Traffic Impact Analysis for Two Proposed Rezonings

On December 27, 1989 two applications for rezoning were submitted
to the Planning Department for public hearings before the Plann-
ing and Zoning Board and City Commission in February 1990. The
two applications submited are outlined below:
1. Boynton Nurseries - rezoning from AR, Palm Beach
County, to a Planned Unit Development with a Land Use
Intensity=4(PUD w/LUI=4). This property is located on
the west side of Lawrence Road, across from Elementary
School "P".
2. Target Shopping Center - rezoning from PUD w/LUI=5
(Congress Lakes) to C-3, Community Commercial. This
property is located at the southwest corner of North
Congress Avenue and N.W. 22nd Avenue and would
represent a northerly extension of the Catalina Centre
project.
The levels of; traffic that would be generated by both of these
rezonings appear to have a significant impact on several roadways
within the City with respect to the adopted Levels of Service set
forth in the 1989 Comprehensive Plan and the roadway'improvements
that would be necessary to meet these criteria.

Based on the above, it is recommended that the City retain the
services of Walter H. Keller, Jr., Inc., to review the traffic
impact of these two proposals for consistency with the Traffic
and Circulation Element of the Comprehensive Plan. Sufficient
funds exist within the Planning Department budget to cover the
cost of prOViding this service.
