Rumph, Senior Planner Planning Division - City of Boynton Beach 100 E. Botnton Beach Blvd. P.o. Box 310 Boynton Beach, FL 33425-0310 March 2, 1995 subject: Comments on Comprehensive Plan Amendments Dear Mr. Rumph, This letter is to inform you of a change in the policy and procedure to be used by the Solid Waste Authority to comment on Comprehensive Plan Amendments. This change was approved by the Authority Governing Board at their January 18, 1995 meeting. The Solid Waste Authority will no longer comment on individual Comprehensive Plan Amendments nor will obj ect to those which increase the potential for solid waste generation. The Authority will instead provide an annual statement projecting the remaining life of the permitted disposal capacity. This projection is developed using the Authority's Landfill Depletion Model, and is based on the BEBR medium population projection, the actual tonnage received the prior calander year, and the remaining disposal volume as determined by aerial survey. This change is being implemented for two basic reasons. First, the Authority has recently received FDEP approvals which extend the life of the existing landfill to approximately 2020. Second, the landfill depletion model we use to track system capacity uses overall population and waste generation numbers, and does not track solid waste impacts on a parcel by parcel basis. The BEBR population projections are typically published in February. Our aerial survey is conducted in December or January. To allow time to develop and verify the model projections, we anticipate issuing our capacity statement no late than mid-March. This will be done annually. 7501 North Jog Road, West Palm Beach, Florida 33412 (407) 640-4000 FAX 683-4067 Reqcled pJpe' In addition to providing this information to the Regional Planning Council, the Authority will provide copies to the 37 municipalities and the county. If I can be of any further assistance in this matter, please do not hesitate to contact me. Very truly yours, ~ Marc C. Pursuant to the requirements of the Florida Department of Community Affairs for compliance review, I am requesting that you provide me with specific information on the current availability or shortage of solid waste facilities necessary to serve the subject property, and a statement indicating that there is, or is not, adequate urban services available to serve the maximum demand that would be allowed by the proposed land use classification. To assist you with your review I have enclosed a portion of the application, and a public notice which includes a location map. Although I am unable to provide you with specific facility demands (i.e. traffic generation, change in potable, sanitary sewer, solid waste demand/generation, etc.) I hope that you are able to conduct the necessary analysis with the enclosed information. The State has a specific time frame within which this information must be transmitted to them. Therefore, your response would be greatly appreciated at your earliest convenience. If you have any questions, please call me at (407) 375-6260. Thank you. Sincerely, I 11 -? '7(, ~__L ~--L{ {....... f-,rr Michael W, Rumpf Senior Planner Attachments NISCI:: CIlASHSlIA.
