The following is a response to staff and consultant comments which were provided to our office on
November 26, 2025.

Engineering

Response: Acknowledged.
2. Parking stalls shall be delineated in accordance with the Engineering Design Handbook and
Construction Standards. Sheets C2.1 and C2.2 illustrate both 9'x18' and 10'x18' proposed stalls,
whereas per City Detail K-3, 9.5'x18.5' stalls are required.
Cycle 2: Sheet SP.2 was updated to show the minimum stall dimensions (9.5'x 18.5'), however
Sheets C2.1 and C2.2 show 10'x 19' stalls. Coordinate plans for consistency.
Response: Modified parking areas shown on signing, striping and geometric plan. Existing
parking to remain.
3. Easements shall be coordinated with requisite utility authorities per LDR Ch. 4. Art. VIII. Sec. 3.B.
Please illustrate all existing and proposed easements on the survey, site plan, civil plan, and
landscape plan. Sheet SP.1 notes that the existing 10' FPL Utility Easement is to be relocated.
Illustrate the proposed relocated easement on all plans. Provide confirmation from FPL that the
easement relocation is acceptable. Additional easements may also be required for the proposed
utilities. Coordinate with the Utility Department as needed.
Cycle 2: Water and sewer easements are subject to approval by the Utilities Department.
Provide approval from FPL once they have accepted the new easement location.

Response: The proposed easement locations have been deemed acceptable by FPL. Please note
that FPL does not have a formal acceptance letter for easements. Correspondence with FPL staff
have been included in this resubmittal to satisfy this comment request.
4. Please provide curb or wheel stops as required to protect pedestrian walkways and landscaping.
Cycle 2: Response noted that curbing and wheel stops are used throughout the parking lot,
however this must be shown on the plans.
Response: Wheel stops have been added to signing, striping and geometric plan and the site
plan.
Planning and Zoning
Site Plan Comments
1. Artificial Turf: Please note that the documentation provided does not demonstrate that the
proposed artificial turf is manufactured in the United States. Proof of U.S. manufacturing will be
required at the time of permitting. The documentation must clearly indicate the location where
the artificial turf is manufactured.
Response: Acknowledged, proof of US manufacturing will be provided at the time of permitting.
2. The project requires a total of 506 parking spaces and currently provides 498 parking spaces,
excluding golf cart spaces. This results in a shortfall of 8 required parking spaces.
Chapter 4, Article V, Section 3 of the Land Development Regulations provides allowances for
reductions in required off-street parking. Staff believes that Option A (Minimum Parking – 5%
reduction) or Option B (Joint Access/Parking) may be applicable, provided that the selected
option is clearly justified.
Please include a detailed justification in the project narrative and add a corresponding note in
the site data table identifying the reduction option being applied. Review the requirements for

At this time, staff cannot confirm whether Ordinance 090-19 remains in effect. Given that the
reductions outlined above are available within the current code, staff recommends pursuing one
of these options.

Response: The revised site plan provides 8 additional spaces without requiring relief from code.
Following field review, there was an existing parking row that was not accounted for in previous
plans.
3. Provide dimensions of all proposed new buildings to the site plan and make sure they match all
plans. Landscape plan does not match site plan.
Response: Dimensions have been provided for all new buildings on the site plan and building
areas shown on the landscape plan are consistent with the site plan.
4. Indicate the foundation landscape strips width on the site plan and ensure it complies with the
minimum 5 feet width required.
Response: Dimensions have been provided throughout foundation landscaping areas around
the proposed buildings to show compliance with the city code. Each building provides a
minimum of 5 feet of foundation planting.
Photometrics Comments
• Maximum Foot-candle and Illumination Levels: Permanent off-street lighting levels shall not
exceed 5.9 foot-candles for any spot location reading, expect for the strict use of the courts, that
might requires superior lighting levels. Please justify any spot reading higher than 5.9
footcandles or revise the plans accordingly so that it does not exceed this limit.
• Spillage: Please provide the lighting level readings surrounding the tennis complex (scope of
work) to verify that no readings exceed 0.3 foot-candles at this surrounding boundary.
• Off-Street Parking Lots: A minimum average light level of one (1) foot-candle shall be provided,
with no more than ten percent (10%) of the spot readings below one (1) foot-candle and none
below one-half (½) foot-candle.
• Lighting Temperature: Lighting fixtures shall emit warm white lighting that typically ranges from
about 2700K to 3000K on the Kelvin scale. Indicate the chosen lighting temperature for all
fixtures.
• Pole Height: Outdoor free-standing lighting pole shall not exceed twenty-five (25) feet. Indicate
all proposed lighting poles height.
• Lighting Conflicts: Lighting fixtures within off-street parking areas shall be strategically located to
avoid future conflicts with mature tree canopies. Indicate the proposed new lighting poles on
the landscape plan to verify possible conflicts.
Response: A revised photometric plan has been provided that includes additional lighting
information such as pole heights, light specifications, min/max foot candles, etc.
Landscape Comments
1. Please indicate the proposed location of the four (4) trees to be relocated.

