The Department has contacted Ms. Tambri Hayden, Director of the City's Planning and Zoning Department, and discussed the issues raised in your letter. The Department had previously reviewed the Land Use Element category for the subject development (Nautica Sound) and the Open Space and Recreation Element in the original adopted comprehensive plan. The City's comprehensive plan was, found ~In Compliance" with Chapter 163, Florida Statutes, and Rule 9J-S, Florida Administrative Code, which are the state requirements governing growth management and land use planning. The stub road identified in your letter is required through the City's land development regulation as a part of the platting requirements for a new residen~ial development. The City requires that all new residential development provide access to all adjacent residential development where available. Box 310 Boynton Beach, FL 33425-0310 Re: Nautica Sound flk/a Knollwood Groves PUD Site PlanlTechnical Review Committee Follow-up Our Project No.: 1020.13 Dear Ms. Heyden and Mr. Haag: Attached please find twelve (12) sets of revised plans addressing those issues raised at the TRC meeting of March 26, 1996 and subsequent items included in the TRC comments memorandums issued by each reviewing department. There are no changes required to be documented on the application form therefore a revised application form is not included with this resubmittal. The following is a recap of the comments included in the TRC comments letters and how they have been addressed by the project team in this re-submittal. UTILITIES MEMORANDUM NO. 96-104 1 . The water source for irrigation will be the on-site lakes and this has been noted on the plans. 2. The utility easements have been drawn on the plan. All attempts have been made to minimize any potential conflicts. 3. PUBLIC WORKS DEPARTMENT MEMORANDUM NO. 96-056 No comments to respond to. RECREATION AND PARKS MEMORANDUM NO. 96-148 No comments to respond to. FIRE PREVENTION MEMORANDUM NO. 96-235 No comments to respond to. FIRE PREVENTION MEMORANDUM NO. 96-237 The developer has researched the availability of different systems to allow twenty-four hour access to the site and intends to install a system which will permit twenty-four hour access to the project. The note that appeared on the master plan indicating that the telephone access system will be provided at the gates has been carried over on to the site plan. The developer contacted TEM Enterprises to inquire about a gated entry system at Nautica Sound and found out the following: The City desired a system that permitted the dispatch unit for the emergency services (Le., fire/rescue and police) be able to call the telephone access system direct to open the gates. TEM Enterprises said this system is available for just a few hundred dollars more, but strongly advised against its implementation. The drawback to this system is that the entry gate is unable to close itself after receivng the instruction from the emergency service. In essence, the gated entry is disabled in the open position by the emergency service. The telephone access system can only be re-enabled by a gate maintenance technician. Therefore, this system will cost the homeowners of Nautica Sound twofold: (1) the gated entry will not be operational for some period of time after an emergency service is dispatched to the community and, (2) the homeowners association will have to pay for repeated service calls by the gate maintenance company to re-enable the telephone access system. Ms. Tambri Heyden Mr. Mike Haag March 11, 1996 Page - 3- Instead, TEM Enterprises recommends the system currently required by the City of Coral Springs. Coral Springs requires a telephone access system in which "911" is speed dial programmed into the telephone access equipment. The emergency service speed dials "911" from the gate. The 911 operator then presses "9" to open the gates for the emergency units. The developer has no problem providing the telephone access system, but suggests the system to be implemented be the latter of the two methods detailed above. POLICE DEPARTMENTITRAFFIC UNIT MEMORANDUM NO. 0222 Please refer to the response noted in the Fire Prevention Memorandum No. 96-237 above. POLICE DEPARTMENTITRAFFIC UNIT MEMORANDUM NO. 0218 No comments to respond to. RECREATION AND PARK MEMORANDUM NO. 96-134 Tree Management Plan data has been added to the landscape plans. The data indicates that there are 436 trees required to meet the no net loss requirement of the City. The developer has provided within the common areas on the site 775 trees. The common areas include: the perimeter buffers, the entry drive, the bus stop pavilion and the recreation area. BUILDING MEMORANDUM NO. 96-095 1 . The entry wall sign has been detailed to include the 32 sq. ft. maximum signage area. It is 14" high by 17' long. 2. All entry signs comply with the previously attached Page E-3 of the Policy Manual for height measurements. 3. The parking calculations on sheet 8 of 9 comply with Chapter 2, Section 11, H.e.(12) of the Land Development Regulations. Ms. T ambri Heyden Mr. Mike Haag March 11, 1996 Page - 4 - ENGINEERING DIVISION MEMORANDUM NO. 96-094 1 . The documents attached have been revised to reflect all comments. 2. All plans submitted for specific permits will meet the City's code requirements at the time of application. Permits required from other permitting agencies will be included with the permit request at the appropriate time. 3. The developer will not start landscaping for Nautica Sound Plat II until a Land Development Permit is issued. 4. Plat 1 incorporating Lake #3 has been recorded allowing for positive outfall and easements as required. 5. See attached certification letter. 6. See attached construction plans. 7. All swales, detention areas and disturbed areas will be sodded. 