RE: Lawrence Grove Master Plan Modification
Urban Design studio has requested a modification to the Master Plan
for Lawrence Groves to eliminate a connection to the proposed
Bedford Boulevard which would have connected Lawrence Groves to the
Meadows 300 P.U.D.
when the development was originally approved the developer was
requested to seek the right-of-way from an adjacent property owner.
All attempts to secure this right-of-way have failed and the right-
of-way has been reduced to a 12 foot utility easement.
The need for the Bedford Boulevard connection has been reduced by
construction of Miner Road. while connections between development
should be encouraged there is no requirement for such connections.
The Technical Review committee reviewed this request and only the
utilities Department has had a comment that could effect this
request. It is our understanding that the applicant has scheduled
a meeting with the Utilities Department to discuss their comment.
We will report to the Board verbally on the outcome of this
meeting.
On June 1, 1993, the City Commission reviewed this request and
found it to be minor. This request has been scheduled for final
review by the Board on June 8, 1993.

Lawrence Grove Master Plan Modification
Urban Design studio has request ~ a modification to the Lawrence
Grove Master Plan to close a proposed connection to Bedford
Boulevard and use that connection for two additional building
lots.
When Lawrence Groves was originally approved, a condition was
placed on the development that required them to provide a right
of way for Bedford Boulevard between the Meadows and their
development, This land was not in their ownership and the owner
retused all attempts to purchase the right of way or easements
until recently when a 12 foot easement was granted by them for
utilities. In addition, the original requirement was reduced by
the City from a right of way to an easement.
This modification was submitted to the TRC members \Jhose written
comments are attached. At the TRC meeting two other points were
raised by TRC members that I agreed to explain in my report to
the City Commission.
The first concern was if we were creating a land locked parcel to
the east of Lawrence Grove. This parcel is not land locked and
can be accessed by way ot Bedford Road or by Miner Road if a
culvert was placed across the L-20 canal to the south.
The second issue was if there was a concern that all the traffic
trom the Meadows would be forced to use Congress Avenue. In the
best of all possible worlds, we would agree that this type of
connection should be encouraged but, at this point in time, no
requirement for such a connection exists and Miner Road offers a
close reasonable alternative to people who desire to go west from
the Headows. Another factor is that no one can say with any
certainty when the intervening property will be developed and if
that development will create the basis to demand the remaining
right of way for Bedford Boulevard. Finally, there is another
east west connection from the Meadows to Knollwood Groves by way
of Meadows Boulevard that is almost midway between Miner Road and
Hypoluxo Road.
The City Commission as required by Code should make a
determination as to whether this proposed modification is major
or minor. The application will be scheduled for review by the
Planning Development Board if they determine this is minor
modification.
This item has been scheduled for City Commission review on June
1, 1993.

Please be advised that the impact create by Increasing the Phase" development of
Lawrence Groove by two (2) lots will not have a significant impact when compared
to the overall water and sewer demands for the project, The additional estimated
twenty (20) trips per day generated bV the additional two (2) lots will have no
significant affect on the traffic impacts indicated on the current traffic report,
The drainage design will require no changes since the impact caused by the additional
Impervious area of two additional lots will be offset by the elimination of the roadway
stub pavement.

Tuesday, May 25, 1993, at 9:00 A.M. in Conference Room "C" (West Wing)
to discuss the following:
MASTER PLAN
SUBDIVISION VARIANCE
Jonathan's Grove: Review requested by the developer for relief from the
180' minimum distance requirement from intersecting lines of right-of-
way with classifications higher than a local street.
NOTE: Please return all plans and comments for the above
projects to the Engineering Department by
Friday, 5:00 p.m., May 28, 1993.
MASTER PLAN MODIFICATION
Lawrence Grove PUD: Review of master plan to add two (2) additional
building lots and to close right-of-way opening to Bedford Road.
NOTE:
Please return all plans and comments for the above
project to the Planning and Zoning Director by
Tuesday, 5:00 p.m., May 25, 1993. Due to reverse review by
Planning and Development Board and City Commission,
comments are needed for backup for City Commission meeting
on Tuesday, June 1, 1993.
