Please be advised th t on Tuesday, June 12, 1990, the Planning
and zoning Board app oved electronic manufacturing and research
and development lab ratories as permitted uses on the lots
designated "industri "on the approved Quantum Park master plan.
On Tuesday, June 19, 1990, the City Commission approved the
referenced site plan subject to staff comments (see attached)
wi th the exception f comment # 5 on the Planning Department
Memorandum No. 90-172 and with the clarification of item no. 8 of
the Planning Departm nt Memorandum No. 90-172 that the perimeter
greenbelt design be a proved and installed on a lot by lot basis.
These plans were ap roved subj ect to your compliance with the
attached stipulation and must now be modified to incorporate
same. To initiate yo r sign-off procedure, please submit two (2)
sets of modified pI ns to the Office of the Site Development
Division of the Bu lding Department, which will record the
required identificat on markings on each set of the modified
plans.
After each set of m dified plans has the appropriate markings,
you should proceed w th your sign-off on each set of plans from
each Technical Revie Board member who made comments. The Zoning
& Site Development Administrator will provide the Building
Department sign-off a d is the last Technical Review Board member
to review and sign-of the plans. If the Building Department did
not have comments th t require sign-off, they are still the last
department to handle nd process the plans. One (1) set of final
signed-off plans will remain with the Building Department and the
other set of plans w'll be returned to you to be retained at the
job site.

viewed procedurally as an as-built or record drawing. If you

Upon review of the a ove mentioned project, the following

6. The applicant is seeking to amend the list of permitted uses
at the Quantum P rk of Commerce P.I.D. as referenced in
their letter of equest. Electronics research and
development and anufacturing is proposed on lots 41C and
42A, designated or "Industrial" use on the Quantum Park
master plan. Th's type of use would be able to locate
elsewhere in the City in the M-l (Light Industrial) zoning
district under A pendix A-Zoning, Section 8.A.l.a.(15),
electronics manu acturing and b.(12), research and
development labo atories; without environmental review.
Therefore, it is the Planning Department's recommendation
that it would be appropriate to permit this use on those
parcels designat d "Industrial" on the master plan for
Quantum Park. S'nce the contract purchaser has not been
disclosed, envir nmental review may be required prior to
receiving an occ pational license if, consistent with
Appendix A, Sect'on 7.E.2., it is determined that hazardous
materials are ei her used, handled, stored, generated or
displayed in con ection with the proposed use as defined by
40 Code of Feder 1 Regulations, Part 261. Appendix A,
Section 7. E. 2.,

Section 5-142(h 7 and Appendix A, Section 7-P.I.D.
regulations, H. . The Technical Review Board recommends
that the middle driveway be eliminated and that the plans
prepared for "f'nal sign-off" reflect this recommendation.
8. The plans submi ted for review do not reflect a 25 foot
required periph ral greenbelt (Appendix A, Section 7,H.17.).
The parking pro osed along the west property line encroaches
within this gre nbelt. At the June 5, 1990 Technical Review
Board meeting, he applicant stated that he could provide
the required gr enbelt width on the revised plans submitted
for "final sign off" without substantially altering the
parking lot lay ut and design. With respect to the design
of the greenbel , it is recommended that a typical landscape
detail be submi ted to the C.A.B., as was required of
Safety-Kleen, t be implemented by this and other peripheral
lot owners with'n the P.I.D..
9. The plans submi ted for "final sign-off" shall reflect the
building footpr"nt which corresponds with the colored
elevations that were revised for the C.A.B. submital.

3. 50% of the trees and 30% of the shrubs/bushes must be native
species.
4. The property adj cent to the canal should be landscaped with
a buffer plantin of 25' wide to screen the adjacent
Motorola site.
5. The Quantum Park should submit a "typical" 25' wide
landscape a buff r plan and a 40' wide landscape buffer plan.
6. An irrigation so rce should be installed to water the
adjacent lot to stablish the grass seen and help prevent
blowing sand.
