Plan:
Signage:
Site plan approval is requested for project signage, a private recreation
facility, to include two tennis courts, basketball court, volleyball court,
swimming pool, tot lot, clubhouse; common area landscaping and buffer
landscaping (see Exhibit "B" - proposed site plan).
All levels of service were certified or exempted (traffic only) at time of
master plan approval.
The recreation facility is to be served by one, two-way entrance from a
private local street within the PUD. A security gate is provided at the
project entrance on Lawrence Road. A second non-gated entrance is
provided on Springfield Boulevard.
The recreation parking facility is proposed to provide forty (40) parking
spaces including two (2) handicapped spaces. Thirty-nine (39) spaces are
required to support the recreation amenities.
The recreation parking facility, bus shelter area, lake planting and
perimeter buffer landscaping will fully meet code requirements and
perimeter buffer requirements of master plan approval when staff comments
are incorporated into the permit set of plans.
The location of the structures comply with the building and site regulations
specified on the master plan. The twenty-seven (27) foot overall height of
the recreation building complies with the maximum allowed height of thirty
feet.
The clubhouse and project signage are of a Spanish/Mediterranean style.
A soft pink and gray, blend, "S" style concrete roof covering is proposed for
the recreation building, pool pavilion, guardhouse and bus shelter. The
stucco walls and columns of the recreation building, pool pavilion,
guardhouse and bus shelter are to be a cream color with a soft pastel pink
accent trim.
The sign package for the project includes three (3), six (6) foot tall
monument project identification signs. Two (2) signs are located at the main
entrance to the project on Lawrence Road and one (1) is proposed at the
northeast corner of Lawrence Road and Springfield Boulevard.
RECOMMENDATION:
The Planning and Zoning Department recommends approval of this site plan request, subject to
the comments included in Exhibit C - Conditions of Approval. The TRC recommends that the
deficiencies identified in this exhibit be corrected on the set of plans submitted for building
permit.

7. Expand the on-site, line-of-sight
triangle located on Lawrence Road and
Springfield Boulevard so that the base
and height of the triangles are thirty-
five (35) feet rather than the twenty-
five feet (25 ) shown on the plans.
Also add a note to the landscape plan
that indicates the space within the
triangular areas shall be maintained to
allow an unobstructed cross visibility.
8. Due to the four (4 ) foot overall height
of the areca palms specified on sheet 8
of 11 of the landscape plans (southeast
corner of the PUD) , it is recommended
that the proposed spacing of three (3)
feet on center be accepted rather than
the previously approved two (2 ) feet on
center spacing with two (2 ) foot tall
hedges. It should be noted that the
buffer hedge will be installed on top
of a berm with a maximum height of
three (3) feet specified on the plan.
9. Use a distinguishable symbol on the
landscape plans to identify the
location of the trees that are required
as part of the tree management plan.

10. Provide on the landscape plan
computations to confirm that the buffer
trees and hedges required along the
south, north and southwest property
lines of the PUD comply with the
approved planting specifications
regarding spacing and quantities. Also,
place on the landscape plan a typical
maximum spacing dimension of forty (40)
feet on center for the trees located
along the east property line of the PUD
and the west property line of the PUD,
excluding the frontage on Lawrence
Road. The spacing dimension shall
match the dimensions identified on
Exhibit B. Some of the trees along the
lots that abut Springfield Boulevard
are located in the city right-of-way
and cannot be counted for the on-site
required buffer. Use a symbol on the
landscape plan that delineates the
location of the required buffer trees
as approved on the master plan.
11. There appears to be a conflict with the
location of a drainage easement shown
on the littoral planting plan (sheet 1
of 6) and the location of the bus
shelter shown on the planting plan
(sheet 1 of 11) and the layout plan
(sheet 1 of 9). Correct the conflict.
The bus shelter shall comply with the
approved ten (10) foot setback.
12. The landscape plan makes reference to
an Exhibit B. Add this detail drawing
to the landscape plans.
13. On the landscape plan of the bus
shelter and the recreation area, use a
distinguishable symbol to identify the
location of the required landscape
material to comply with the landscape
code for the following code sections:
Perimeter
trees -
vehicle use area abutting the
R.O.W. (maximum spacing 40'
on center, minimum height 8')
Perimeter
hedges -
vehicle use area screening
(maximum spacing 2' on center
continuous, minimum height
18" )
14. On the planting plan (sheet 8 of 11)
show and specify the required
continuous buffer hedge in the
landscape easement at the rear of lots

