would ask that you review this amended site plan submittal to
determine if the plans have been adjusted to satisfy comments

at time of building permit, please advise the Planning and Zoning
Department in writing. If your comments have not been met, please
advise the Planning and Zoning Department in writing.

The plan documents have been reviewed by the Building Division in
conjunction with our previous comments:
1. Site signs - No signs are shown, so I can only assume
that the applicant has been made aware that, in the
event signs are requested at a later date, they must
receive site approval.
2. Lot Zoned R-2 - The lot that is zoned R-2 must be re-
zoned to commercial in order to expand the business.
By virtue of the Planning Department, I assume this has
been accomplished, therefore, the Building Division
recommends that these plans proceed with the under-
standing that the improvements on the existing lot
would need to be permitted for relocation or
demolition.

We have completed our second review of subject plans and have the
following to offer:
A. Revise documents to reflect all comments.
B. All plans submitted for specific permits shall meet the
City's code requirements at time of application. These
permits include, but are not limited to the following;
site lighting, paving, drainage, curbing, landscaping,
irrigation and traffic control devices. Permits required
from agencies such as the FOOT, PBC, SFWMD and any other
permitting agency shall be included with your permit
request.
C. Provide Certification by Developer's Engineer that
drainage plan complies with all City codes and standards.

Find attached for your review the plans and exhibits for the above-
referenced project. Site Plan Review approval for this project
will be granted by the City Commission. To ensure that the project
stays on line with the review time frame, I request that the plans
and exhibits be reviewed and formal written comments transmitted to
the Director of the Planning and Zoning Department no later than
5:00 P.M. on Julv 18. 1995. Do not return plans and exhibits.
Retain same for the review of the amended plans (second review).
Adhering to the following review guidelines will promote a
comprehensive review and enable the applicant to efficiently obtain
Technical Review Committee approval:
1. Use the review standards specified in Part III, Land
Development Regulations, Chapter 4, Site Plan Review, Section
8 of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be
substantially complete based on the submittal requirements
identified in Section 7 of the Site Plan Review Ordinance.
However, if the data provided to meet the submittal
requirements is insufficient to properly evaluate and process
the project based on the review standards or the documents
show code deficiencies, additional data and/or corrections
should be requested by the reviewer through the Planning and
Zoning Department.
3. Each comment shall reference the section of the code that is
incorrectly depicted on the documents.
4. Technical Review Committee member (s) shall identify in their
comments when the plans depict or when the location and
installation of their departmental required improvements may
conflict with other departmental improvements.

5. when a TRC Member finds a code deficiency that is outside of
his/her review responsibility, the comment and the specific code
section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review
specified.
6. If a TRC member finds the plans acceptable, he/she shall forward
a memo, within the time frame stated above, to the Planning and
Zoning Director stating that the plans are approved and they do
not have any comments on the plans submitted for review and
recommend the proj ect be forwarded through the approval process.
All comments shall be typed, addressed and transmitted to the Director
of the Planning and Zoning Department for distribution to the
applicant. Please include the name and phone number of the reviewer
on this memo. Michael E. Haag will be the Planning and Zoning
Department staff member coordinating the 1st review of the project.
The Planning and Zoning Department will send the applicant a cover
letter which includes the comment(s) and directions to amend the plans
to comply with the comments and the procedures for resubmission. When
the Planning and Zoning Department receives the amended plans, they
will distribute the plans with a cover memo to all TRC Members for
review and approval.

The following comments/recommendations are submitted for your review. If any of the code
comments disallow the applicant to develop the site as submitted. the applicant may request a
variance thru the planning department as stipulated in Chapter one, Article one, Section eleven,
page 1-5 of the city's Land Development Regulations.
All plans submitted for specific pennits shall meet the city's code requirements at time of
application. These permits include, but are not limited to the following: Site lighting, Paving,
Drainage, Curbing, Landscaping, Irrigation, and Traffic Control Devices. Permits required from
agencies such as the F.D.a.T., P.B. County, S.F.W.M.D., and any other permitting agency shall
be included with your permit request.
COMMENTS
1. Landscaping requires curbing to protect it from vehicle encroachment. Show on plans and
provide typical detail. Chap. 23, ArtJIE, pg. 23-7.
2. Correct "typical swale section" to reflect actual width of swale on the private property.
3. Provide details and specs. for parking lot construction. Chap.23, Art.I. SecA - pg. 23-4.
4. Provide 27' backup distance for existing parking spaces along N.E. comer of existing site.
See city standard drawing B-90013.
5. Install appropriate stop signs and stop bars at all driveways ifneeded. Chap.23, Art.IIB2,
pg.23-7.
6. Construct sidewalk to end of site along west property line. Chap.6, Art. III, Sec. I lA, pg. 6-3.
RECOMMENDATIONS
1. Consider allowing applicant to keep the original parking spaces on the original site without
triggering section 2F of chapter 23. Parking is always at a premium and the only purpose of
striping out existing spaces on the existing site is to avoid bringing the whole site up to today's
codes. If we allow the proposed addition to go forward as a separate site plan, what will it hurt
to allow applicant to keep the three spaces he plans to mark "no parking"?

