Quantum Park of Commerce, a partially developed Development of
Regional Impact (DRI) comprised of 539.9 acres, zoned PID
(Planned Industrial Development), is located on the west side of
1-95, between Miner Road extended and the Boynton (C-16; Canal
(see attached location map - Exhibit "A"). James G. Willard,
Esquire and agent for Quantum Associates, property owner of the
Quant:lm Park of Commerce, has requested an amendment to their DPI
development order, Ordinance No. 84-51 as amended by Ordinance
rJ~. 86-:1, 86-37, 88-3 and 94-10. The proposed amendment is for
the purpose of revising the master plan (master site development
plan) to reflect the use of lots 12. 13 and 14, previously
designated for office use, to be redesignated for office/research
and development use.
BACKGROUND
The amendment request is governed by Section 7 of Appendix A,
20ning1 City of Boynton Beach Code of Ordinances, which
establishes Planned Industri~l Development Districts and by
:hapter 380.06(19)(e) (2), Florida statutes, Developments of
Regional Impact - Substantial Deviations. The amendment is
submitted in connection with the following:
1) a request that the City make a determination that the master
plan amendment is not substantial in nature and
~) that the proposed change to the Quantum Park DRI development

The trend of mixed land uses, as proposed, is supported by the
intent s~ated in the Planned Industrial Development District
Regulaticns which reads as follows:
"The purpose of this district ::.s to provide a zoning
classification for light industrial development that will
better satisfy current demands for light industrial zoned
lands by encouraging development which will reflect chanGes
in the technoloGY of land development and relate the
development of land to the specific site and to conserve
natural amenities."
Furthermore, as shown on the attached Exhibit C - original DRI
master plan, the lots within Quantum Park which are affected by
the proposed redesignation of land use were originally slated for
industrial use. Also, as previously mentioned, the original
master plan reflected twice as much industrial/research and
development industrial acreage. Therefore, the proposed change
is in keeping with the original Quantum Park concept as a planned
industrial park.
with regard to the impact of the proposed change on projected
expenditures within the region or projected jobs, it is
anticipated that the addition of research and develoment
industrial land use combined with the 6.3 acres of office land
use for lots 12 - 14, to create a land assemblage for mixed use,
will have cnly posit~ve impacts to projected jobs and
expenditures.
As to the impact of the proposed research and development
industrial change on adjacent properties, the nearest
residentlally-zon~d property is approximately 750 feet to the
east. This property is vacant and although zoned residenti~lr
the city's comprehensive plan rec~mmends that the property be
develo~ed as a planned industrial development. AdditionallYl the
combination of research and develoment with office use typically
l-ese:nb2.es all office de-,relopment. Therefore I no new negative
impacts above those antiCipated with the previously approved

Amendment to Development Order
Please place the above-referenced item on the City Commission
agenda for November 15, 1994 under Legal, Ordinances - Second
Reading.
The attached ordinance to amend the Quantum Park DRI development
order was approved on first reading at the November I, 1994 City
commission meeting. The amendment pertains to the redesignation
of lots 12 - 14 within Quantum Park from office to officej
research and development use. An amended development order is
necessary in the event the City commission makes a determination
that the proposed change to the Quantum Park DRI does not
constitute a substantial deviation and does not require further
development of regional impact review and that the amendments to
the master site development plan are not substantial in nature;
master plan modification also scheduled for review by the City
Commission for tte November 15th meeting (see separate Planning
and Zoning Department Memorandum No. 94-337).