File No.:
The following is a list of comments regarding the second review of the above-referenced project.
It should be noted that the comments include recommendations. I believe the recommendations
will enhance the aesthetics and function of the project.
All comments and recommendations can be rectified on the plans at time of permitting if the site
plan request is approved. The applicant must understand that additional comments may be
generated upon review of the documents and working drawings submitted to the Building Division
for permits for the proposed project.
1. Expand the on-site, line-of-sight triangle located on Lawrence Road and Springfield
Boulevard so that the base and height of the triangles are thirty-five (35) feet rather than
the twenty-five feet (25) shown on the plans. Also add a note to the landscape plan that
indicates the space within the triangular areas shall be maintained to allow an
unobstructed cross visibility.
2. Due to the four (4) foot overall height of the areca palms specified on sheet 8 of 11 of the
landscape plans (southeast corner of the PUD), it is recommended that the proposed
spacing of three (3) feet on center be accepted rather than the previously approved two
(2) feet on center spacing with two (2) foot tall hedges. It should be noted that the buffer
hedge will be installed on top of a berm with a maximum height of three (3) feet specified
on the plan.
3. Use a distinguishable symbol on the landscape plans to identify the location of the trees
that are required as part of the tree management plan.
4. Provide on the landscape plan computations to confirm that the buffer trees and hedges
required along the south, north and southwest property lines of the PUD comply with the
approved planting specifications regarding spacing and quantities. Also, place on the
landscape plan a typical maximum spacing dimension for the trees located along the east
property line of the PUD and the west property line of the PUD, excluding the frontage
on Lawrence Road. The spacing dimension shall match the dimensions identified on
Exhibit B. Some of the trees along the lots that abut Springfield Boulevard are located
in the city right-of-way and cannot be counted for the on-site required buffer. Use a
symbol on the landscape plan that delineates the location of the required buffer trees as
approved on the master plan.
5. There appears to be a conflict with the location of a drainage easement shown on the
littoral planting plan (sheet 1 of 6) and the location of the bus shelter shown on the
planting plan (sheet 1 of 11) and on the layout plan sheet (1 of 9). Correct the conflict.
The bus shelter shall comply with the approved ten (10) foot setback.
6. The landscape plans make reference to an Exhibit B. Add this detail drawing to the
landscape plans.
Page 2
Memorandum No. 96-237
2nd Review - Nautica Sound
NWSP 96-001
7. On the landscape plan of the bus shelter and the recreation area use a distinguishable
symbol to identify the location of the required landscape material to comply with the
landscape code for the following code sections:
Perimeter trees - vehicle use area abutting the R.O.W. (maximum spacing 40' on
center, minimum height 8')
Perimeter hedges - vehicle use area screening (maximum spacing 2' on center
continuous, minimum height 18")
8. Indicate on the Planting Plans that the perimeter buffer landscape material shall be
installed prior to the first certificate of occupancy being issued for a building located in
Phase 1. Also, identify on the planting plan the location of Phase 1 and Phase 2.
9. On planting plan (sheet 8 of 11) show and specify the required continuous buffer hedge
in the landscape easement at the rear of lots 276 and 277. On planting plan (sheet 10 of
11) show and specify the required continuous buffer hedge in the landscape easement at
the rear of lots 418 and 419.
10. It is recommended that the required landscape buffer along the east and west property
lines of Phase 2 (location of phase line as shown on the master plan) be installed in its
entirety where it abuts developed property outside the PUD and be installed on a lot by
lot basis where it abuts undeveloped property outside the PUD. However, if development
commences on an undeveloped area prior to the buffer being installed on a lot by lot basis
. the developer shall install the buffer prior to issuance of a certificate of occupance for the
next house located along said buffer. If this recommendation is approved a note indicating
the conditions shall be placed on the buffer planting plans.
11. Permit plans shall show compliance with all applicable codes, ordinances and resolutions.
NOTE: If recommendations are approved, incorporate them into the working drawings required
for permits for the project.
