This memo is in response to your March 22, 1995 Memorandum No. 95-081 which
was in response to my March 17, 1995 memo. I am in agreement with you that
the word "obligation" should replace the word "right" under item 2 and have
informed my clients as such. In regards to the other issues discussed at the
meeting, the perimeter landscape buffers and the timing of their installation was
determined. With regard to the installation of the buffer along the western and
northern property lines which require fencing, my recollection is that we ag'reed
that the installation would be completed prior to the issuance of the first Certificate
of Occupancy of a unit along that buffer as opposed to building permit. If this
item is an issue, please let me know,
I would appreciate your reviewing and responding to my memo so that we can
both move forward on the project with a clear understanding regarding these
issues,

referenced project and offer the following in response:
Nautica - Plat I:
1. A minimum five (5) foot wide limited access easement has been added to the plat along
Lawrence Road and Tract "B" and will be dedicated to the City of Boynton Beach. A
limited access easement is not required for properties adjacent to the LWDD L-21 Canal.
2. Signage easement has been labeled.
3. Dedication notes have been revised.
4. The minimum width for lots on a curve will be 75 % of the minimum width requirement
(40' for "z lots" and 50' for "zero lots") established at the setback distance from the
right-of-way. These lots meet the minimum width at the setback line.
5. A surveyor's note regarding building setbacks has been added to the plans.
6. Plat and plan title has been revised to include "P.D.D".
7. The zero lot line symbol is shown on the paving, grading and drainage plans. Lots
without a symbol indicate a "floater".
Nautica - Plat II
I. A minimum five (5) foot wide limited access easement has been added to the plat along
Old Military Trail (AKA Sun-up Trail) and will be dedicated to the City. A break at the
City access is not required. A limited access easement is not required for properties
adjacent to the LWDD L-21 Canal.

as well as the Engineering Department and Planning and Zoning Department for review
and comment subsequent to the plan submittal.

3. Posting of bonds for required improvements will occur during final platting.
4. Both entrances will have a thru/left turn lane and a right turn only lane per the plans.

We have received your plat and plan review comments dated December 16, 1994 for the above
referenced project and offer the following in response:
1. Since the sign tract at the north entrance was deleted, the revised plat now reflects 3.01
acres for the public park site for dedication to the City. Plans have also been revised to
accommodate the 374 single family units per the approved site plan. Therefore, the
remaining dedication requirement of 0.356 acres will be paid in cash during final plat
approval.
2. The listed recreation elements are depicted on the site plan for the private recreation
area.
3. Noted. Additional detail of the facilities will be provided during processing of the
recreation site plan.
4. Specifications for the recreation equipment will be submitted with the building permit for

Based on the information, the minimum lot width criteria is satisfied for all of the Jots within
Plat One. Lou 193, 328 and 329 were less than the minimum width at 37.4 feet, 29.7 feet and
29.1 feet re:spectlvely, and lot lines have been adjusted ill Plat Two to provide the minimum lot
width as sh,"wn above. We hope the approval for Plat One can move forward independent of
Plat Two at this time.

On Tuesday, December 27, 1994 I substituted for Lt. Cummings as the Police
Department's representative at the 1:R.C. meeting. The Nautica Development was
discussed and an issue was raised \vith regard to traffic flow involving the two
entrance/exits at Lawrence Road of this site. It appears that a traffic study was done,
prior to the installation of a traffic signal at Citrus Cove Elementary, and that the
study made some recommendations regarding designated turn lanes for those vehicles
exiting the development.
However, at this meeting, the developer requested that the left turn & thru lanes be
combined and a designated right-turn lane be created. Previous discussions
apparently indicated the opposite should take place, namely the right turn & thru
lanes should be combined and there should be a designated left-turn lane.
Due to the confusion, I will refer this matter to Lt. Cummings upon his return from
Vacation on January 9, 1995. As the former Traffic Coordinator, he is much more
