Modification to sign Program
Fru-Con Development Corporation is appealing the administrative
decision of the Planning and Zoning Department to reject the
changes they are proposing for the Boynton Lakes Plaza sign
program. The Boynton Lakes Plaza sign program was established as
part of the 1990 site plan approval of the Boynton Lakes Plaza.
The following sign permits have been issued for the plaza:
1. Wall signage for Winn Dixie. (Permit No. 93-5170)
2. Freestanding pylon sign located at the Hypoluxo Road
entrance to the site. (Permit No. 93-4061)
3. Freestanding pylon sign located at the entrance to the
site on Congress Avenue. (Permit No. 93-4060)
All three signs d1d not match the signage shown on the 1990 sign
program, however, the changes were deemed minor and approved
administratively (see attached copy of permit drawings). The new
changes proposed for the sign program are 1dent1fied in the
attached Exhibit "A", The existing sign program 1S shown on the
attached Exhibit "B".
Proposed new sign program: A major change in the proposed new
sign program is that a tenant that is located in the shopping
center main build1ng or as an outparcel tenant, which is
nationally or state recognized as a company or cha1n business,
may install signage that depicts their logo letter style and/or
logo design including symbols and colors. The remaining tenants
would use the Fritz Quadrata letter style that has a Lexan Red
#2793 color sign face.
Existing sign program: The present sign program allows for logo
letter style, however, the color is limited to Terra Sand,
Benjamin Moore #055. All other tenant slgnage would match Fritz
Quadrata letter style in the Terra Sand #055 color. The existing
sign program did not address signage that included logo design
symbols.
The size of the signage for both the existing and proposed new
sign program will comply with the specifications identified in
the current sign code.
The Sign Code identifies certain criteria to use when evaluating
signage, The following criteria is listed in Section 21-21
"Aesthetic Qualifications" of the Sign Code:

Sec. 21-21. Aesthetic Qualifications.
The aesthetic quality of a building or an entire
neighborhood 1S materially affected by achieving visual
harmony of the signs on or about a structure as it
relates to the architecture of the building or the
adjacent surroundings. In addition to the mechanical
limitations on signs imposed by this section, there are
certain aesthetic considerations which must be met and
are therefore subject to review by the Community
Appearance Board (Planning and Development Board) when
required.
(a) The scale of the sign must be consistent with
the scale of the building on which it is to
be placed or painted and the neighborhood in
which it is located. However, in no case
shall it exceed the size provided for in
other sections of this chapter.
(b) The overall effect of the configuration or
coloring of the sign shall be consistent with
the Community Design GU1delines. The
conf1guration and colors shall be
complementary with other signs already on the
building and on adjacent properties.
All freestanding signs shall be landscaped in an
attractive manner, appropr1ate to the specific
location, with a minimum dimension of the landscaped
area not less than two (2) feet. Landscaping shall be
protected from vehicular encroachment.
The following is an analysis of specific considerations
identified in Section 21-21 of the Sign Code.
1. Visual harmony as the signage relates to the architecture of
the building or the adjacent surroundings - The use of many
different colors, letter style and/or logo design symbols would
not be in harmony w1th the architecture of the building or the
shopping center located directly west of the subject site
(Meadows Square). The signage for the in-line tenants at Meadows
Square consists of a dark colored cabinet sign with a white or
off white plastic letter face. However, the Shoppes of Boynton,
a shopping center located south of the subject project on
Congress Avenue has a sign program that allows logo design and
offers several colors and letter styles for proposed tenants.
2. scale of the signage must be cons1stent w1th the scale of
the building on Wh1Ch it is placed and the neighborhood in which
it is located - The "sign buildable area" (the limits where a
sign may be placed) has been defined more concisely in the new
sign program than in the existing program, however, the distance
a sign may be placed from the top and bottom of the sign fascia
has been decreased from the original sign program. See Exhibit
"C" which depicts a typical elevation and section view drawing of
the current building under construction at the site. The
drawings identify the size and location of the fascia where signs
will be installed.
3, Configuration or coloring of the sign shall be consistent
with the Commun1ty Design Guidelines and shall be complementary
with other signs already on the building and on adjacent
properties - The site is located in the Medlterranean/Spanish
design district as specified in the Community Design Plan. The
following colors are listed for the Mediterranean/Spanish design

