would be reduced dramatically if there were a midnight :00 a.m., or 2:00 p.m, closing time.
Commissioner Rosen said two weeks ago when he ed what was going to be done about the
next request, the answer was, "Okay on this one; ut no more," This was not his kind of
idealism.
Vice Mayor Bradley stated that in 1992, the ommission directed that service stations would
only appear on major intersections. He ti this was a good idea; however, he felt ordinances
are put in place to accomplish a greater oal than just to have rules, He felt we need to make
an exception because of the circumsta es in this situation.
Mayor Pro Tem Matson said she s one of the Commissioners who worked on the 1992
ordinance and when it was being rawn up, this project was already in the loop as one of the
existing gas stations. Therefor, this really is not an exception because this was already
considered as an approved ga station.
Commissioner Jaskiewicz id it was in the loop; however, the developer permitted it to
expire. Otherwise, we w. uld not be in this situation this evening.
Motion
Mayor Pro Tem M son moved to approve the 18 month retroactive plus 24 month time
extenion for zo' and master plan approval with County phasing as it relates to traffic
concurrency, all ing the service station constructed under current code requirements. Vice
Mayor Bradley conded the motion. The motion carried 3-2. Commissioners Jaskiewicz and
dissenting votes.

E.Nautica Sound, formerly known as Knollwood Groves PUD - Master Plan
detennination of substantial or non-substantial change
Kieran Kilday represented GL Homes. GL Homes is developing Nautica. He explained that
GL Homes purchased a project which the City previously approved. They modified that
project by using zero lot line and Z lot homes. The original project (the Boynton Nursery
PUD) had been approved as a mixture of zero lot line homes and multi-family.
At this point in the meeting, Mayor Pro Tern Matson returned.
Mr. Kilday displayed an aerial and pointed out the location and surrounding areas of this
project. He stated that a portion of the site abuts Hypoluxo Road and the other portion will be
constructed on Lawrence Road. He displayed several elevations to aid in his presentation. He
displayed the plan currently approved for Knollwood Groves. It contains 539 units. Meadows
Boulevard is a loop road; however, the City required that an extension be constructed to
someday tie into this project. Additionally, in this master plan, there was an east/west road
running on the property line. There was a requirement for the dedication of a five acre park
site which has been dedicated to the City. That was to be combined with the four acre park
site that the Meadows has already dedicated to make a nine acre community park. In addition

Mr. Wische also expressed sympathy for the homeowners, but pointed out that every project
has legal battles, and those battles must be settled in court.
Claudia Chico, 1 Lawrence Lake Drive, expressed concern about the fencing surrounding the
tot lot and its location close to the street. She feels it is not safe for children and she requested
that the hoard help to ensure that the developer addresses the safety issue.
Chairman Dube suggested that the homeowners' association address these concerns. Mr.
Wische recommended arranging a meeting with the developer to discuss these con~erns and
work them out.
David Stein, 167_ Avocado Avenue'nnWestn Palm__Bea.cb, representing the developer, was
present in the audience.
Mr. Haag advised that staff will have to review the tot lot and will make recommendations
about the lot being fenced. With regard to the bike path, Mr. Haag suggested maintaining the
staff comment, and letting the applicant work it out with the City Engineer.
Motion
Vice Chairman Golden moved to approve the master plan modification to modify the
previously-approved PUD master plan for Lawrence Lake to increase the number of units to
34 by adding two single-family lots for construction of detached single-family units, subject
to staff comments and subject to the plans submitted by the developer which calls for
additional landscaping along the east side of Lot #33 and construction of a tot lot, and that
those improvements be reviewed and approved by staff to meet all technical requirements.
Mr. Wische seconded the motion which carried 7-0.

Dan DeCarlo, Assistant Planner, provided a brief description of the application. He explained

that the Utilities Department provided additional comments which the board should be aware
of relative to the location of the water meters because they were not shown well on the plan.
That concern has been worked out.
George Davis, 1100 South FederalHighway, advised that he is aware of all staff comments
and agrees to abide by all of them.
In response to Mr. Wische's question regarding the Utilities Department concern, Mr. Davis
advised that he was aware of the concern and it has been resolved. Mr. DeCarlo reported that
Mr. Davis has already modified the plans.
Motion
Vice Chairman Golden moved to recommend approval of the site plan for loDolce
Warehouse to construct two warehouse buildings totalling 12,000 square feet on a .97 acre
lot, subject to staff comments including the additional comments we received from the
Utilities Department this evening. Mr. Wische seconded the motion which carried
unanimously.
