Justification Statement-Feedback Page 1 of 4 High Ridge Country Club Minor Site Plan Modification (MSPM) November 10th, 2025 Introduction On behalf of the Applicant, High Ridge Country Club, Inc., Cotleur & Hearing is requesting approval of a Minor Site Plan Amendment to the affected area of the Golf Course due to renovations. Minor Modifications to the affected area of the golf course exhibit are also included within this submission to accommodate this request as there is no site plan of record for the golf course. High Ridge Country Club is located on the south side of Hypoluxo Road immediately west of High Ridge Road within the City of Boynton Beach, Florida. Background The High Ridge Country Club is a recreational facility reserved exclusively for use by its members. The first and opening rounds of golf were played at High Ridge Country Club in celebration of its opening on October 1, 1980. From the years of 1981-1999, the existing Clubhouse as it stands today was built in phases. High Ridge Country Club also contains an 18- hole golf course lined with historic oak trees that play a major role in its spectacular “Old World” feel. High Ridge Country Club is limited to 265 members today and there are no plans to change or increase the membership. The Club is not open to the public, and it should be noted that there are no residential uses associated with the High Ridge Country Club. Access and activity completely revolves around the Clubhouse and recreational amenities of the immediate surroundings. History MSPM 17-009 Major Site Plan Modification Development Order dated December 17, 2017 granted approval to construct a new one-story, 54,500 square foot clubhouse building, gatehouse, and related site improvements. In July 2018, a Minor Site Plan Modification was approved to allow the rotation of the clubhouse clockwise by approximately thirty-feet. Minor site and landscape plan adjustments accompanied this request. In July 2019, a Minor Site Plan Modification, MMSP-19-104, was approved to allow the addition of a 2,100 square foot storage building (Storage Building #2), modifications to approved entry VOID Page 2 of 4 gate, modification of the pavilion and cart path along the SW corner of the Clubhouse, and associated landscape and lighting design changes. Storage Building #2 was permitted under COMB-2023-09-48602. Most recently, in June 2025, a MMSP-25-05-3011 was approved for the addition of a 1-story, 1,950 square-foot storage building (Storage Building #3). No lighting or landscape changes were included as part of this modification. Civil plans were provided for the required addition of a fire hydrant. The applicant is working to secure their building permits for the addition of a 1,950 SF Storage Building under permit number COMB-2024-08-62173 at this time. Collectively, these applications and approvals illustrate the incremental improvements that have been undertaken to maintain and enhance the High Ridge Country Club’s facilities. Active Applications In addition to these completed approvals, the High Ridge Country Club is actively processing several Major and Minor Development Applications. These include the NW 7th Court Right-of- Way Vacation (Case #2025.03.1589), the Rezone request (#2025.03.1590), the Future Land Use Map Amendment (#2025.03.1591), and the Plat application (#2025.08.5622). Each of these applications is currently under review and will provide the necessary framework to clarify the property’s entitlements, secure the appropriate recreational zoning and land use, and establish the unified parcel configuration that supports the Club’s long-term operational needs. Subject Request (Golf Course Renovation) High Ridge Country Club seeks to modify the 18-hole Golf Course as part of this request. The subject request results from the zoning review of the concurrent applications. Minor changes to the site are proposed within this request. To ease the review process, the changes are listed below and indicated on the Composite Plan which details the affected area. Engineering plans have been provided along with Landscape Tree Impact Plans and a Tree & Vegetative Assessment. The renovation involves a series of lake expansions and reconfigurations designed to improve golf playability and enhance the natural beauty of the course by restoring native vegetation, enriching wildlife habitat, and creating a more sustainable, visually striking landscape that highlights the charm of Florida’s unique environment. 1. Modifications to Greens & Lakes The proposed work affects three major sub-basins. In the NE Sub-Basin, approximately 69,103 sq. ft. (1.59 acres) will be cut and 161,161 sq. ft. (3.70 acres) filled, resulting in a net reduction of 2.11 acres of open water. In the SE Sub-Basin, 48,189 sq. ft. (1.11 acres) will be cut with 21,376 sq. ft. (0.49 acres) filled, resulting in a net gain of 0.62 acres. In the SW Basin, 138,844 sq. ft. (3.19 acres) will be cut and 99,953 sq. ft. (2.29 acres) filled, resulting in a net gain of 0.90 acres. Revise Justification Statement to include the cubic yards of material to be moved beyond the property line. Note: Prior to issuance of the land development permit, City Commission approval shall be required for all work involving the movement of material one thousand (1,000) cubic yards or greater beyond the property lines in accordance with LDR Ch. 4. Art. XI. Sec. 2.A.2.b. Page 3 of 4 Collectively, the proposed changes balance excavation and fill to maintain stormwater capacity while improving course drainage. Please refer to the civil plans attached. 2. Environmental Considerations The lake expansions intersect areas designated as Environmentally Sensitive Lands (ESL). Approximately 1.06 acres of A-rated ESL (3.07% of total A-rated lands) and 7.31 acres of B-rated ESL (18.59% of total B-rated lands) will be impacted. Field assessments indicate that the A-rated area contains predominantly declining Slash Pines, sparse Cocoplum, and limited Saw Palmetto, with most trees rated in Poor condition. The B-rated area is dominated by non-native Melaleuca monocultures, with limited native Slash Pine and aquatic vegetation communities such as Fireflag, Duck Potato, and Pond Apple in fair to good condition. Impacts are considered minimal and compliant with the City of Boynton Beach Comprehensive Plan, which requires that at least 75% of A-rated lands be preserved. Post-construction, impacted areas will be restored through enhanced shoreline planting and native vegetation replacement 3. Landscape and Vegetation Enhancements Tree impact plans identify that clearing will stop at transition lines between invasive species and native upland vegetation, ensuring protection of intact hammock and preserve areas. Restoration efforts will incorporate native shoreline plantings, expansion of existing oak canopy corridors, and buffer enhancements to integrate new lake edges into the existing golf course landscape fabric. Land Use and Zoning There is no change to the land use and zoning within this minor site plan amendment request, however, the site is currently under review for a Rezoning, Future Land Use Amendment, and Replat to unify the three parcels which make up High Ridge Country Club. The subject property has a proposed zoning designation of Recreational (REC) with a proposed Future Land Use designation of Recreation (R). Historically only the main Rec PCN has been accounted for. For this application, all PCN’s and acreages have been accounted for to ensure consistency. Parking The Applicant is not proposing any modifications to the vehicular parking. The site remains as approved with 341 parking spaces. Vehicular Access The Applicant is not proposing any modifications to the existing access point to High Ridge Country Club from Hypoluxo Road. Lighting Page 4 of 4 The lighting locations have not been modified. No additional changes are proposed for lighting as the subject area is a golf course. Traffic There are no proposed changes to the traffic circulation or trip counts. No increase in membership is proposed as a result of the requested modifications; therefore, no increase in traffic will occur.
