Dear Sir:
This is a report concerning reviews of applications for the Central
Business District (CBD) held by the Downtown Review Board (DRB) during
its 21 January 1987 meeting (agenda attached).
DRB conducted a Public Hearing re: Water's Edge Marina, with presenta-
tions made by representatives of Siteworks Architects & Planners, Inc.
Most questions raised were regarding parking of vehicles and emergency
services. The hearing closed and DRB discussed and voted on the
following specifics:
A. Request for relief from the following Parking
Lot Regulation items:
1. Section 5-141 (h) (2) "Maneuvering and Access Areas"
Vote: 5-0 favoring relief, subject to staff comments;
2. Section 5-141 (m) "Fire Lanes"
Vote: 5-0 favoring relief, subject to staff comments.
The board also voted 5-0 in favor of granting relief from Environmental
Regulations Section 7.5 - 57 (1) (a), "Perimeter Landscaping", stipu-
lating this would be subject to staff comments. This item is listed on
the agenda as an Appeal of Administrative Decision.
Under New Business, DRB reviewed the site plans of Water's Edge Marina,
by Siteworks Architects & Planners, Inc. The p~esentation included
artist renditions of buildings, colors, signage, and construction
materials. Questions and answers were followed by a vote of 5-0 in
favor of approving the site plans, subject to staff comments, and
subject to further reviews and approvals of details not yet resolved.
The board recommends that the Community Redevelopment Agency (CRA)
also approve these plans.

DRB Report to CRA - CBD Application Process / 23 January 1987 / page 2
A motion was made and passed tabling the review of Country Treasures
signage, as representatives of this business were not present.
City Manager Peter Cheney addressed the board and raised the issue of
Banana Boat Restaurant's planning future expansion. He suggested the
board may want to consider allowing the exclusion of a walkway behind
the restaurant, which could be achieved if the board wished to consider
relaxing the CBD Code requirement of an 8-foot setback. The board to
extend an invitation to the Banana Boat representatives to attend the
DRB Code Workshop scheduled for Thursday, 12 February 1987, at 7:30 p.m.
in City Council Chambers. The CRA and its attorney, and City Council,
the City Manager, the City Attorney, and members of the Planning and
Building Department staffs have been invited to this workshop, too,
and the board hopes all will be able to participate in it.
Sincerely,
DOWNTOWN REVIEW BOARD
