Therefore all of the following comments are to be considered courtesy comments. Applicant indicates no drainage in the submittal plans. A drainage plan must be submitted for the application to be considered complete and for TRB to review the plans. The drainage plan must address what is happening the run-off from rainfall on the site. An on-site drainage system must be proposed or if an off-site drainage system is proposed the applicant must show that the off- site drainage system will have the necessary volume to accom- modate this project. Applicant has indicated that a SFWMD permit has been issued for the Lighthouse Square Marina project and that this site will utilize the Lighthouse Square Marina drainage system. If this is the case, a modification to the SFWMD permit is necessary and this permit will be required before final sign-off can be made by the Engineering Department. The usual drainage calculations, exfiltration trench percolation tests, and drainage details are required. None of which were included in this application. LIVINGSTON, ARCHITECT In accordance with the City of Boynton Beach, Florida, Code of Ordinances, specifically, Chapter 19, Section 19-17, "Plan Required", including Chapter 5, Article X, "Boynton Beach Parking Lot Regulations", Section 5-142, "Required Improvements" inclusive, the applicant for the above referenced project shall submit the following plan revisions, information and technical data. 1. Depict upon plans provisions for handicap ramps in accordance with Section 5-l42(k), "Handicap Requirements". 2. Provide a site lighting system in accordance with Section 5-l42(a) , "Lighting", including conformance with Section 5-142(g) , "Lighting Standards". Additionally, the applicant shall conform with the provisions set forth in Section 5-l42(b), "Pedestrian Lighting". 3. In accordance with Section 5-l42(e) , the applicant shall depict upon plans continuous raised concrete curbing where parking stalls abut landscaped areas, including the installation of car stops at all parking stalls. 4. In accordance with Section 5-l42(f) , "Drainage", the applicant shall provide a drainage system that conforms to the requirements set forth in the City's Code of Ordinances. Cross reference, Appendix "C", "Design Requirements", "Stormwater Treatment" and "Drainage Systems". Additionally, the drainage systems shall comply with the provisions set forth in Section 5-l42(g) , "Drainage Standards". 5. The applicant shall provide handicap parking stalls with the proper signage consistant with the State Handicap Code requirements (DCA Accessibility Requirements Manual) and with the Standard Building Code and the countywide amendments hereto. Section 5-142(k), "Handicap Requirements". 6. In accordance with Section 5-142(1), "Parking Lot Striping", the applicant shall provide parking stalls which shall be delineated by double line, painted stripes where parking stalls abut each other, which shall comply with City standards as set forth in Section 5-l42(g) , "Striping Standards". 7. In accordance with Section 5-l42(m), "Fire Lanes", the applicant shall make provisions for the installation of fire lanes and/or coordinate a suitable alternate with the Fire Department TRB representative. 8. The applicant for the above reference project shall provide a suitable number of parking stalls which comply with City standards. Number of parking stalls shall comply with the requirements set forth in applicable Zoning Regulations and other City Code of Ordinances. Provisions shall be made for adequate off street parking in accordance with applicable Zoning Districts prior to Engineering Department final sign off. 9. Applicant indicates no drainage in the submittal plans. A drainage plan must be accompanied for the application to be considered complete and for the TRB to review the plans. If this is the case, a modification to the South Florida Water Management District permit is necessary and this permit will be required before final sign off can be made by the Engineering Department. 12. The color of each exterior finish material shown on the final sign-off plans shall be identified by name, color number and manufacturers name which shall match in every respect with the color(s) shown on the drawing(s) approved by the City Commission. A manufacturer's color chart showing and identifying all approved color(s) shall be submitted with the plans for final sign-off. 6. The sign Code allows only one (1) sign per site with a ten (10) foot setback from the property line to the leading edge of the sign. Revise the drawings to be consistent with the requirements of the Sign Code. All signs are required to be on the site. Remove from the drawing the off premise sign located along Casa Lorna Boulevard. Introduction: The project will consist of a four stor~ mixed-use structure, - ~ approximately 276' long end 22' wide. A retail store (dive shop) which now occupies a portion of the site will be razed to make room for the new building. Six retail units and one rental office will be located on the first floor. Thirteen office/studio units will be on the second floor. Trlirteen townhouse rental units will be located on the third and fourth floors. The ground floor retail consists of 