Lawrence Grove PUD Master Plan Modification
The developer of Lawrence Grove PUD has requested a master plan
modification to alter the lot configurations away from the
present lot mixture of zero lot lines and Z-lots, to a mix of
zero, Z-lots, and standard setback lots.
The Planning and Zoning Department has reviewed this request and
has determined that no greater impacts would be generated by this
amendment to the master plan. The overall number of units that
was approved in the original master plan will remain the same.
This request was reviewed by the City Commission at its meeting
of 4/7/92 and determined to be a minor modification and forwarded
to the Board for final disposition.
Staff recommends approval of the modification subject to the
staff comments included in the backup.

SUBJECT: Lawrence Grove PUD Master Plan Modification
Urban Design Studio, acting as the agent for the Houvnanian
Companies has requested a master plan modification for Lawrence
Grove PUD.
The proposed modification would allow for the restructuring of
the present lot layout which favors zero lot lines and Z-lots to
be altered to a more conventional rectangular freestanding lot
which would have conventional setbacks.
The applicant has not asked for a change in the overall density
of the site and we do not see that any increase in impact will be
generated by this change. The applicant has indicated they will
replat the development if this modification is approved by the
City.
The Technical Review Committee reviewed this petition at its
meeting on March 12, 1992 and the comments of the various
departments are included in the backup. All of the comments can
be complied with at the time of plat review.
Appendix B, Section 12 "Changes in Plans" prescribes the
procedure to be followed in reviewing master plan modifications.
The City Commission has sole discretion as to whether or not the
proposed modification is major or minor. A minor modification
shall be forwarded to the Planning and Zoning Board for
consideration. A major change must follow the full procedure for
a PUD zoning amendment.
Staff analysis of the proposal shows that there will be no
increased traffic, water, sewer, drainage, or recreation impacts
because of this amendment. We would ask that the City Commission
forward this modification to the Planning and zoning Board with a
finding that the modification is minor and with the applicable
staff comments.

Dear Chris:
Please accept this letter, and the accompanying $500.00 filing fee,
as our request, on behalf of K. Hovnanian, Inc., for approval of
a minor amendment to the Master Plan of the Lawrence Groves Planned
Unit Development.
Pursuant to our discussions, the Lawrence Groves PUD was approved
by the City in 1987. The 48.23 acre project was to consist of 210
units, (a density of 4.35 units per acre), developed with patio
homes (both straight lot line and Z-lot, zero lot line). Plan
elements included three separate recreation areas, over 5 acres of
lakes, and a substantial preservation of the citrus grove which was
existing on the site.
Phase One of the project is partially developed, with 48 lots sold.
All of the units constructed to date have been patio houses (both
straight lot line and Z-lot line). Sixty-four lots remain to be
developed in Phase One.
As with many projects developing in the current economic climate,
absorption has been somewhat below initial projections. Absorption
of this particular project has also been hampered somewhat by
changes in the housing market, with a lessened demand for patio
homes in favor of conventional, single family detached houses.
The purpose of this requested amendment is to allow a larger mix
of housing types in the development. Housing types would include
the approved straight lot line and Z-lot patio homes, and
conventional detached homes. Some of the conventional lots are
proposed for development for 40 feet wide units, and some 35 feet
wide units. All of the housing types would be single family
detached units.

review of the impacts associated with this proposed development
plan indicates no changes in projected traffic generation rates or
traffic distribution, and no changes in demand for any City
service, including solid waste disposal, potable water or sewer
service. There is no change in the drainage system design in place
in Phase One of the project, or planned in future phases.
We understand that the review of this change will be as follows:
1) Technical Review Board meeting;
2) City Commission Public Hearing;
3) (assuming approval as a minor amendment), Planning and
Zoning Board Public Hearing.
If our understanding of this process is incorrect, please advise
us. Otherwise we expect, and would very much appreciate, this
request being considered on the first possible agendas for each of
these required meetings.

Please note that at permit time, the buildings will be required
to comply with Table 600 of the Standard Building Code.

We have reviewed this project and can approve subject to the following conditions:
Reconfiguration of the lots is best addressed by a replatting of the existing
subdivision. Consideration must be given to the previously sold lots in as much
as their approval may be a requirement of replatting. To accomplish replatting,
6 copies of the preliminary plat must be submitted to the City Engineer for review
by the Technical Review Committee and forwarded to the City Commission for approval.
Fee for this submittal is $500 + $l.OO/Dwellings = $612. Following preliminary
plat approval, a final plat shall be submitted to the City Engineer, conforming to
Appendix C - Article VIII, Section 6. With the City Engineerts approval this will
again be presented by the City Planner to the City Commission for approval after
which, when approved, it will be signed and returned to the developer for recording.