8. Chapter 7.5, Article II, Section 5H2, pages 7.5 - 17 references right-of-way intersections. The access to the recreation facility is abutting a one-way loop within a privately owned and maintained right-of-way, therefore eliminating the possibility of a 3-way intersection at a public right-of-way and the requirement of sight triangles per Chapter 7.5, Article II, Section 5H1, pages 7.5 -17. 9. Large canopy trees will not be planted adjacent to parking lot lighting in order to avoid conflicts when this plant material matures. 10. The developer will provide photometries for both the pedestrian and parking lot lighting for the parking lot and bus stop area before applying for a building permit. 11. White pavers will be used to delineate the pedestrian path through the paver areas indicated on the plan. A. The width of the ingress/egress aisle has been reduced to 24'. B. The developer has chosen to use wheel stops instead of type "0" curb which is more cost effective. Ms. Tambri Heyden Mr. Mike Haag March 11, 1996 Page - 5 - PLANNING AND ZONING DEPARTMENT MEMORANDUM NO. 96-163 1. The plans have been amended to show, label and dimension all easements of record for the project. Any trees located within the utility easements will be located in those areas only with the prior approval from the Boynton Beach Utilities Department. A general note has been added to Sheet 1 of 11 to indicate the restriction regarding trees being located within utility easements. 2. A general note has been added to Sheet 1 of 11 indicating that all changes to the quantity, spacing, specie and size specifications of the landscape material will be approved through the City of Boynton Beach permit process. 3. Line of sight triangles have been indicated, labeled and dimensioned at all the appropriate intersections on the landscape plans. A note has also been added that identifies the space within the triangular area that shall be maintained to allow an unobstructed cross visibility. 4. The developer requests that the Areca Palms shown on sheet 8 of 11 remain at 3' on center. The Areca Palms will be installed at an overall height of 4', which is twice the height of the hedge material that is required to be installed 2' on center. The Areca Palms will provide a much more efficient screen upon initial installation and, therefore, due to the increase in size of the plant material, the developer requests that the City allow them to increase the spacing of this plant material. 5. A note has been added to each plant list indicating that the quantity of hedge material derived from the spacing specified on the plant list shall supersede the quantity of material specified on the plan. 6. A Tree Management Plan Data Table has been provided on sheet 1 of 11 of the landscape plans indicating that of the required 436 trees to meet the No Net Loss Requirement, the developer is providing 775 trees within the common areas. The common areas are defined as the perimeter buffers, the entry drive, the bus stop pavilion and the recreation area. 7. A maximum on-center tree spacing dimension has been indicated on each landscape plan which depicts a required perimeter tree buffer. These tree spacings are consistent with the spacing identified on the conceptual landscape plan for the master plan. All required buffer trees are located within the landscape buffers. On sheet 8 of 9, the perimeter setback for the recreation area has been shown and labeled and the location of amenities has been amended to address this setback. 9. The minimum 10' setback for the bus shelter pavilion has been indicated on the plans. The plans also show and label the location and width of the shelter structure and overhang. 10. The overall dimensions of the recreation building have been shown on sheet A 1. The width of the building overhang has also been indicated. 11. The distance to the guardhouse from the track line to the north, south and west is shown on the plan. The plan also indicates and labels the width of the guardhouse building overhang. 12. The appropriate dimensions and labels have been added to the parking lot located at the bus shelter area. 13. The basketball court and tennis court areas have been revised. These revised areas did not require that the parking computations be amended. 14. Any inconsistencies that previously occurred between the recreation area layout plan and the conceptual engineering plan have been addressed. 15. A typical striping detail drawing depicting the parking space striping has been added on sheet 3 of 4 for your review. 16. The color of the finish materials and components of the entry wall columns and fence have been identified by the color name, color code and manufacturer. 17. The color of the exterior trim has been identified by name, color code and manufacturer on sheet A-2, A-4 and A-5 of 8. Additionally, the color has been identified for the following building components shown on sheet A-2, A-4 and A-5: a. Window and door frames. b. Raised stucco band. c. Solid door and frame. d. There are no changes required to be documented on the application form therefore a revised application form is not included with this resubmittal. The following is a recap of the comments included in the TRC comments letters and how they have been addressed by the project team in this re-submittal. UTILITIES MEMORANDUM NO. 96-104 1. The water source for irrigation will be the on-site lakes and this has been noted on the plans. ' 2. The utility easements have been drawn on the plan. All attempts have been made to minimize any potential conflicts. 