REVIEW COMMENTS 25lxO SUBJECT: Boynton Festive center - CDPA 95-001 community Design plan Appeal - wall signage Circuit City NATURE OF REQUEST As indicated in the attached letter from Douglas McMillen (Exhibit "A" ) , property owner of the Boynton Festive Center, dated March 29_? _, 1995, Mr. McMillen is appealing an administrative determination pertianing to the type of sign style and number of sign colors allowed at the Boynton Festive Center project. The request is regarding Section 10 I. 2. and 3. of Chapter 9 community Design Plan of the City Code of Ordinances. The Boynton Festive Center is located at the northwest corner of congress Avenue and Old Boynton Road. This request is being reviewed under the new community Design Plan adopted March 21, 1995. BACKGROUND The Boynton Festive Center project was approved by the City Commission in July of 1994. That site plan approval of the project included a main building consisting of 88,489 square feet which contains two tenants; The sports Authority at the north end and Best Buy at the south end. The main building is parallel with congress Avenue and set back approximately 621 feet from the right-of-way. Site plans have been approved for two leased restaurant outbuildings; a Red Robin and a Longhorn Steaks. These outbuildings front on Congress Avenue and are approximately 70 to 80 feet from the right-of-way. The Longhorn building is presently under-construction I including separate permit approval for wall and site signage (see Exhibit "B" - longhorn signage). ANALYSIS with the signage approval for the Longhorn steaks leased building they have established the style and colors for the building signage for all tenants proposed for the center. The tenant sign style accepted by the applicant for the center is open face exposed neon reverse channel letters. The tenant sign colors accepted by the applicant are white I black voltarc pumped gold neon and red _ The applicant is seeking approval to allow channel letters (cover over letter shape) and sign cabinets in addition to the reverse channel letters with exposed neon. The main tenant identification wall sign located on the entry wall is reverse channel exposed neon to match the sign style of Longhorn steaks. However I the other wall signage proposed for the main entry wall includes channel letters and a cabinet sign. There is also a cabinet style sign proposed for the rear (west) elevation of the Curcuit City tenant space above the center garage door. staff's concern is that the use of serval different sign styles will result in a distraction from a aesthetically pleasing structure or combination of buildings. With respect to the color the applicant is seeking approval to allow red plexiglass #2283 to be used as the color for the cover ~. .'xO page 2 Douglas McMillen signs Consisitent with section 10 I 2 and 3 of Chapter 9 of the Community Design Code respectively states: "A sinlge sign style (such as cabinet, channel reverse channel) shall be used for wall signage on all buildings on a site. II "sign colors shall be complementary to the colors of the structre on which it is located. The number of colors used for tenant signage for multiple tenant buildings and their outbuildings and outparcels shall be limited to two, in addition to white and black." The Longhorn steaks permit submittal for wall signage has established the type of sign style and sign colors for the entire Boynton Festive Center project. However, Mr. McMillen is requesting relief from the code with respect to allowing two additional types of sign styles and one additional sign color. See the sign material board on display. Find attached Exhibit "C" - proposed Curcuit City signage. The applicant is seeking approval to allow channel letters (cover over letter shape) and sign cabinets in addition to the reverse channel letters with exposed neon. There is also a cabinet style sign proposed for the rear (west) elevation of the Curcuit City tenant space above the center garage door. staff's concern is that the use of serval different sign styles will result in a distraction from a aesthetically pleasing structure or combination of buildings. with respect to the color the applicant is seeking approval to allow red plexiglass #2283 to be used as the color for the cover or face of the requested channel letters and sign cabinets. staff's concern is to ensure that when a color is specified for signage that the hue (bright or dull) and value (light or dark) is the same for all signage and that allowing a mixture of sign colors wiil distract from the appearance of a building or combination of buildings. page 3 Douglas McMillen signs page 3 Douglas McMillen signs An additional aspect of the color of signage is the color of the trim, exposed sides of the letters and mounting bracket. For an example of the size of the exposed sides of a sign the main identification sign (reverse channel letters) is 12 inches deep mounted directy to the wall, the proposed channel letters are 10 inches deep are mounted directly to the wall with a trim cap holding the plexiglass to the face of the sign and the sign cabinets are 28 inches deep that are mounted directly to the wall with an angle. staff believes the color of the sides of the letters as well as other visible parts of the sign, project a distinct sign color and the colors shall be consistent, match and be shown with the color identified on each sign request. The applicant is requesting the color of the sides of the letters for the main building to be a brushed aluminum color whereas, the color of the sides of the longhorn steaks letters is RECOMMENDATION Staff's recommendation is to allow the additional red color #2283, the channel letters on the front entry wall, the 20 square foot cabinet sign at the rear (west) elevation. However the recommendation is that front sign cabinet be changed to channel letters to match the other channel letters on the entry wall. The recommendations is further subject to the remaining wall signage proposed for the main bUilding match the channel or reverse channel letter style and colors of the Curcuit City entry wall signage. In adition the sides, trim and mounting hardware for the Curcuit City signage shall all match the proposed brushed aluminm color and the sides trim and mounting hardware for the remaining wall signage for the building also match the Curcuit city color* Staff beleives the proposed recommendations will unify the wall signage for the project. All documents shall be amended to comply with the final determination of the appeal. Each sign material shown on the plans shall be identified by color name, color number or designation and manufacturer.
