Comment Responses Project November 10, 2025 City of Boynton Beach 100 E Boynton Beach Blvd, Boynton Beach, Fl 33435 RE: High Ridge Country Club- MSPM 2025.09.14759 Dear Staff, Our office is in receipt of your comments in connection with the Minor Site Plan Modification application number MSPM 2025.09.14759 for the Golf Course Modifications at High Ridge Country Club. Our team has reviewed the respective comments and have submitted the applicable or corrected documents and permits. Please find below our responses to each of the respective departmental comments. Planning and Zoning Leticia Sabio, Planner I Email: SabioL@bbfl.us Phone: 561-742-6258 1. Required Document: Tree Disposition Plan and Mitigation Plan [Part III, Chapter 4, Article I. C. Mitigation of Existing Trees and Palms] All existing trees and palms that are not preserved in place or relocated on-site shall be mitigated by replacement on-site or payment in-lieu of replacement. The required replacement for existing trees or palms is determined based on the plant type (tree or palm), and the overall condition of each plant (good, fair, or poor). Therefore, all relevant information must be provided to ensure an accurate calculation for replacement or payment in lieu of replacement. For more information, please refer to the applicable code (Part III, Chapter 4, Article I. C. Mitigation of Existing Trees and Palms): Please provide a Tree Management and Mitigation Plan prepared by an arborist certified by the International Society of Arboriculture (ISA) or a Florida-licensed landscape architect. The plan should include the location, species, caliper, and condition of all trees to be removed and/replace, along with equivalent information for the replacement trees. The Landscape Code requires that tree diameter be measured in caliper inches for use in mitigation calculations. Please ensure the caliper of each tree to be removed is clearly indicated and include the corresponding mitigation calculations. This information shall be provided for all trees within the area of impact, including those located outside of the environmentally sensitive lands. Response: The detailed Tree Management and Mitigation Plan, including arborist certification and mitigation calculations, will be prepared and submitted at the permitting stage. 2. The site plan must depict all features, structures, and hard surfaces, including but not limited to: Vehicular use areas and other paved surfaces (driveways, roads, loading zones, pedestrian areas, etc.); Courts; All buildings and structures (with dimensions); Parking areas; Dumpsters; Lakes; Golf holes; Access gates, fences, and perimeter walls. Staff has noted that not all buildings and structures are currently shown. Please revise the site plan to ensure that all required elements are included. Response: Site plan revised to include all required elements, including all buildings, structures, vehicular areas, and other site features, as requested. 3. Please ensure that all plans are consistent. Staff observed that the civil plans do not appear to fully correspond with the proposed areas of impact depicted on the Landscape Plan. If possible, use the same scale for all plans and show the same portion of the parcel across the same number of sheets to facilitate the review. Response: Plans have been reviewed for consistency. Scales and areas of impact have been coordinated between civil and landscape drawings for clarity and alignment. Please refer to the land development permit that is under review as application LDP-2025.10.6611. 4. Staff noted that the Palm Beach County Property Appraiser’s website lists the total parcel area as 72,077 square feet, while the submitted site plan indicates a total building area of 56,458 square feet. Please clarify this discrepancy. All structures, including storage buildings and guard houses, must be included in the total building square footage. Response: Total Building area is based on the historical and previously approved square footage counts, the square footage has not been modified through this compilation plan to be verified with Palm Beach County Property Appraiser. 5. Please include the variance application number (BOA-126) that approved the parking reduction in the site data table on the site plan. Response: Variance application number BOA-126 has been added to the site data table on the site plan. 6. See markups on the Vegetation Impact Assessment and correct accordingly. Response: Revisions have been made in accordance with staff markups on the Vegetation Impact Assessment. 7. According to the Environmentally Sensitive Lands map and internal reference table, the acreage is 34.55 acres for the A-rated area and 39.32 acres for the B-rated area. However, the submitted documents list 32.61 acres for the A-rated area and 40.63 acres for the B-rated area. Please clarify this discrepancy and the methodology used to calculate these areas. If you prefer to rely on the acreages provided by staff, please revise the calculations for the percentage of impact areas accordingly. Response: Acreage values and impact percentages have been reviewed and corrected based on staff-provided data and methodology. Calculations have been updated accordingly. 8. Please note that this application cannot be approved until the following complementary applications currently under review have been approved: Future Land Use (FLU 2025.03.1591), Rezoning (2025.03.1590), Right-of-Way Abandonment (ABAN 2025.03.1589), and Replat (PLAT-2025.08.5622). Response: Acknowledged. This application will proceed following approval of the applications listed. Composite Plan: 9. Correct application number to 2025.05.3011 Response: Application number corrected to 2025.05.3011. 10. Add variance application # (BOA-126) Response: Variance application number BOA-126 added to Composite Plan. Tree Impact Assessment: 11. Correct City name. Response: City name corrected throughout document. 