3. PUBLIC WORKS DEPARTMENT MEMORANDUM NO. 96-056 No comments to respond to. RECREATION AND PARKS MEMORANDUM NO. 96-148 No comments to respond to. FIRE PREVENTION MEMORANDUM NO. 96-235 No comments to respond to. FIRE PREVENTION MEMORANDUM NO. 96-237 The developer has researched the availability of different systems to allow twenty-four hour access to the site and intends to install a system which will permit twenty-four hour access to the project. The note that appeared on the master plan indicating that the telephone access system will be provided at the gates has been carried over on to the site plan. Th~ developer contacted TEM Enterprises to inquire about a gated entry system at Nautica Sound and found out the following: The City desired a system that permitted the dispatch unit for the emergency services (Le." fire/rescue and police) be abl,e to call the telephone access system direc~ to open the gates. TEM Enterprises said this system is available for just a few hundred dollars more, but strongly advised against its implementation. The drawback to this system is that the entry gate is unable to close itself after receivng the instruction from the emergency service. In essence, the gated entry is disabled in the open position by the emergency service. The telephone access system can only be re-enaqled by a gate maintenance technician. Therefore, this system will cost the homeowners of Nautica Sound twofold: (1) the gated entry will not be operational for some period of time after an emergency service is dispatched to the community and, (2) the homeowners association will have to pay for repeated service calls by the gate maintenance company to re-enable the telephone access system. Coral Springs requires a telephone access system in which "911" is speed dial programmed into the telephone access equipment. The emergency service speed dials "911" from the gate. The 911 operator then presses "9" to open the gates for the emergency units. The developer has no problem providing the telephone access system, but suggests the system to be implemented be the latter of the two methods detailed above. POLICE DEPARTMENTrrRAFFIC UNIT MEMORANDUM NO. 0222 Please refer to the response noted in the Fire Prevention Memorandum No. 96-237 above. POLICE DEPARTMENTrrRAFFIC UNIT MEMORANDUM NO. 0218 No comments to respond to. RECREATION AND PARK MEMORANDUM NO. 96-134 Tree Management Plan data has been added to the landscape plans. The data indicates that there are 436 trees required to meet the no net loss requirement of the City. The developer has provided within the common areas on the site 775 trees. The common areas include: the perimeter buffers, the entry drive, the bus stop pavilion and the recreation area. BUILDING MEMORANDUM NO. 96-095 1 . The entry wall sign has been detailed to include the 32 sq. ft. maximum signage area. It is 14" high by 17' long. 2. All entry signs comply with the previously attached Page E-3 of the Policy Manual for height measurements. 3. PLANNING AND ZONING DEPARTMENT MEMORANDUM NO. 96-163 The plans have been amended to show, label and dimension all easements of record for the project. Any trees located within the utility easements will be located in those areas only with the prior approval from the Boynton Beach Utilities Department. A general note has been added to Sheet 1 of 11 to indicate the restriction regarding trees being located within utility easements. A general note has been added to Sheet 1 of 11 indicating that all changes to the quantity, spacing, specie and size specifications of the landscape material will be approved through the City of Boynton Beach permit process. A' 3. Line of sight triangles have been indicated, labeled and dimensioned at all the appropriate intersections on the landscape plans. A note has also been added that identifies the space within the triangular area that shall be maintained to allow an unobstructed cross visibility. ( The developer requests that the Areca Palms shown on sheet 8 of 11 remain at 3' on center, The Areca Palms will be installed at an overall height of 4', which is twice the height of the hedge material that is required to be installed 2' on center. The Areca Palms will provide a much more efficient screen upon initial installation and, therefore, due to the increase in size of the plant material, the developer requests that the City allow them to increase the spacing of this plant material. 5. A note has been added to each plant list indicating that the quantity of hedge material derived from the spacing specified on the plant list shall supersede the quantity of material specified on the plan, 6. A Tree Management Plan Data Table has been provided on sheet 1 of 11 of the landscape plans indicating that of the required 436 trees to meet the No Net Loss Requirement, the developer is providing 775 trees within the common areas. The common areas are defined as the perimeter buffers, the entry drive, the bus stop pavilion and the recreation area. 7. A maximum on-center tree spacing dimension has been indicated on each landscape plan which depicts a required perimeter tree buffer. These tree spacings are consistent with the spacing identified on the conceptual landscape plan for the master plan. All required buffer trees are located within the landscape buffers. Attached are comments made by the reviewing departments during their initial review of your project. In order to complete the review process, the site plan and documents must be amended to comply with these comments within 90 days of the date of this letter. (If amended plans are not submitted in 90 days, a new application fee will be required.) When there are comments made by the reviewers that you feel are not applicable to the approval of the project or will be addressed separately and you have not amended the plans to comply with the comment(s), you must prepare written explanation for each comment stating why the comment is not applicable and return the explanation with the amended plans and documents. After amending the plans and documents, please submit twelve (12) complete sets (including surveys) of the plans to the Planning and Zoning Department. When the amended plans and documents have been submi tted to the Planning and Zoning Department, they will be distributed to the reviewing departments for second review and recommendation to the appropriate boards for approval or denial (see attached meeting schedule).
