Building Division, please provide this division a memorandum containing a
description of the unresolved conditions, If the unresolved conditions
are not permit related, please notify the owner or the owner's agent to
ensure that the matters are rectified.

CHECKLIST
The following list and information is provided as a checklist to
ensure that the submittal of documents is substantially complete
for review. Turning in this list and the appropriate plans and
documents will enabl~ th8 bubmittal to be efficiently CheCy.8d p~io~
to being presented to the Planning and Development Board.

1. Submit an amended Site plan Review/conditional Use application
form that reflects the changes that were made as a result of
amending the plans and documents to comply with the Code of
ordinances and the Technical Review Committee comments. A copy
of the original form with a distinguishable symbol identifying
the change(s) may be submitted or a completed new form with
the changes identified. If there are no changes required to be
documented on the application form, a letter from the
applicant stating same must be turned in with the amended
submittal.
2. Submit color photographs of the buildings on the site that are
to remain in their existing condition and photos of existing
buildings that are located on the sites that abut the
perimeter of the subject property. The minimum size is 5" by
7". Each photograph shall be labeled to identify the location
of the existing structures with respect to the location of the
proposed project.
3. Submit colored elevation view drawings - a colored duplicate
copy of all drawings of the elevation views of each side of
all buildings and signage associated with the project. The
colored elevation views shall match the elevations shown in
the documents that were submitted for site plan review. The
applicable exterior surfacE'ls as identified above shall be
colored with the color name and associated color reference
number identified. The type of exterior surface material shall
be identified next to the associated color. The colored
elevation drawings shall have compass direction or title of
the side of the building identified. The title block of the
original drawing shall be shown. The maximum size is 24" by
36". Do no submit on board of any kind.
4. Submit color samples as an example of the proposed colors.
Each sample shall have attached a label that identifies the
color by name and numerical/letter code from an established
color chart.

Excavation and Fill Regulations (Chapter 8, Section 8-7, Par. (A),
page 651) require City Commission approval when work involves
excavation in excess of two feet on a site. Such is the case at
subject location. It is our opinion that issuance of a permit is
consistent with the objectives (Sec. 8-4) of Chapter 8, of the
Boynton Beach Code of Ordinances and we therefore recommend that
the City Commission approve the issuance of an excavation and fill
permit for Quantum Park Lots 12,13 & 14 subject to full
compliance with all applicable federal, state and/or local
governmental agencies including, but not limited to, the Boynton
Beach Code of Ordinances, Chapter 8. We further recommend that
this action be taken on November 15, 1994, in conjunction with
their site plan review of this project.

Sec. 8-1. Short title.
This chapter mhy be referred to as the "Boynton Beach
Excavation and Fill Regulations." (Ord. No. 81-37, 9 2,
12-15-81) .
Sec. 8-2. Purpose and intent.
The purpose of this chapter is to provide a set of regula-
tions which govern the excavation of materials within the
. City of Boynton Beach. It is intended that these regulations
provide a minimum set of standards to be followed when
excavation of materials is proposed within the City of Boynton -
Beach in order to protect the health, safety and welfare of
current and future residents. The issuance of a permit by
the city pursuant to this chapter shall not relieve any party
from obtaining the necessary excavation and fill permits from
state, federal or local governmental agency which has juris-
diction over the proposed fill or excavation. (Ord. No. 81-37,
9 2, 12-15-81)
Sec. 8-3. Scope.
These regulations shall be applicable to aU lands within the .
corporate limits of the City of Boynton Beach. (Ord. No.
81-37, 9 2, 12-15-81)
Sec. 8-4. Objectives.
'The objectives of these regulations include but are not
limited to the following:

(a) To provide n maximum degree of safetj' and protect.~on
for the public through the orderly c?ntrol of exc:watlon
operations;
(b) To mitigate nuisances and reduce the negative impact
of excavation operation on lhe residents of BOj'nlon
Beach and the environment;
(c) To provide a living environment for future residents
of Boynton Beach which is relatively free from hazards
which could result from misdirected excavation opera-
tions; and
(d) To permit the landowner to benefit from his owner-
ship by providing for the orderly excavation of land
consistent with the public health, safety and welfare.

The applicant must prepare a tree management plan indicating the
following:
1. A total inventory of all trees on site.
2. Relocation of the existing Oak trees and Sabal palms.
3. Indication on the landscape plan of all the tree replacements
for those trees removed due to drastic grade changes. These
replacement trees should be in addition to all landscape code
required trees. The trees should be native species.
4. The total quantity of trees replaced should equal the total
quantity of trees removed due to grade changes.
5. This Tree Management Plan document should be included as part
of the clearing/grubbing application for permit.
NOTE: Applicant has not yet submitted a statement pertaining to
use of these three lots for microsite acreage.
Please proceed with normal review process.

