SUBJ: Resolution No. 90-BBBBB, Lawrence Grove replat
It has come to my attention that Hovnanian Companies has applied
for bUilding permits for "Z" lot homes within the Lawrence Grove
PUD. Further research informs me that on July 3, 1990, the city
Commission approved Resolution No. 90-BBBBB, a replat for
Lawrence Grove to specifically allow "ZIt lot homes. A "Z" lot
home is not allowed on the current, approved master plan for the
Lawrence Grove PUD. Before this replat can be recorded and
permits issued, a master plan modification needs to be filed
throng]l onr office for review and recommendation by the TRB and
approval by the city Commission and Planning and Zoning Board.
It appears that the TP..B had no knowledge of this request through
either the preliminary plat process or final plat process.

RE: Preliminary Plats for Lawrence Groves
COMMENTS:
1. Private streets to have 12 inch stabilized subgrade to 50
p.s.i., except for 660 ft or less cul-de-sacs and 1320 ft.
or less loop roads.
2. Easements will be required for utilities extending beyond
the limits of Plat #l.
3. A sidewalk should be shown in Lawrence Road and included as
a line item in the cost estimate.
4. The location plans for each plat should show the limits of
both plats.
5. The roadway connection to "The Headows" should be 'included in
the cost estimate for Plat #1 and would include a line item
for street lighting. The note for street lighting by F.P.& L.
Company should be revised to include the connection road and
Lawrence Road.
6. The cost for acquiring the right-of-way for the connection
road to l~The Meadows" should be as an escrow account or other
surety acceptable to the City.

We can approve this plan, subject to the following condition:
Off-site improvements to connect with the Meadows P.U.D. system
must be concurrent with development of the first phase of this
project. Acquiring of the off-site property needed must be
bonded, or the necessary money escrowed prior to the approval of
the final plat.

Please be advised of the Planning Department's comments in
connection with the above-referenced request for preliminary plat
approval:
1. The final plat cannot be approved until such time that
an escrow account is created to pay for the required
off-site improvements.
2. Plans are to be submitted for off-site improvements.

PRELIMINARY PLAT APPROVAL:
LAWRENCE GROVES, PLATS i & 2
As a condition of preliminary plat approval, the following comments
should be incorporated into the related documents by the applicant:
1. South Florida Water Management District approval is required.
2. A detail of the six foot buffer wall must be provided. Indicate
the dimensions of the columns and tie beam and the number and
size of the rebar. This buffer wall must not be placed in the
City right-of way.
3. Planting areas in the public right-of-way and common areas must
be fully irrigated in accordance with the Boynton Beach Landscape
Ordinance.
4. The sidewalk along Lawrence Road must be constructed in a dedicated
easement or in the right-of-way.
5. The landscape plan should indicate the proposed phasing of the
plantings for Plats 1 and 2.
The applicant's prompt compliance with the preceding comments will
insure a timely permitting process.