4356 squere feet. The ground floor office space, together with the second floor office! studio comprise 6620 'square feet. The exisUnq dive shop contains 1380 square feet. Two drift fis~)inQ ~ ~ boats current1!:j operate out of the marina, generating 112 trips. No additional trips will arise out of the drift boat operation. The existing trips resulting from the ongoing drift boat operation have been excluded for the purposes of this anelysis. Beceuse this project is locetedin the central business district of Boynton Beach and many of the Seamist Centre patrons will be shared with the edjacent lighthouse Square Merinlj complex the number of trips generated by the retail portion of this project is probably exaggerated. Background Traffic Determination: Typicall YJ growth factors that woul d produce si gnifi cant background traffic are not present in the radius of influence for this project (1 mile) whi ch is totaH yeast of 1-95J and in an aree acti vety seeking downtown redevelopment. Creating new structures in such redevelopment areas generally requires the removal of some exisUng structures and the net increase in trip generation should be based only on the net increase in fl oor area. The pro jected bun d-out date for Seami st Centre is late 1992. F. Assured Construction Although five year assured road improvements are not factored into the Palm Beach County Traffic Volume Map, trips generated by this project wll 1 not adversely affect the levels of service required for concurrancy. Therefore no construction need be assured to allow this project to move forward. G. TriQ Distribution: Trips have been distributed as shown in Figure 3 and 4. You have requested a draft lease arrangement coverlng the leasing of Barnett Bank's surplus parking spaces, however these have been leased to Mr. George Culver of Two Georges Restaurant. and are not part of Mrs. Hall's proJect. Regarding the conceptual parking documentation: a. The front yard setback in the CBD is currently 8'-0", and our plans indicate a front yard setback of 5'-0". As we discussed in our last meeting with Mr. Cutro, the Code Revision Committee is forwarding recommendations to the City Commission that includes eliminating the front- yard setback. As Mr. Cutro suggested, we will accept a comment by your office that a variance must be applied for, and upon passage of th~ Code Revision Cornmittee'5 proposals, it will render this issue moot. b. For purposes of parking and traffic. we are indicating the entire second floor as office use. c. There will be 9 boat slips that will be sold as part of the residential units. There are 13 townhouses, but due to site size limitations, only the first 9 purchasers will get one. At the west end of the canal, there will be two commercial slips, for the Sea Mist and the New Helen S. All existing boats will be asked to leave. d. There are a number of existing boats at the marina currently, but as stated above, all will be asked to leave except the Sea Mist and the New Helen S. The seating capacity for those two boats are the New Helen S-45 seats, and the Sea Mist-35 seats. I confirmed these numbers with Captain Barkley Garnsey at the marina, and we are willing to request the Occupational License be re- revised accordingly. e. No comment required. Sea Mist Centre Page 3 f. Two Georges is currently applying for additional seats with additional parking supplied via the Barnett lease. In ongoing discussions between Mr. Miller's office and Mr. Culver, there have been a many different seat counts licensed at his location, and we anticipate some resol- ution next week. Current boats moored at the site are: Two Georges-43 seats, and the Geno 111-6 seats. The Wes- ley is no longer moored there. g. We have reviewed the square footages listed for the Sea Mist and list same as follows: 1. First floor - 6,072 sf retail 2. second floor- 6,072 sf office 3. third floor - 6,072 sf residential 4. fourth floor- 7,452 sf residential 25,668 sf total h. The 9 slips that will be owned by the townhouse res- idents do not require parking because they are already calculated for the residential use. The other two slips are commercial use and a have been included at the rate of one space per 3 seats. i. We have reviewed your parking calculations and agree with your space per individual use, however we end up with a different total. I believe it is the city's position that these spaces are to be credited to the two businesses on the south side of Casa Loma, regardless of their being on or off street. k. I don't quite understand this comment. 1. Mr. Grant has addressed these comments. 5. Regarding surface parking in a front yard, these spaces have already been reviewed and approved by the City CommiSSion as part of the Lighthouse Square Marina. They are shown here for information purposes, and will be installed as part of Light- house Square improvements. 6. The improvements to Orange Grove Avenue are to be done by Mrs. Hall, Casa Loma improvements are to be done by Lighthouse Square. Since the Orange Grove documents were already prepared and reviewed for Lighthouse Square, then subsequently abandon- ed, we request that you reactivate the original lease agree- ments, and insert Mrs. Hall as the lessee. 7.