The following is a list of 1st review comments regarding the Site
Plan Review of the plans for the above-referenced proj ect. It
should be noted that the comments are divided into two (2)
categories; the first category is a list of comments that identify
deficiencies from the city's Land Development Regulations (LDR)
that are required to be corrected and shown in compliance on the
plans and/or documents submitted for second (2nd) review in order
for the project to continue through the site plan review process.
The second set of comment(s) are recommendations that the Planning
and Zoning Department staff believe will enhance the proposed
development. The applicant shall understand that all documents and
plans submitted for site plan and/or permit review are subject to
additional comments. I recommend that the applicant/agent contact
me regarding questions related to the comments. If the applicant
is not intending to correct code deficiencies they should contact
me regarding the procedures, application forms, fees and submittal
deadline dates for seeking relief from the code requirement.

PLAN REVIEW COMMENTS
The applicant shall obtain, complete and submit to the
Building Department a "unity of title" form that unifies
the rezoned property to the existing car wash property.
A unity of title form is available in the Building
Department and is required prior to making improvements
on the re-zoned property.
Specify on the site plan the use for the area indicated,
"no parking".
Show on the site plan, drainage plan and landscape plan
the location of the city standard curbing required to
protect the landscape areas. The location of the curbing
shall comply with the locational specifications listed in
Article II E. of Chapter 23 Parking Lots, Land
Development Regulations.
It appears that the plan titled "site plan" is the
drainage plan and the plan titled "drainage plan" is the
site plan. Correct the plans accordingly.
Specify on the site plan the color of the awning frame-
work and awning. Identify the color by color name, color
number or designation and manufacturer's name. The color
of the canopy and framework shall be compatible and in
harmony with the other elements of the main structure/

Submit dimensioned elevation view drawings of both canopy
structures. Also submit color samples of the material.
Identify the color of the structure and awning by
identifying the color by color name, color number and/or
designation and manufacturer's name. Provide a color
elevation view drawing of the canopies. Note the color
shall be consistent on all drawings. [LDR, Chapter 9 -
Community Design Plan, Section 5.]
Specify and show on the site plan the proposed use of the
portions of the existing buffer wall that are to remain.
The wall shown along the north property line of the new
C-3 zoned property is required to separate the C-3 zoned
property from the adjacent R-2 property. The wall is
considered a buffer wall. The zoning code specifies the
material, location and size for the required buffer wall.
Adjust the location of the wall shown on the section view
drawing and site plan drawing so that the wall is two (2)
feet from the north, east and west property lines.
Specify on the section view drawing the color of the
stucco finish proposed for the wall by color name, color
number or designation and manufacturer I s name. To
properly evaluate the option of using a pre-cast concrete
wall instead of a stuccoed concrete block wall, provide
a section view drawing of the proposed pre-cast wall
including type and color of the finish material. [LDR,

The orange jasmine shrubs proposed along the east and
west property lines of the new vehicle use area are not
native. A total of not less than one-half of the total
number of required trees, shrubs and vines shall be a
native specie. Correct the landscape plan accordingly.

Modify the spacing of the vines proposed along the buffer
wall (north property line) to be no more than five (5)
feet on center. Also amend the plan to show at least
one-hal f of the total number of required vines as a
native specie. [LDR, Chapter 7.5, Article II - Landscape
Code, Section 5. C. 4. and Comprehensive Plan, Policy
4.4.6]
Add a note to the landscape plan that indicates that the
lion center" spacing of required landscape material takes
precedence over quantities identified on the plan. [LDR,

Add a note to the plan that indicates the quality of
plant material and the procedures for installation as
outl ined in the landscape code. [LOR, Chapter 7.5,

landscape areas shall be irrigated with an automatic

category is a list of recommendations I believe will enhance the
aesthetics and function of the project.
All comments and recommendations can be rectified on the plans
submitted at time of permitting, if the site plan request is
approved. The applicant must understand that additional comments
may be generated upon review of the documents and working drawings
submitted to the Building Division for permits for the proposed
project.
I. SITE PLAN REVIEW COMMENTS:
1. The applicant shall obtain, complete and submit to the
Building Department a "unity of title" form that unifies

II. RECOMMENDATIONS:
5. It is recommended that a native vine be planted along the
north side of the buff,er wall. It is further recommended
that the vine be at least two (2) feet in height after
planting and spaced five (5) feet on center along the
entire length of the wall.
NOTE: If recommendations are approved, they shall be
incorporated into the working drawings required for
permits for the project.

