RE: LAKE WORTH CHRISTIAN SCHOOL
Project #: 150620
Traffic Performance Standards Review
Dear Ms. Troutman:
The Palm Beach County Traffic Division has reviewed the revised Traffic Impact Study for
the above referenced project, prepared by Pinder Troutman Consulting, Inc., dated July
27, 2015, supplemented with more information in an email, dated August 5, 2015,
pursuant to the Traffic Performance Standards in Article 12 of the Palm Beach County
Unified Land Development Code. The proposed project is to expand an existing private
school. The project is summarized as follows:
Municipality:
City of Boynton Beach
Location:
E of High Ridge Rd, app. 3000 ft S of Hypoluxo Rd
PCN #:
08-43-45-09-00-000-7070
Existing Uses:
Private School (K-12)=Current enrollment 448 students, Last
5 Yr. Average Enrollment=452 student
Proposed Uses:
Expand number of students to a total of 555 and add 60 Pre -
K Students with normal school operation (not a day care)
New Daily Trips:
404
New Peak Hour Trips:
132 AM (81151) and 28 PM (12116)
Build -out:
December 31, 2020
Based on our review,
the Traffic Division has determined the proposed development
meets the Traffic Performance
Standards of Palm Beach County. The following
comments are being offered to the City for its consideration.
The City should note that the new 60 Pre -K student addition to the site is proposed to be
operated as a regular private school and not a Dai, Care Center. The schools usually
have fixed operating hours when all students come and leave around the same time as
opposed to a day care center where students are dropped off and picked up throughout
the day as per their guardians' schedules. To meet the TPS, this study has utilized the
bonus roadway capacity that is granted to schools (both public and private) only. This
should be reflected in this project's Development Order by the City. The Development
Order issued by the City must reflect the additional 60 student Pre -K to be operated as a
private school.
The City should also require the developer build a north approach left turn lane on High
Ridge Rd at the southern driveway (which is an entrance only). The southbound left turns
are expected to be very high and are made from the only through lane that is shared by
through traffic on High Ridge Rd. These turning volumes greatly exceed the PBC
threshold for requiring an exclusive left turn lane. Providing this turn lane will also
increase the safety of traffic in this area. A south approach right turn lane at this entrance
is also advisable for the same reasons as that of the left turn lane, though volumes do not
strictly meet County thresholds. A separate right turn lane would not only make for a
smoother flow of traffic but would also enhance the safety of road users. Though an
intersection analysis regarding the capacity and Level of Service has been performed for
the entrance driveway showing that the driveway would operate acceptably with no turn
lanes, this analysis alone is not capable of showing the safety implications of not
providing these turn lanes.
If you have any questions regarding this determination, please contact me at 561-684-
4030 or e-mail to gbari(Wpbcaov.org.
Sincerely,
Quazi Bari, P.E. ^ !