12. Wrong acreage and % for B-rated areas. Response: Acreage and percentage for B-rated areas corrected per staff comment. The proposed improvements appear to modify the total site area (proposed vacation of right-of-way subject to recording), impervious areas (buildings), water (lake) areas, pervious area (due to decrease in lake area). Revise Composite Site Plan and Site Data Table to clarify all existing improvements (previously permitted by SFWMD) and proposed modifications under this application. Refer to markups. Response: The Composite Plan and Site Data Table differentiate existing versus proposed lake conditions via hashing, lakes have been incorporated into the plan. The lake area percentage has already been decreased by 26,345 SF consistent with the engineering plans. The green space has been increased overall as well as the total site acreage is now being shown to include both parcels. 2. Provide a drainage statement outlining previously obtained agency permits and how the proposed modifications meet or will meet drainage and stormwater management requirements of the City and South Florida Water Management District (SFWMD). Response: Please refer to the land development permit that is under review as application LDP-2025.10.6611. 3. Revise Composite Site Plan to clarify 60' U.E. is proposed (subject to recording). Response: Composite Site Plan updated to identify the proposed 60' U.E. 4. Revise Survey (or provide as-built) to illustrate sufficient existing topography (utilities, lakes, trees, paved cart path) and elevations for the areas of proposed work. Response: Please refer to the land development permit that is under review as application LDP-2025.10.6611. 5. A portion of lake appears to encroach into private property (Parcel 08-43-45-08-0400- 20000 owned by WOJV Boynton Beach LLC). Provide and confirm minimum perimeter berm elevation is met. If encroachment is permitted, provide drainage and/or lake maintenance easement from adjacent property owner. Refer to markup of sheet LM-2. Response: Please refer to the land development permit that is under review as application LDP-2025.10.6611. 6. Revise Engineering Plan and Justification Statement to include the cubic yards of material to be moved beyond the property line. Note: Prior to issuance of the land development permit, City Commission approval shall be required for all work involving the movement of material one thousand (1,000) cubic yards or greater beyond the property lines in accordance with LDR Ch. 4. Art. XI. Sec. 2.A.2.b. Response: Please refer to the land development permit that is under review as application LDP-2025.10.6611. 7. All Melaleuca, Brazilian Pepper and Australian Pine which occurs on the site shall be removed in accordance with LDR Ch. 4. Art. XI. Sec. 4.E. Provide Tree Survey and Mitigation Plan as required. Response: Acknowledged. Invasive species removal and mitigation will be addressed within the Landscape and Tree Mitigation Plan at permitting. 8. Littoral and upland plantings shall be provided in accordance with Chapter 4, Article II, Section 4.A.9. Provide Landscaping Plans as required. Response: Littoral and upland planting details will be included in the Landscape Plans to be submitted at permitting, consistent with Chapter 4 requirements. 9. Revise Engineering Plans to provide detailed grading plan and sections illustrating sufficient proposed topography and elevations for the areas of proposed work to demonstrate how proposed grading/slopes tie-in to existing grade abutting utilities/easements, and minimum perimeter berm along property lines. Refer to markup of sheet LM-2. Response: Please refer to the land development permit that is under review as application LDP-2025.10.6611. 10. Add note to Engineering Plans: Contractor is responsible for verifying the exact location of all utilities and is responsible for any damage to utilities caused by their work. Call Sunshine 811 at least 48 hours prior to commencement of excavation.Add note to Engineering Plans: A certified report shall be submitted each month by the applicant's Florida registered engineer for the duration of construction. Each report shall certify that the work is (or is not) conforming with the requirements of the permit. If the work is not in conformance, then the report must list each item of work not consistent with the stipulations of the permit and the remedial action that the engineer has taken concerning each item. Response: Please refer to the land development permit that is under review as application LDP-2025.10.6611. 11. Add note to Engineering Plans: Construction must immediately cease upon discovery of archeological artifacts, and certified notification must be forwarded within twenty-four (24) hours to the Division of Archives, History and Records Management, Florida Department of State. Artifacts must be protected by the developer to the satisfaction of the division prior to recommencement of construction in the immediate area of the discovery. Response: Please refer to the land development permit that is under review as application LDP-2025.10.6611. 12. Add note to Engineering Plans: The contractor shall make every effort during construction to control wind and water erosion of the soil on site until such time as permanent ground cover is installed. Contractor shall provide runoff and sediment protection around existing drainage inlets. Should the site become excessively dry, and wind and soil erosion becomes prevalent and/or a nuisance, the contractor shall water and/or seed and mulch the area, and provide erosion control fencing as necessary. All disturbed portions of the site shall be seeded and mulched in accordance with LDR Ch. 4. Art. I. Sec. 4.E. Response: Please refer to the land development permit that is under review as application LDP-2025.10.6611. 13. Add note to Engineering Plans: All projects one-acre or larger in size, shall submit a Notice of Intent (NOI) to the FDEP for coverage under the NPDES Generic Permit. The proposed site modifications propose to decrease the lake area by 26,354 SF. Clarify and revise water (lakes) area and greenspace. Response: The reduction of lake and greenspace has already been calculated in. The lake area percentage was decreased overall by 26,345 SF consistent with the engineering plans. The green space has been increased overall as well as the total site acreage is now being shown to include both parcels, whereas previously both were not included. 18. Inconsistent site area throughout submitted plans and survey. Verify and clarify total site area includes the proposed vacation of the right-of-way (subject to approval and recording plat). Response: Total site area has been verified to include the proposed right-of-way vacation, subject to approval and recording.
