City Response Letter Cycle 3 Page 1 of 4 January 21, 2026 CITY OF BOYNTON BEACH RE: HUNTERS RUN – EAST COURSE RENOVATION FES Project #22-1724.04 LDP-2025-08.5275 The following are itemized responses to the City’s review cycle 3 comments: Engineering Review 1. Refer to the markups on the Engineering Plans: • Show all parcel and right-of-way lines, and easements on all sheets of the plan. Easement consent and/or right-of-way permits may be required depending on whether the proposed work will encroach onto these. Cycle 2: A portion of the proposed work will encroach into existing FPL easement(s) and LWDD right-of-way. Provide an easement consent form signed by FPL acknowledging and agreeing to the proposed improvements within their easement. Also provide a copy of the LWDD permit for the proposed work within their right-of-way. Cycle 3: Easement consent form from FPL was provided. A copy of the LWDD permit will be required prior to permit issuance. Response: The LWDD permit is provided. • Proposed grading shows significant fill at some locations around the perimeter of the site. Please advise whether existing trees are to be removed, and if so, a tree removal/landscaping plan should be provided for review. Cycle 2: Applicant response noted that a tree management plan and landscape plans are being prepared by Insite Studio. Plans must be submitted and reviewed by the Planning and Zoning Department. Cycle 3: Not provided. Response: Tree impact plans and landscape plans are provided. • Review grading tie ins to existing grades at the perimeter of the proposed improvements. It appears that additional disturbance will be required to meet existing grades which could impact existing landscaping/buffering and total disturbance. Cycle 2: Applicant response noted that a tree management plan and landscape plans are being prepared by Insite Studio. Plans must be submitted and reviewed by the Planning and Zoning Department. All proposed improvements and existing improvements to remain should be clearly called out. All materials and square footage of proposed improvements shall be illustrated and labeled on the plan. Cycle 3: The plan markups also requested that the work associated with the cart paths be clarified and quantified. Refer back to markups provided in Cycle 2. Response: The engineering plans have been revised to note the areas of lake impacts and also note the existing asphalt cart paths that are being removed and the proposed new concrete cart paths. • Cycle 2: Per the Engineering Handbook chapter 5. X.A.6.d.3., wet detention/retention facility designed for storage of stormwater runoff in an open impoundment shall have side slopes no steeper than 4(H): 1(V) extending to a depth of at least two (2) feet below the design control elevation, side slopes no steeper than 2(H): 1(V) from two (2) feet below control elevation to the bottom of the facility; and a continuous berm, at least twenty (20) feet wide with a cross-slope no steeper than 8(H): 1(V), graded adjacent to the shoreline. Adjust slopes to conform with this requirement throughout all sheets. Cycle 3: Engineering waiver request has been received and is undergoing review. Submit a copy of the engineering waiver letter of determination as part of this application once available. Response: The approved engineering waiver is provided. 2. Note: A building permit will be required for proposed retaining walls. Response: Acknowledged Surety The surety approval will be issued upon receipt of the surety documents. Response: There are no public improvements being constructed so the Club is requesting that the City waive any surety for this project as they did with the previous renovation of the East Course in 2024. Planning and Zoning Payment In-Lieu of Replacement The payment to the Tree Canopy Trust Fund must be made prior to permit approval. A check for the corresponding Payment in Lieu of Replacement amount should be either mailed to the City or delivered in person to Vilmar Villafane, Development Services Administrator. Please be sure to include the Project/Case # along with 'Tree Canopy Trust Fund' on the check. After resubmitting the permit with the tree condition and caliper inch information, please confirm the total amount with the Planner via email before sending the check. Note that the permit will only be approved after the check is received. The Payment In-Lieu of Replacement is calculated based on the condition and caliper inches of the trees, as follows: Tree with a condition rating scale equal to or greater than fair: $250 per caliper inch. Example 1: Payment for a tree with 8.5 caliper inches is $2,125 (8.5 X $250). Example 2: Payment for a tree with 21 caliper inches is $5,250 (21 X $250). Trees with a condition rating scale of poor: A payment in-lieu of replacement shall be calculated at 80% of the above scale. Response: Acknowledged Required Document: Tree Disposition Plan and Mitigation Plan [Part III, Chapter 4, Article I. C. Mitigation of Existing Trees and Palms] Please provide a Tree Management and Mitigation Plan prepared by an arborist certified by the International Society of Arboriculture (ISA) or a Florida-licensed landscape architect. The plan should include the location, species, palm canopy, tree caliper, reason for removal/replacement, and condition of all trees and palms to be removed/replaced, along with equivalent information for the replacement trees and palms. Make sure to add photos. The Landscape Code requires that tree diameter be measured in caliper inches for use in mitigation calculations. Please ensure the caliper of each tree to be removed is clearly indicated and include the corresponding mitigation calculations. Environmental Protection Standards [Part III, Chapter 4, Article I - Environmental Protection Standards] All existing trees and palms that are not preserved in place or relocated on-site shall be mitigated by replacement on-site or payment inlieu of replacement. The required replacement for existing trees or palms is determined based on the plant type (tree or palm), and the overall condition of each plant (good, fair, or poor). Therefore, all relevant information must be provided to ensure an accurate calculation for replacement or payment in lieu of replacement.