The following is a list of comments regarding the Site Plan
Review of the plans for the above-referenced project. It should
be noted that the comments are divided into two (2) categories;
the first category is a list of comments that identify
deficiencies that are required to be corrected and shown in
compliance on the plans and/or documents submitted in order for
the project to continue through the site plan review process.
The second set of comment(s) are recommendations that the
Planning and Zoning Department staff believe will enhance the
proposed development. The applicant shall understand that all
documents/plans submitted for site plan and/or permit review are
subject to additional comments. I recommend that the applicant/
agent contact me regarding questions related to the comments. If
the applicant is not intending to correct code deficiencies they
should contact me regarding the procedures, application forms,
fees and submittal deadline dates for seeking relief from the
code requirement.
I. SITE PLAN REVIEW COMMENTS:
1. Provide note on drawing that indicates to the contractor
that the number of shrubs/plants required must provide the
minimum spacing required by code, which may exceed the
number shown on drawing.
2. The finished operating facility must conform to all
performance standards called out in Appendix A, Section 4,
N. (see N., 11.C).

Existing Site Characteristics: The site was once cleared except
for several stands of trees. Currently, shrubbery has partially
overgrown the site. See attached comments.
Proposed Development: The agent proposes to build a two-story,
100,000 square foot office/research and development building,
served by a 400 space parking lot.
Concurrency: Quantum Park is vested for concurrency, specifically
traffic and drainage levels of service.
Driveways: The proposed development has two, 30 feet wide access
drives from Quantum Boulevard to the parking areas. Both the
Police Department and the planning and Zoning Department recommend
relocation of one of the proposed driveways. See attached
comments.
Parking Facility: The developer has proposed 400 parking spaces
for the facility. Based on information provided by the applicant,
the number of employees on a maximum shift would be 400, requiring
300 spaces plus adequate visitor parking.
Landscaping: The proposed development includes perimeter trees
and hedges and provides for interior landscaped parking area with
code required trees and planted areas.

This memo is regarding the parking lot design for the new Motorola design and specifically
targets the location of the exits/entrances in the project design.
It is my belief that the project should have an egress located at the north end of the parking lot
soas to allow traffic to flow from the parking lot across the traffic ways of Quantum Park Bvd.
unimpeded. The current design shows an exit in the center area that would allow vehicles to exit
onto Quantum Park Bvd. and travel southbound only. I feel as though this would create a bottle
neck and a traffic hazard. It would be my recommendation that the project area be redesigned to
include an entrance/exit at the north end of the project.

Submi t an amended Site Plan Review/Conditional Use application
form that reflects the changes that were made as a result of
amending the plans and documents to comply with the Code of
Ordinances and the Technical Review Committee comments. A copy
of the original form with a distinguishable symbol identifying
the change(s) may be submitted or a completed new form with
the changes identified. If there are no changes required to be
documented on the application form, a letter from the
applicant stating same must be turned in with the amended
submittal.
Submit color photographs of the buildings on the site that are
to remain in their eXisting condition and photos of existing
buildings that are located on the sites that abut the
perimeter of the subject property. The minimum size is 5" by
7". Each photograph shall be labeled to identify the location
of the existing structures with respect to the location of the
proposed project.
Submit colored elevation view drawings - a colored duplicate
copy of all drawings of the elevation views of each side of
all buildings and signage associated with the project. The
colored elevation views shall match the elevations shown in
the documents that were submitted for site plan review. The
applicable exterior surfaces as identified above shall be
colored with the color name and associated color reference
number identified. The type of exterior surface material shall
be identified next to the associated color. The colored

the side of the building identified. The title block of the
original drawing shall be shown. The maximum size is 24" by
36". Do no submit on board of any kind.
Submit color samples as an example of the proposed colors.
Each sample shall have attached a label that identifies the

#12, #13, and #14.
1. The existing Slash Pine trees that must be removed because of
grade changes greater than 6" must be quantified and replaced.
They can be replaced with native trees on portions of the site
that are in excess of the minimum landscape requirements.
Please show these locations on the landscape plan.
2. The three (3) existing Oak trees and one (1) Sabal Palm tree
must be relocated to a green space on the site.
3. The existing trees in the road R.O.W. must be relocated for
access through the ingress/egress locations.
4. The applicant must submit a comment that the site will not be
applying towards microsite consideration.
5. The road R.O.W. must receive irrigation from the existing
system or the system on site.