Staff has reviewed the above referenced project and offer the following comments:
1. Please show existing water and sanitary sewer mains and services on your
Site Plan (sheet 2 of 4). Developer will be responsible for proper
abandonment of services not utilized under inspection by the City of
Boynton Beach Utilities Department, (Sec. 26. 16(a)).
2. An approved backflow preventor will be required on the domestic water
service and on the existing irrigation systems, (Sec. 26.107).
It is our recommendation that the plan proceed through the review process.

The following comments/recommendations are submitted for your review. If any of the code
comments disallow the applicant to develop the site as submitted, the applicant may request a
variance thru the planning department as stipulated in Chapter one, Article one, Section eleven,
page 1-5 of the city's Land Development Regulations.
All plans submitted for specific permits shall meet the city's code requirements at time of
application. These permits include, but are not limited to the following: Site lighting, Paving,
Drainage, Curbing, Landscaping, Irrigation. and Traffic Control Devices, Permits required from
agencies such as the F.D.O.T., P.B. County, S.F.W.M.D., and any other permitting agency shall
be included with your permit request.
COMMENTS
1. Landscaping requires curbing to protect it from vehicle encroachment. Show on plans and
provide typical detail. Chap. 23, Art.JlE, pg. 23-7.
2, Correct "typical swale section" to reflect actual width ofswale on the private property.
3. Provide details and specs. for parking lot construction, Chap.23, Art.!. SecA - pg. 23-4.
4. Provide 27' backup distance for existing parking spaces along N.E. comer of existing site.
See city standard drawing B-900 13.
5. Install appropriate stop signs and stop bars at all driveways if needed. Chap.23, Art.IIB2,
pg.23-7.
6. Construct sidewalk to end of site along west property line. Chap.6, Art. Ill, Sec. I lA, pg. 6-3.
RECOMMENDATIONS
1. Consider allowing applicant to keep the original parking spaces on the original site without
triggering section 2F of chapter 23. Parking is always at a premium and the only purpose of
striping out existing spaces on the existing site is to avoid bringing the whole site up to today's
codes. If we allow the proposed addition to go forward as a separate site plan, what will it hurt
to allow applicant to keep the three spaces he plans to mark "no parking"?

The following is a list of 1st review comments regarding the Site
Plan Review of the plans for the above-referenced proj ect. It
should be noted that the comments are divided into two ( 2 )
categories; the first category is a list of comments that identify
deficiencies from the City's Land Development Regulations (LDR)
that are required to be corrected and shown in compliance on the
plans and/or documents submitted for second (2nd) review in order
for the project to continue through the site plan review process.
The second set of comment(s) are recommendations that the Planning
and Zoning Department staff believe will enhance the proposed
development. The applicant shall understand that all documents and
plans submitted for site plan and/or permit review are subject to
additional comments. I recommend that the applicant/agent contact
me regarding questions related to the comments. If the applicant
is not intending to correct code deficiencies they should contact
me regarding the procedures, application forms, fees and submittal
deadline dates for seeking relief from the code requirement.
I. SITE PLAN REVIEW COMMENTS
1. The applicant shall obtain, complete and submit to the
Building Department a "unity of title" form that unifies
the rezoned property to the existing car wash property.
A unity of title form is available in the Building
Department and is required prior to making improvements
on the re-zoned property.
2. Specify on the site plan the use for the area indicated,
"no parking".
3. Show on the site plan, drainage plan and landscape plan
the location of the city standard curbing required to
protect the landscape areas. The location of the curbing
shall comply with the locational specifications listed in
Article II E. of Chapter 23 Parking Lots, Land
Development Regulations.
4. It appears that the plan titled "site plan" is the
drainage plan and the plan titled "drainage plan" is the
site plan. Correct the plans accordingly.
5. Specify on the site plan the color of the awning frame-
work and awning. Identify the color by color name, color
number or designation and manufacturer's name. The color
of the canopy and framework shall be compatible and in
harmony with the other elements of the main structure/

