(Screen Enclosures and Docks)
The following comments are generated from the review of documents
submitted for site plan modification. The applicant should address
these comments as a condition of site plan approval.
1. As shown, certain of these additions do not comply with Palm Beach
County Health Department and Department of Environmental Regulation
requirements for mangrove protection. Certain of these porches
could negatively impact protected mangrove species. This second
requested rear extension of these units could cause the elimination
of areas of biologically productive mangrove canopy. This submittal
appears to contradict an agreement between Carmen Vare, County
Envioronmental Specialist, and Frederick Vecchione, Project Manager
for Mariner's Way, where Mr. Vecchione agreed to maintain a 15 foot
clearance between the edge of any structure and the mangrove canopy.
The developer also agreed to maintain a sodded, 3 to 1 slope for the
bank to protect the mangroves from a soil wash out during severe
weather. Cross sections of the bank should be shown indicating
how the required slope is to be maintained and the relation of the
footings and deck areas to the bank, mean high water line, and
mangrove trees. Verification of permit review by the Palm Beach
County Health Department, Envioronmental Control Office will be
required with each submittal for building permits.
2. Currently, only three permits have been secured from the u.S. Army
Corps of Engineers and the Department of Health and Rehabilitative
Services for the proposed docks. Verification of permits from all
pertinent government entities must be given to the Building
Department at the time of submittal for building permits.
3. Soil tests will be required in the specific footing areas due to
the unique soil conditions likely to be present.
4. The structures must be designed by a registered engineer due to
the unique soil conditions likely to be encountered. The drawings
for the wood deck do not appear to include provisions for the
addition of the two story screen enclosure.
The applicant's prompt compliance with the preceding comments will insure
a timely permitting process.

agency, two (2) for building A and one (1) for building B. (Note that no
other federal or county permits have been issued for the re-naining dcx::ks
shown on the drawing) .
A 9-18-86 meeting was held by Mr. Fredrick 'Vecchione, the developer, and
the undersigned to discuss shoreline stabilization. 'The county's
p:::>si tion was to preserve the entire shoreline including the mangrove
ff inge. '!he county and the developer v.urked out the details to provide
a minimun of 9-l~ foot buffer rone betW2en upland developnent and the
lanaward toe of the mangroves. 'The shoreline v.uuld be sloped at 3: 1, V;E
to further protect these trees fran siltation and sloughing of material
from the upland. ~
'TI1e aforementioned drawing shows an increase of the deck widths from 6
foot to 12 foot. 'Ibis would redu::e the. buffer significantly and have
the fOtential to cause sane serious biological impacts.

These comments pertain to the landscaping plan for the above project:
1. The applicant should have a written statement from the Palm Beach
County Health Department reflecting that construction of the two
story screen enclosures will not have any adverse effects on
existing mangroves.
2. The type of irrigation system to be installed should be noted on
the landscape plan as well as the type of hedge and sod.

Dear Mr. Vecchione:
Please be advised that on June 16, 1987, the City Commission
approved the referenced Site Plan Modification, subject to staff
comments, copies of which are attached. After you have amended
your plans to reflect these stipulations, please have the appro-
priate Department Heads initial the attached check-off sheet,
prior to your submission to the Building Department for permits.
The approval of the City entitles you to construct only the
improvements shown on the site plan. The site plan will be
viewed procedurally as an as-built or record drawing. Also, all
capital facilities fees and road impact fees, if applicable, are
payable at the time of permit.
If you have any questions concerning this matter, please do not
