designad to accept gravity flew from the east. Both wat~r
and sewer was stubbed into Lots 53 and 54 to accQpt this
future 8xtension.
2. If these homes are to be conBtructed then easements must be
provided for these future extension5. Our ~tandard ea5~ment
fc,r water is 121 (Appendix: ne" At"t. X Sec. 6). Our standal"d
s~wer easement is twice the depth or in thi5 case 30'. (Sec.
26,33(b)).
3. If these homes are to be constructed then the utility
extensions must be 1nstal1ed by the developer prior to their
ccnstruction. Due to the limited access and probability of
costly damage to adjacent properties should either of these
mains fail, the utility will require class 53 mechanical
joint restrained pipe be used in the watermain extension and
ductile iron polylined pipe be installed for the gra~ity
sewe1' .
4. The developer is advised to contact the Health Department to
see if a permit is required for these extensions.
5. The developer is advised to contact this utility to determine
our valvino and pluoainq requirements prior to preparation of
any construction plans.

Lawrence Grove Master Plan Modification
Urban Design Studio has request j a modification to the Lawrence
Grove Master Plan to close a proposed connection to Bedford
Boulevard and use that connection for two additional building
lots.
When Lawrence Groves was originally approved, a condition was
placed on the development that required them to provide a right
of way for Bedford Boulevard between the Meadows and their
development. This land was not in their ownership and the owner
refused all attempts to purchase the right of way or easements
until recently when a 12 foot easement was granted by them for
utilities. In addition, the original requirement was reduced by
the City from a right of way to an easement.
This modification was submitted to the TRC members whose written
comments are attached. At the TRC meeting two other points were
raised by TRC members that I agreed to explain in my report to
the City Commission.
The first concern was if we were creating a land locked parcel to
the east of Lawrence Grove. This parcel is not land locked and
can be accessed by way of Bedford Road or by Miner Road if a
culvert was placed across the L-20 canal to the south.
The second issue was if there was a concern that all the traffic
from the Meadows would be forced to use Congress Avenue. In the
best of all possible worlds, we would agree that this type of
connection should be encouraged but, at this point in time, no
requirement for such a connection exists and Miner Road offers a
close reasonable alternative to people who desire to go west from
the Meadows. Another factor is that no one can say with any
certainty when the intervening property will be developed and if
that development will create the basis to demand the remaining
right of way for Bedford Boulevard. Finally, there is another
east west connection from the Headows to Knollwood Groves by way
of Meadows Boulevard that is almost midway between Miner Road and
Hypoluxo Road.
The City Commission as required by Code should make a
determination as to whether this proposed modification is major
or minor. The application will be scheduled for review by the
Planning Development Board if they determine this is minor
modification.
This item has been scheduled for City Commission review on June
1,1993.

Dear Chris:
Please accept this letter, and the accompanying $500.00 filing fee,
as our request, on behalf of K. Hovnanian, Inc., for approval of
a minor amendment to the Master Plan of the Lawrence Groves Planned
Unit Development. Specifically requested is an increase in the
total number of units in the project from the approved 210 to 212.
The two additional lots proposed will be located in the area
originally designated for the extension of Bedford Road. At the
time the Lawrence Groves PUD was approved the Bedford Road
extension was intended to connect to the property immediately
adjacent on the east side of the project. Since this connection is
no longer planned the developer wishes to convert the land area to
developable lots.
The proposed addition of the two units produces insignificant
increases in projected traffic generation. Insignificant changes
are also indicated for solid waste generation, potable water demand
and wastewater generation. There is no change required or proposed
in the drainage system design for project. The accompanying letter
from Ric Rossi, the proj ect' s engineer, confirms the necessary
changes.
Based on our conversations, it is my understanding that the reVlew
of this request will be as follows:
1) Technical Review Board meeting;
2) City Commission Public Hearing;
3) (assuming approval as a minor amendment), Planning and
Zoning Board Public Hearing.

to the overall water and sewer demands for the project. The additional estimated
twenty (20) trips per day generated by the additional two 12) lots will have no
significant affect on the traffic impacts indicated on the current traffic report.
The drainage design will require no changes since the Impact caused by the additional
impervious area of two additional lots will be offset by the elimination of the roadway
stub pavement.