Please place the above-referenced request on the September 19, 1995
City Commission agenda under Development Plans.
DESCRIPTION: Jim Zengage, agent for Mary Fisher, owner is
requesting approval to amend the approved site plan to expand the
car wash to include a canopy for automobile polishing and
vacuuming, additional parking and a vehicle stacking area on a .23
acre parcel north of the existing car wash located at 201 East
Boynton Beach Boulevard.
RECOMMENDATION: The Planning and Development Board, with a 7-0
vote, recommended approval of this request subject to staff
comments (Engineering Division Memorandum No. 95-316, Building
Division Memorandum No. 95-309, Forester/Environmentalist
Memorandum No. 95-386 and Planning and Zoning Department Memorandum
No. 95-466). At the meeting, the applicant raised concerns with
Planning and Zoning Department Memorandum No. 95-449, comment 3 and
5 based on the proximity of eXisting structures on the adjacent
property to the north. Staff has re-reviewed comment 3 and 5 and
is agreeable to deleting them. The applicant also stated that
they had talked to the Community Redevelopment Advisory Board
(CRAB) and that they had agreed to allow adding a storage building
in the location on the site plan that is hatched (immediately west
of the dumpster near N.E. 2nd Street). As a point of information,
the CRAB does not have' formal responsibility of reviewing this
property, since it is not located in the central Business District
(CBD). A storage building would require a future site plan
modification and must meet setbacks.
Therefore it is recommended that approval be conditioned upon staff
comments, except comments 3 and 5 from the Planning and Zoning
Department and to setback compliance of the referenced storage
building to be reviewed during a future site plan approval.

The existing car wash facility requires ten
(10) parking spaces there are fifteen (15)
spaces provided including six (6) new spaces
located on the recently rezoned property that
has been added to the site.
Landscaping:
The applicant will provide landscape materials
adequate to meet all landscape code
requirements. The screening and landscaping
meets or exceeds code requirements in all
respects and provides the functional buffering
requirements and incudes a six foot buffer
wall to provide screening along the northern
perimeter of the property.

We have completed our second review of subject plans and have the
following to offer:
A. Revise documents to reflect all comments.
B. All plans submitted for specific permits shall meet the

The plan documents have been reviewed by the Building Division in
conjunction with our previous comments:
1. Site signs - No signs are shown, so I can only assume
that the applicant has been made aware that, in the
event signs are requested at a later date, they must
receive site approval.
2. Lot Zoned R-2 - The lot that is zoned R-2 must be re-
zoned to commercial in order to expand the business.
By virtue of the Planning Department, I assume this has
been accomplished, therefore, the Building Division
recommends that these plans proceed with the under-
standing that the improvements on the existing lot
would need to be permitted for relocation or
demolition.

The following is a list of comments regarding the second review of
the above-referenced project. It should be noted that the comments
are divided into two (2) categories. The first category is a list
of comments that identify unresolved comments either from the first
review or new comments as a result of the second review. To show
compliance with these comments will not substantially alter the
configuration of the site and design of the building. The second
category is a list of recommendations I believe will enhance the
aesthetics and function of the project.
All comments and recommendations can be rectified on the plans
submitted at time of permitting, if the site plan request is
approved. The applicant must understand that additional comments
may be generated upon review of the documents and wo~king d~awings
submitted to the Building Division for permits for the proposed
project.
I. SITE PLAN REVIEW COMMENTS:
1. The applicant shall obtain, complete and submit to the
Building Department a "unity of title" form that unifies
the rezoned property to the existing car wash property.
A unity of title form is available in the BUilding
Department and is required prior to making improvements
on the re-zdned property.
2. The buffer wall shown along the north property line of
the new C-3 zoned property is required to separate the C-
3 zoned property from the adj acent R-2 property. The
zoning code specifies the material, location and size of
the required buffer wall. Adjust the location of the wall
shown on the section view draWing and site plan drawing
so that the wall is two (2) feet from the north, east and
west property lines. Specify on the section view drawing
the color of the stucco finish proposed for the wall by
color name, color number or designation and
manufacturer1s name. To properly evaluate the option of
using a pre-cast concrete wall instead of a stuccoed

the finish material.
3. Modify the spacing of the vines proposed along the buffer
wall (north property line) to be no more than (5) feet on
center. Also amend the plan to show at least one-half of

4. Permits for the proposed development shall not be issued
until verification has been obtained from the State that
the land use amendments and re-zoning affecting the
property are approved.

