Page 2 Memorandum #96-249 Staff Report Nautica Sound, NWSP 96-001 Proposed Development: Concurrency: Driveways: Parking Facility: Landscaping: Building and Site Regulations: Community Design Plan: Signage: Site plan approval is requested for project signage, a private recreation facility, to include two tennis courts, basketball court, volleyball court, swimming pool, tot lot, clubhouse; common area landscaping and buffer landscaping (see Exhibit "B" - proposed site plan). All levels of service were certified or exempted (traffic only) at time of master plan approval. The recreation facility is to be served by one, two-way entrance from a private local street within the PUD. A security gate is provided at the project entrance on Lawrence Road. A second non-gated entrance is provided on Springfield Boulevard. The recreation parking facility is proposed to provide forty (40) parking spaces including two (2) handicapped spaces. Thirty-nine (39) spaces are required to support the recreation amenities. The recreation parking facility, bus shelter area, lake planting and perimeter buffer landscaping will fully meet code requirements and perimeter buffer requirements of master plan approval when staff comments are incorporated into the permit set of plans. The location of the structures comply with the building and site regulations specified on the master plan. The twenty-seven (27) foot overall height of the recreation building complies with the maximum allowed height of thirty feet. The clubhouse and project signage are of a Spanish/Mediterranean style. A soft pink and gray, blend, "S" style concrete roof covering is proposed for the recreation building, pool pavilion, guardhouse and bus shelter. The stucco walls and columns of the recreation building, pool pavilion, guardhouse and bus shelter are to be a cream color with a soft pastel pink accent trim. The sign package for the project includes three (3), six (6) foot tall monument project identification signs. Two (2) signs are located at the main entrance to the project on Lawrence Road and one (1) is proposed at the northeast corner of Lawrence Road and Springfield Boulevard. RECOMMENDATION: The Planning and Zoning Department recommends approval of this site plan request, subject to the comments included in Exhibit C - Conditions of Approval. The TRC recommends that the deficiencies identified in this exhibit be corrected on the set of plans submitted for building permit. All plans submitted for specific permits shall meet the City's code requirements at time of application. These permits include, but are not limited to the following: site lighting, paving, drainage, curbing, landscaping, irrigation and traffic control devices. Permits required from agencies such as the FDOT, PBC, SFWMD and any other permitting agency shall be included with the permit request. 2. The outfalls within Lake No. 3 (Sheet 34 of 37) , the related drainage pipe and the control structure out to the LWDD L-19 canal shall be made a part of the Nautica Sound Master Stormwater Drainage System and shall be placed in a Water Management Tract by a recorded instrument. The tract and related structures shall be the sole responsibility of the H.O.A. Chap.6, Art.III,Sec.S-l,pg.6-2 and Art. IV, Sec.SB,pg6-8. 3. Photometries must be approved for both pedestrian and parking lot lighting for the parking lot and bus stop area before building permit can be issued. Chap.23,Art.II"Ala,pg23-6. 4. Install "D" curb throughout the parking stall areas and eliminate the wheel stops. This will create a more aesthetic and maintenance free parking lot. Not having the additional asphalt beyond the wheel stops will add some additional 860 square feet of pervious area. The Building Division does not agree with the applicant's interpretation of the sign area. Article II, Definitions, would allow a sign composed of individual letters or symbols using the wall as the background with no additional decorations, to be calculated per the applicant's response, but the review of the submitted wall sign does not comply with that part of the definition and unless revised to comply with this definition, a variance must be obtained prior to sign permitting.
