All garbage dumpsters must be so located to provide direct
access for the City front-end loaders, and the dumpster area
must be provided with adequate width and height clearance.
The site must be so designed to eliminate the necessity for
the front-end loader to back into any street. If any use
:equires the disposal ,of wet garbage, a ten foot by ten foot
(lO'xIO') concrete slab shall be provided. All dumpsters
must be screened and landscaped in accordance with the City
Landscape Code. (see Sec. 7.5-35 (i)). A minimum 10 foot wide
opening is required for dumpster enclosures.
A parking lot design and construction plan showing conformance
to the City Parking Lot Regulations, and including the follow-
ing information. Any exceptions to the Parking Lot Regulations
that are proposed or that are to continue will require an
application for Variance to the Parking Lot Regulations.

e. Information showing conformance with the City Street and
Sidewalk Ordinance, including construction of sidewalks
along adjacent public streets.

including ultimate rights-of-way.
g. On-site traffic plan, including arrows and other pavement
markings, traffic signs, and stop signs at exits.
h. Location of handicap parking spaces, plus signs and
access ramps, consistent with the State Handicap Code.

GENERAL INFORMATION
FOR
SITE PLAN APPROVAL APPLICATIONS
1. Site Plans must be approved by the City Council for all projects, other,
than single family or duplex residences, where either:
(1) The value of new construction is greater than one hundred
thousand dollars ($100,000.00), or
(2) A site plan for the premises has been previously approved
by the City Council. The accompanying application must be
completed for all site plans that require approval hy the
City Council.
Site plans for projects where the value of construction is one hundred
thousand dollars ($IOO,OOO.OO) or less (excluding single family and
duplex residences) are processed administratively by the Building
Department. The accompanying application is not required in such
instances, hm.Jever, all of the information requIred under "III. Site
Plan Requirementsh must 'be included on two (2) copies of the site plan,
which are submitted to the Building Department.
2. All applications for approval of site plans must be received and accepted
by the City Planner at least thirteen (13) days prior to the regular
meeting of the Planning arId Zoning Board. Application~ which require
Variances to the Parking Lot Regulations must be received and accepted
by the City Planner at least thirty (30) days prior to the meeting of the
Planning and Zoning Board, in order to allow time for the advertisement
of the public hearing. The applicant will be advised as to the additional
meetings, including Community Appearance Board and City Council Heetings,
that are necessary for application review.
3. All applications are reviewed by the Technical Review Board (TRB), which
consists of the heads of those City Departments concerned with land
development. The TRB may recommend to the Planning and Zoning Board that
the application be approved or approved subject to modifications, or
may require the site plan to be resubmitted to the TRB. The applicant
is not required to attend the TRB meeting. The applican": '.Jill be notified.
by mail as to the modifications recommended by the TRB. The applicant
should be prepared to respond to all TRB Recommendations at the Planning
and Zoning Board meeting.
4. The Planning and Zoning (P & Z) Board, after reviewing the site plan,nl'ay
recommend to the City Council that the application be approved or
approved subject to modifications, or may require the site plan to be
resubmitted to the P & Z Board. The Planning and Zoninq Board meets on
the second Tuesday of each month, unless
the applicant is informed otherwise by the City Planner Jt
7:30 P.f.t. in the City lIall Council Chambers. The appli\...ant or his
agent is required to appear at the Planning and Zoning Board meeting.
5. The application is also revie",ed by the Community Appearance Board (CAB),
which may approve the landscaping and e:{ternal appearance of structures,
approve same subject to modifications, or require the site plan to be
resubmitted to the Cl\B. The c;\B has final approval over landscaping
and building appear~rlce, and all site plan applications must be approved
by the Cl\B before they can be approved by the City Council. The CAB meets
on the third r'londay of each month at 7:30 P.:.1. in the

applicant or his agent is re'1uired to appear at the Community Appearance

7. .'prior to obtaining a building permit, all modifications required by the
City Council and Community 1\ppearance Board must be shown on two (2)
copies of the site plan, which are submitted to the Building Department.
The applicant must obtain a sign-off sheet from the Planning Department
and obtain the signatures of those department heads who made comments
on the 6riginal site ~lan, to verify that the required modifications
have been made on the site plan.
8. Failure to adhere to the approved site plan, or failure to commence
construction within one (1) year of the date of approval shall invalidate
approval of the site plan application.

application, subject to all Code requirements in effect at the time the

for sanitation trucks to successfully maneuver for pick up.
2. The dumpster on north side of project is installed near the
proposed bridge wheefthe clearance is approximately 8' in
height. Our City vehicles are 12'. The west side dumpster
only has access to back up approximately 150' in front of the
storied parking area, this would create a hazardous situation.

Effective October 12~ 1984 the procedures for processing site plans
for Community Appearance Board review have changed. In this regard,
please read the following procedures completely and carefully and
comply with all items~ or your plans will not be approved in the
standard 21 day format.

the Planning and Zoning Board regular meeting the applicant shall
submit to the Deputy Building Official or the Community AppearcHlce

filled out completely and legibly, and if the legal description is

SOLID WASTE CONTAINERS
1. All dumpsters should be placed on a concrete pad ten (10)
feet wide with an appropriate depth and be screened on
three (3) 'sides.

2. Collections and Removal of Solid Waste:
(a) Frequency of solid waste removal - the owner or
tenant of any premises, business establishm~nt
or industry is responsible for the satisfactory
removal of all solid wastes accumulated by hi~
on his property or his premises. Excepting dis-
ruptions in normal ~ollection schedules, garb~ge
should be collected a minimum of two (2) times
a week. More frequent removal may be required.
