along the centerline of
the twenty four (24) foot drive. Section 5-142 (g), "Traffic Control Standards"
" and the Federal Manual on Uniform Traffic Control Devices (MlJT(D) Part III,
"Markings", Section 3A7 (9), "Types of Longitudinal Lines that'delineate the
left edge of a travel path to indicate a restriction against passing on the left".
2. Indicate on the plans the location of a Florida Department of Transportation
standard "stop sign", R-1-1, at the egress of the twenty four (24) foot drive that
intersects with Congress Avenue. The sign shall be fully grouted in-place and
be set a minimum of seven (7) feet above existing grade to the bottan of the sign.
Section 5-142 (g), "Traffic Control Standards" and Section 5~142 (c), "Traffic
Control". Provide a stop bar and pedestrian crossing paverent markings.
3. Provide a stop sign and a stop bar where too "drive" Lintersects with the
existing parking facility. Section 19-21, "Factors to be Considered by Carmittee
in Review" and Section 5-142 (c), "Traffic Control".

Dear Mr. Girard:
Please be advised of the following Planning Department comments
with respect to the above-referenced request for an administra-
tive site plan modification. These comments, as well as the
attached comments from other departments, will need to be
addressed on revised copies of the drawings submitted for review,
prior to applying for a sign permit. This procedure is detailed
on the attached letter of approval from the Planning Department:
1. staff review was limited to the proposed freestanding sign
and associated landscaping. If further improvements are
desired which require site plan approval, an additional
submittal and review will be needed.
2. The survey was not included with the resubmittal that was
provided with the first submittal. Is the revised site plan
accurate with respect to the location of the front property
line and the distance between the pUblic sidewalk and the
first parking space at the northwest corner of the parcel?
This information will aid staff in verifying the location
of the sign as proposed on the site plan.

Dear Mr. Girard:
At the May 17, 1990 Technical Review Board Meeting, staff denied
your request due to the visibility problem associated with the
proposed sign location. Based on my telephone conversation with
you on May 23, 1990, your desire to resubmit rather than having
our department forward your request to'the Planning and Zoning
Board and City Commission as submitted, will necessitate
submitting 6 sets of revised plans no later than 5:00 P.M. to the
Planning Department on any given submission deadline indicated on
the attached review schedule. The next deadline is June 14,
1990, which would give you a Technical Review Board decision by
June 21, 1990. The revised plans must address the following
Planning Department comments as well as the attached comments
from other departments:
1. The survey and the plan showing the new sign location
differ with respect to the location of the front
property line and the distance between the public
sidewalk and the first parking space at the northwest
corner of the parcel. This, together with the lack of
a dimension specifying the sign setback from the
property line, makes it difficult to ascertain the
exact location of the sign. Appendix A, Section
11.A.10.
