Bank of South Palm Beaches November 5, 1990 Letter
Request City Action held in Abeyance
Additional One Year Time Extension for Infra-structure
The Engineering Department for the City of Boynton Beach, Florida recommends
that the Bank of South Palm Beaches be afforded the time requested, conditioned
upon the following:
1. The Bank of South Palm Beaches should coordinate with the Police Department
and the Building Department relative to providing proper security measures
at this site, as there currently exists a quantity of two (2) residential
structures not yet occupied. (ie. No Trespassing, etc.)
2. The on-site construction trailers should be removed from the site.
3. All loose and unattended construction materials should be removed from the
site.
4. The site, where appropriate, specifically the entrance roadway and approach
should be barricaded with standard F.D.O.T. barricades to discourage
trespassing. It should be noted however, that the time extension should not
commence ~ntil the required time interval of twenty-one months has expired.
The P.U.D. is due to expire in approximately five (5) months from the date
of this letter, therefore the one year time extension should commence
March 1, 1991.

RE: CLEAN IRREVOCABLE LETTERS OF CREDIT
EFFECTIVE DATE - EXPIRATION DATE
Attached for your review and consideration, is a copy of a L.O.C. which expired
September 19, 1990 (issued for the Lawrence Lakes project). As the City Code of
Ordinances specifies a twenty-one (21) month construction completion time interval,
I highly recommend that all L.O.C.'s be considered active for the prescribed
interval as our Code of Ordinances provides language on Page 2115 which seems to
indicate surety shall remain in full force and effect until completion of the
improvements. The attached L.O.C. was issued for a period of one (1) year. It
is unlikely that most P.U.D.'s can be fully constructed within this limited time
frame.
Please consider requiring that all future L.O.C.'s incorporate language to protect
the interest of the City as alternate surety (code requires AAA surety) approval
could incorporate this provision as a condition of alternate surety acceptance.

We can approve this project subject to the following conditions:
1. Sabal palmettos and other large species are not permitted in
the 5~foot utility easement abutting the canal. Due to the
narrowness of the easement, only shrubs will be permitted so
as not to disturb the water main lying therein. This same
condition applies wherever sabal palmettos are located
proximate to the water main.
2. The roadway dedication for utility purposes is not correct.
3. The nearness of main line sewers to the lot lines will result
in the service wyes being encased in concrete, and the use of
additional fittings. A detail must be provided showing how
these services will be constructed.
4. Delete the detail for double sanitary services which includes
a double wye fitting. This construction is no longer
acceptable.

tures. This may result in our utilities encroaching into LWDD
property, or conflicting with telephone and power lines.

Sewer mains must be moved far enough away from property lines
to allow the proper placement of cleanouts and also future
excavation, without encroaching on private property. This
realignment may involve adding manholes.
3 .
Large trees are not allowed in utility easements. Sabal
Palmettos appear to be planted directly over the water main
along the north boundry.
4.
Connecting the water main loop to the school site to the north
will allow a better flow configuration through the project.
As appropriate easements are obtained from the School Board,
the system should be redesigned to show one connection on
Lawrence Road, and one connection to the school site.

3. The discharge of 14.85 c.f.s. exceeds the allowable into
L.W.D.D. canal 21. Additional lake storage may be required.
4. Sidewalk construction and/or bicycle path is required for
Lawrence Road as per C~nty requirements.
5. Sidewalks to be connected to pavement at intersections.
6. Storm water run-off from the recreation areas should not be
shown causing sheet flow across roadways and sidewalks.
Ground elevations should be shown lower than streets to pond
water.