Response: There are a total of 10 silver buttonwood trees in the racquet sports area that were
added with the existing temporary trailers south of the tennis courts. The revised landscape plan
provides the proposed locations for all 10 of the trees to be relocated.
2. Please add the total number of trees and palms to both the plant schedule and the landscape
requirement chart. The total number of proposed plants must meet or exceed the required
totals.
Response: The plant schedule on LP.1 has been updated to provide subtotals for trees and palms.
The landscape requirements chart has been updated to demonstrate that the proposed
landscaping will meet or exceed the code requirements.
3. The building sq. ft. on the landscape plans does not match the site plan. Correct accordingly.
Response: The building square footages on the landscape plan have been updated to match
what is shown on the site plan.
4. Indicate the proposed new lighting poles on the landscape plan to verify possible conflicts.
Response: Proposed light pole locations are now shown on the landscape plan, and adjustments
have been made to eliminate conflicts with tree and palm placements.
5. The required tree types for the landscape islands exclude palm species. This means palms do not
count toward meeting the required number of trees within a landscape island (e.g. each small
island must contain one (1) tree classified as a “small” tree). Please substitute the proposed
palms within the landscape island for trees.
Response: The landscape island plantings have been revised to provide shade trees instead of
palms where required. The proposed islands that run through the parking lot to the main
clubhouse provide 16 feet of planting area and a combination of shade trees and accent palms.
The smaller islands found in front of the proposed racquet clubhouse are not required by code
and serve the purpose of framing the entrance with decorative palms.
6. Provide landscape island areas calculations (25 square feet of parking lot landscape islands per
parking space), based on the additional parking - beyond the previously approved number of
parking spaces.
Response: Landscape island area calculations have been provided on the landscape plan and
requirements chart. With the proposed site plan, 29 additional spaces have been added to the
area which requires 725 sf of landscape island area. The latest site plan provides 2,287 sf of new
landscape island area, which meets and exceeds the code requirement.

Utilities
1. Provide written statement that applicant/owner understands and acknowledges the
requirements outlined in the Standard DART Comments of the City of Boynton Beach
Department of Public Works, Engineering Division, attached hereto.
Response: Acknowledged.
2. The result of the fire hydrant flow test shall be submitted as supporting documents to
demonstrate the City Code requirement of 1500 gpm with 20 psi residual pressure.
Response: Fire flow tests conducted and flows meet requirements.
3. A fire hydrant branch is typically installed to serve only the public fire hydrant itself, which is a
dedicated public fire protection apparatus. Tapping additional domestic service line and fire line
off the hydrant lateral is usually prohibited to maintain the integrity and flow dedicated to the
fire hydrant.
Response: See adjusted potable water & sanitary sewer plan, sheets C5.0-C5.4.
4. Provide a separate fire line connection via a dedicated 6-inch main off the main water line. The
2-inch water service connection can be connected to the fire line.
Response: See adjusted potable water & sanitary sewer plan, sheets C5.0-C5.4.
5. No 90-degree bends are allowed in the water main.
Response: See modified C5.3 for pipe bend changes.
6. Confirm that the proposed 2-inch meter will be in a green area.
Response: Yes, all meters are within landscaped areas.
7. Explain the need for the private lift station.
Response: Gravity connection to the proposed system is not deemed to be constructable due to
separation requirements & large trees that are to remain on site.
8. Provide a note on the plan to indicate that the onsite lift station and force main will be privately
owned.
Response: Lift station indicated as (PVT) for private, see modified sheets C5.0 & C5.3.