II. RECOMMENDATIONS:
5. It is recommended that a native vine be planted along the
north side of the buffer wall. It is further recommended
that the vine be at least two (2) feet in height after
planting and spaced five (5) feet on center along the
entire length of the wall.
NOTE: If recommendations are approved, they shall be
incorporated into the working drawings required for
permits for the project.

that this be postponed to time of

The two eXisting entrances to the current
facility will be the principal ingress and
egress to the site. An additional two-way
dri veway on N. E. 2nd street is proposed to
serve the facility.
Parking Facility:
The existing car wash facility requires ten
(10) parking spaces there are fifteen (15)
spaces provided including six (6) new spaces
located on the recently rezoned property that
has been added to the site.
Landscaping:
The applicant will provide landscape materials
adequate to meet all landscape code
requirements. The screening and landscaping
meets or exceeds code requirements in all
respects and provides the functional buffering
requirements and incudes a six foot buffer
wall to provide screening along the northern
perimeter of the property.

We have completed our second review of subject plans and have the
following to offer:
A. Revise documents to reflect all comments.
B. All plans submitted for specific permits shall meet the
City's code requirements at time of application. These
permits include, but are not limited to the following;
site lighting, paving, drainage, curbing, landscaping,
irrigation and traffic control devices. Permits required
from agencies such as the FDOT, PBC, SFWMD and any other
permitting agency shall be included with your permit
request.
C. Provide Certification by Developer's Engineer that
drainage plan complies with all City codes and standards.

conjunction with our previous comments:
1. Site signs - No signs are shown, so I can only assume
that the applicant has been made aware that, in the
event signs are requested at a later date, they must
receive site approval.
2. Lot Zoned R-2 - The lot that is zoned R-2 must be re-
zoned to commercial in order to expand the business.
By virtue of the Planning Department, I assume this has
been accomplished, therefore, the Building Division
recommends that these plans proceed with the under-
standing that the improvements on the existing lot
would need to be permitted for relocation or
demolition.

We have completed our second review of subject plans and have the
following to offer:
A. Revise documents to reflect all comments.
B. All plans submitted for specific permits shall meet the
City's code requirements at time of application. These
permits include, but are not limited to the following;
site lighting, paving, drainage, curbing, landscaping,
irrigation and traffic control devices. Permits required
from agencies such as the FDOT, PBC, SFWMD and any other
permitting agency shall be included with your permit
request.
C. Provide Certification by Developer's Engineer that
drainage plan complies with all City codes and standards.

D. Permits must be obtained for work within R.O.W. Chap.22,

The plan documents have been reviewed by the Building Division in
conjunction with our previous comments:
1. Site signs - No signs are shown, so I can only assume
that the applicant has been made aware that, in the
event signs are requested at a later date, they must
receive site approval.
2. Lot Zoned R-2 - The lot that is zoned R-2 must be re-
zoned to commercial in order to expand the business.
By virtue of the Planning Department, I assume this has
been accomplished, therefore, the Building Division
recommends that these plans proceed with the under-
standing that the improvements on the existing lot
would need to be permitted for relocation or
demolition.

The following is a list of comments regarding the second review of
the above-referenced project. It should be noted that the comments
are divided into two (2) categories. The first category is a list
of comments that identify unresolved comments either from the first
review or new comments as a result of the second review. To show
compliance with these comments will not substantially alter the
configuration of the site and design of the building. The second
category is a list of recommendations I believe will enhance the
aesthetics and function of the project.
All comments and recommendations can be rectified on the plans
submitted at time of permitting, if the site plan request is
approved. The applicant must understand that additional comments
may be generated upon review of the documents and working drawings
submitted to the Building Division for permits for the proposed
project.
I. SITE PLAN REVIEW COMMENTS:
1. The applicant shall obtain, complete and submit to the
Building Department a "unity of title" form that unifies
the rezoned property to the existing car wash property.
A unity of title form is available in the Building
Department pnd is required prior to making improvements
on the re-zOned property.
2. The buffer wall shown along the north property line of
the new C-3 zoned property is required to separate the C-
3 zoned property from the adj acent R-2 property. The
zoning code specifies the material, location and size of
the required buffer wall. Adjust the location of the wall
shown on the section view drawing and site plan drawing
so that the wall is two (2) feet from the north, east and
west property lines. Specify on the section view drawing
the color of the stucco finish proposed for the wall by
color name, color number or designation and
manufacturer's name. To properly evaluate the option of
using a pre-cast concrete wall instead of a stuccoed
concrete block wall, provide a ..ction view drawing of
the proposed pre-cast wall including type and color of
the finish material.
3. Modify the spacing of the vines proposed along the buffer
wall (north property line) to be no more than (5) feet on
center. Also amend the plan to show at least one-half of
the total number of required vines as a native species.
4. Permits for the proposed development shall not be issued
until verification has been obtained from the state that
the land use amendments and re-zoning affecting the
property are approved.

5. It is recommended that a native vine be planted along the
north side of the buffer wall. It is further recommended
that the vine be at least two (2) feet in height after

incorporated into the working drawings required for
permits for the project.