theme; pink, white, red to orange and earth tones. The
proposed new signage would not have a limit on color, number of
colors or design that a sign may display. The new sign program
will allow tenants that are not recogn1zed as a company or chain
business to display signage that has a Fritz Quadrata letter
style with a color that will match the existing Market Place main
sign (Lexan Red #2793). The configuration of the proposed
signage for each tenant, more than likely, would not be
consistent. The tenant signage displayed on the Meadows Square
shopping center is consistent in shape and color considering the
signage is a cabinet sign with individual letter style with a
white plastic face.
Using a multitude of shapes and colors for tenant signage on a
shopping center building detracts from the visual impact of the
entire project and in some cases the view becomes confusing and
"busy" to the potential customer and the tenant loses the
individuality intended by displaying a logo trademark. The
following recommendation is trying to strike a balance between
the liberal new sign program and the restrictive existing
program.
RECOMMENDATION:
The Planning and Zoning Department recommends approval of the
proposed modification to the sign program subject to the
following staff comments and the following conditions to be shown
in a revised sign program:
STAFF COMMENTS
1. Specify that the color of the raceway identified in
paragraph 3 shall match the color of the surface it is
mounted on.
2. Identify the color of the sign returns for all signage.
3. Specify whether the signage allowed in paragraph 1, 2, and 5
will be mounted on a raceway or is any type of mounting
optional. Also, specify that the color of the material used
to attach the sign to the building will match the color of
the surface that lt is mounted on.
4. Specify that the dimensions and percentage identified in
paragraph 4 is establishing the "sign buildable area" (the
limits in which a sign meeting the size specifications
listed in the Slgn code may be installed),
5. Change the permit numbers identified for the exist1ng signs
as follows: Winn Dixie - #93-5170, Pylon signs - #93-4060
and #93-4061.
6. Specify that sign approval by the landlord does not allow or
include changing the specifications of the approved sign
program.
7. Identify the location and size of the tenant signage for
tenants that have a peak roof tower structure included in
their tenant frontage.
8. Speclfy the type of slgnage proposed for the signs
identified in paragraph 1, 2 and 5. [example: channel
letter, cabinet, neon, etc,]

9. To clarify paragraph number 3 add the word channel in the
following text: internal lighted "channel" letters mounted.
10. Define the term anchor tenant.
11. Omit the words fascia wall from paragraph 4 and insert the
words sign fascla. Add to paragraph 4 that the sign fascia
is depicted on Exhibit "C".
REVISED SIGN PROGRAM CONDITIONS
NOTE: Please refer to page two (2) of Exhibit "A" for reviewing
the revised sign program:

In-Line Tenant: A tenant with tenant frontage in the ma1n
shopping center bU1lding - If the tenant is a business operation
that has an established logotype utilized by a chain, said tenant
shall be allowed logotype signage that may include logo
letterstyle, logo design, logo symbols and logo color(s). The
area of the logotype signage shall not exceed thirty (30) percent
of the total area allowed for the tenant signage. The remaining
seventy (70) percent of signage shall be Fritz Quadrata
letterstyle, individual internal illuminated channel letters.
The face of the channel letter will be Red #2793 (Lexan) and the
letters will have dark bronze returns. The letters will be
mounted on a raceway. The raceway will be colored to match the
building on which the sign is mounted. The maximum height of any
Fritz Quadrata letter shall not exceed thirty (30) inches. The
signage will be located in an area identif1ed as slgn fascia (see
exhibit "C"). The tenant sign area is the area of the sign
fascia directly above the width of the tenant frontage. The
tenant sign area is further defined to include a "sign buildable
area". The length of the "slgn buildable area" is eighty (80)
percent of the width of the tenant frontage with the center being
the center of the width of the tenant frontage. The height of
the "sign buildable area" is expressed as twelve (12) inches down
from the top of sign fascia and twelve (12) inches up from the
bottom of the sign fascia. In-line tenant signage shall not be
mounted on the east or south sides of the main building or to the
face of the peak roof tower structure. However, the dimension of
the tower may be used to determine total allowed sign area.
Anchor Tenant: Corporate registered logotype signage shall be
allowed. If the users do not have a registered corporate
logotype sign, the signage wll1 be Fritz Quadrata letter style,
individual internal illuminated channel letters. The face of the
letters will be Red #2793 (Lexan) and the letters will have dark
bronze returns. The letters will be mounted on a raceway. The
raceway will be colored to match the building where the sign is
mounted. The top and bottom of anchor tenant signage located on
the sign fascia shall not be closer than twelve (12) inches to
the top or bottom of the sign fascia. Anchor tenant signage
shall not be mounted on the east or south sides of the maln
shopping center bUllding. An anchor tenant shall have a gross
floor area of not less than fourteen thousand (14,000) square
feet.

Outparcel Buildinq: Corporate registered logotype signage shall
be allowed. If the users do not have a registered corporate
logotype sign, the signage will be Fritz Quadrata letter style,
individual internal illuminated channel letters. The face of the
letters will be Red #2793 (Lexan) and the letters will have dark
bronze returns. The letters will be mounted on a raceway. The
raceway will be colored to match the building where the sign is
mounted. The outparcel signage may be mounted on any side of the
building.
Pylon Siqns: As allowed per Permit No. 93-4060 and 93-4061.
GENERAL NOTES:
1. In addition to above sign criteria all signage will comply
with local sign codes and regulations.
2. Definition of words or phrases shall be as defined in the
current City sign code.
3. All signage will first be submitted to landlord for review
and approval prior to submission to the City for permitting.
Approval by the landlord does not allow or include changing
the specifications of the approved sign program.
4. All material that is used to mount any signage to a building
and/or any material used to conceal the support(s) used to
mount the signage shall have an exterior finish color that
will match the color of the surface of the building where
the material makes contact with the building.
5. The logotype signage may match that of logotype signage
displayed in other shopp1ng centers.

Per the Planning Departments directions and with your assistance please find enclosed a revised
signage criteria for the tenants fascia signs. These revisions are being made in order to clarify
the limited information provided on the approved 1990. In addition to the clnrification we are
also requesting a color change to the letter faces. This change is at the recommendation of
different sign companies we spoke to because there would be no way to assure consistent color
quality since the original color is not a standard manufactured color and could vary on different
manufactured acrylics. The requested color has already been approved for use in the Winn Dixie
slgnage.
