The property is composed of a vacant building
that was approved as a Marie Callender
restaurant in 1990 and is considered an out
parcel of the Catalina Center.
Proposed
Development:
This request proposes renovating the existing
vacant restaurant building for use as a new
restaurant (see Exhibit "B" - site plan) .
Concurrency:
Traffic - The project is vested for traffic
concurrency as an outparcel of the Catalina
Shopping Center.
Drainage - Insufficient drainage information
has been submitted for the Engineering
Division to certify compliance with the City's

drainage levels of service at the time of site
plan approval when it is required. The
Engineering Division is recommending that this
be postponed to time of permit review based on
the minor modifications proposed to the
existing site.
Driveways:
The outparcel does not have direct access to a
public right-of-way, however one two-way major
driveway into the existing Catalina Center
parking lot offers access to the subject site.
This driveway is located on North Congress
Avenue.

The Building Department expressed concern over a discrepancy
between the site plan and the landscaping sheet regarding proposed
pedestrian walkways connecting to sidewalks on the site plan that
are not shown on the landscaping plan. Adjustments need to be made
to alleviate difficulties for pedestrians in wheelchairs. However,
the matter can be addressed at permitting and the Engineering
Department recommends the project moving forward.
The Planning and Zoning Department comments are attached. The
applicant has addressed all those comments except those relating to
shared parking requirements for the Catalina Center. (See Exhibit
"C" )

RECOMMENDATION:
The Planning and Zoning Department recommends denial of this site
plan request due to the applicant's inability to meet applicable
City of Boynton Beach Code of Ordinances regarding shared parking
requirements as previously adopted for the Catalina Center. The
applicant has indicated they believe they will have resolved their
comments with the Planning Department prior to the meeting.
